Restore the secondary environment and its dependencies, verify data integrity and application workflows against the workload’s recovery objectives, and only then route traffic. The specific steps, recovery time, and possible data loss depend on the application’s architecture and plan.
What to do during the outage
- Confirm the impact and assign incident ownership. Compare monitoring alerts with user reports. Identify affected users, functions, and systems, and determine whether the data center event is causing the application failure. Apply your organization’s severity and escalation criteria; declare an outage when those criteria call for it. Microsoft’s disaster recovery planning guidance describes detection, severity assessment, outage declaration, and stakeholder notification as runbook actions.
- Activate the documented recovery runbook. The designated incident authority should start the pretested procedure, record decisions and actions, and assign owners. Confirm escalation contacts and backups for key roles. Keep responders, decision-makers, affected users, and relevant external teams informed through the agreed channels.
- Check the application’s recovery objectives and scenario. Recovery time objective (RTO) is the maximum acceptable time to restore service after an interruption. Recovery point objective (RPO) is the acceptable data-loss interval, expressed as the age of the recovery point. These objectives vary by workload and scenario. Check the application’s plan and current recovery state before communicating an expected restoration time or data-loss amount. AWS explains these objectives in its guidance on recovery objectives.
- Check the recovery environment and its dependencies. Confirm that the secondary site or region has the required capacity, access, and connectivity. Check identity services, networking, secrets and keys, data sources, automation, job scheduling, repositories, deployment pipelines, and third-party services. Compute and storage alone may not be enough to restore the actual user workflow. Microsoft’s Azure data platform disaster recovery recommendations detail these dependency and capacity considerations.
- Restore components in a safe order. Prepare or scale the recovery infrastructure, restore data if needed, verify the recovery point and data integrity, then bring up the application and required dependencies. Follow the documented dependency order for core services; recover independent components in parallel only when doing so is safe. Where the business has approved it, a limited mode such as read-only access or stale dashboards may provide value while full recovery continues.
- Validate before directing users to the recovery site. Check critical user-facing workflows, dependency health, data integrity, expected performance, and available capacity. Confirm the recovery point meets the applicable RPO. Then use the established traffic-management method—such as DNS or another traffic-routing service—to shift users to the recovery environment. Microsoft’s example recovery sequence includes application and dependency checks before cutover.
- Communicate status and preserve the incident record. Update stakeholders through the organization’s agreed internal and external channels. Record the incident timeline, decisions, recovery results, and any remaining data or functionality problems. Use those findings to update the recovery plan.
How RTO, RPO, and failover shape the decision
Failover means moving operations or traffic to a recovery environment after the primary environment is disrupted. RTO and RPO help determine whether a particular recovery option is acceptable: RTO sets the tolerated service interruption, while RPO sets the tolerated gap between the latest recoverable data and the interruption.
Neither objective is a universal promise. AWS notes that zero RTO and RPO may be unrealistic for a workload, and Microsoft describes zero targets as difficult and costly in practice. Agree on achievable objectives with business and technical stakeholders, then use the application’s plan and actual recovery status to guide incident communications. What to do after service returns
Keep validating the recovery site
A running application process does not by itself establish that service is restored. Monitor real workflows, dependency health, data integrity, and performance, and track any temporary limitations. Keep users informed about unresolved issues.

Treat failback as a separate operation
Failback is the move back to the restored primary environment. Do not redirect traffic solely because the primary data center is available. Confirm primary-site health, synchronize data, account for writes made while the recovery site was active, and obtain the required business approvals. Choose a suitable cutover window, monitor the transition, and validate the application afterward. Microsoft’s runbook guidance and recovery overview describe failback as part of planned disaster recovery, not an automatic reversal of failover.

Recovery approaches differ in recovery objectives, cost, and operating complexity. Compare backup-and-restore, standby environments, and active/active designs against the workload’s business impact, dependency coverage, target-site capacity, and acceptable user impact during recovery. AWS discusses these trade-offs in its disaster recovery planning guidance.

- Document action owners, escalation contacts, decision authority, dependencies, recovery order, and traffic-redirection steps.
- Make sure the recovery plan covers identity, networking, secrets and keys, data, automation, deployment, and external dependencies—not just application servers.
- Test recovery procedures and backups. Drills can expose access, capacity, synchronization, or dependency gaps before an incident.
- Set recovery objectives with business and technical stakeholders, and check that the chosen strategy and tested procedures can support them.
