If an AI crawler is contributing to an overloaded website, first confirm which agent is making the requests and whether they coincide with rising latency, errors, or capacity limits. Protect the site with a temporary response or edge rule, then set a longer-term policy for that specific crawler. The right action depends on whether the agent is Googlebot, a crawler from another provider, or a user-initiated fetch—and whether you want to preserve any discovery or other service it provides.

How to confirm a crawler is contributing to overload

Start with evidence from the request path, not just a spike in traffic or a user-agent label. Review web-server access logs and any available crawler reports to identify the agent, requested paths, request timing, and response codes. Compare those patterns with latency, error rates, CPU or other capacity indicators, and traffic analytics. If a CDN or WAF sits in front of your origin, check its request logs and bot-mitigation events too: requests stopped at the edge may never appear in origin logs.

Google recommends monitoring for excessive Googlebot requests. For OpenAI crawler access, its advertiser guidance recommends checking HTTP response codes—especially 429 responses—along with firewall or CDN logs, bot-mitigation events, throttling rules, and traffic analytics. That guidance concerns crawler access to ad landing pages, but the listed signals can help an operator investigate a rate-limiting problem.

A user-agent string by itself does not prove a request came from the crawler it names. OpenAI publishes crawler IP-range references and recommends using provider verification where available, alongside user-agent identification and firewall or robots.txt policies. Its published IP ranges and user-agent information can change, so consult the provider’s current documentation before building an allowlist.

What to do during an active overload

If the overloaded agent is Googlebot

Google Search Central says Googlebot has algorithms intended to prevent it from overwhelming a site, but it also documents an emergency response: temporarily return HTTP 503 or 429 to Googlebot requests when the server is overloaded. Monitor the crawl rate and host capacity, and stop returning those responses once the crawl rate has fallen. Google warns that returning 503 or 429 for more than two days can cause affected URLs to be dropped from its index. This is Google-specific guidance, not a universal retry schedule for AI crawlers.

Google’s Crawl Stats Help also describes a temporary robots.txt block as an option for an overcrawling Google agent; it can take up to a day to take effect. That page warns that leaving either a block or dynamic 503/429 responses in place for more than two or three days can reduce Google’s crawling over the longer term. Its separate troubleshooting guidance gives the more specific two-day warning about URLs being dropped from the index, so treat a robots.txt block and an overload response as temporary measures and follow the guidance for the action you use.

If another crawler is contributing

Do not assume Google’s timing or indexing consequences apply to a crawler from another provider. Use the rate limit, challenge, or block your own server, CDN, or WAF supports, targeting the verified agent where possible. Set the response according to current capacity and observe whether it relieves pressure without disrupting other traffic. The official guidance cited here does not establish one universal throttle value or recovery window for all AI crawlers.

Choose a durable crawler policy

Use robots.txt as a policy signal

Robots.txt lets an operator express which paths a crawler may access, provided that crawler honors the protocol. It is not a network-layer access-control mechanism: it asks compliant crawlers to follow a policy rather than enforcing a block. Google’s specification says a 4xx response other than 429 is treated as though no valid robots.txt file exists. Google generally caches the file for up to 24 hours and may cache it longer if it cannot refresh it. Those details describe Google’s behavior; other crawlers may handle the file differently.

Make sure the robots.txt file remains available if you rely on it to communicate a restriction. A temporary Googlebot block may ease pressure, but Google’s Crawl Stats guidance says it can take up to a day to take effect and should not be left in place too long.

Use a WAF or CDN rule when you need enforcement

A WAF or CDN can apply a rule at the network edge rather than relying on a crawler to honor a policy file. As one vendor-specific example, Cloudflare AI Crawl Control documents crawler activity reporting and per-crawler allow or block choices. Its block actions use WAF custom rules, and advanced WAF rules can add path-based exceptions. Cloudflare also documents custom block responses on paid plans. Check Cloudflare’s current documentation and plan availability before relying on a particular feature.

Cloudflare documents a pay-per-crawl option as closed beta. That status does not establish general availability, pricing, or a guaranteed payment arrangement.

Control How it acts Useful when Main caution

Decide crawler by crawler, not by the label “AI”

Different agents from the same provider may serve different purposes. OpenAI’s published crawler descriptions illustrate why a broad block can have consequences beyond reducing load:

  • OAI-SearchBot is used to surface websites in ChatGPT search. OpenAI says opting out means a site will not be shown in ChatGPT search answers, though it may still appear as a navigational link.
  • GPTBot crawls content that may be used to train OpenAI’s generative AI foundation models. OpenAI says disallowing it indicates that the site’s content should not be used for that training.
  • OAI-AdsBot visits pages submitted as ads for landing-page review. OpenAI says data collected by this crawler is not used to train its foundation models.
  • ChatGPT-User is used for certain user actions, rather than automatic web crawling. OpenAI says robots.txt rules may not apply because these visits are user-initiated.

These examples describe OpenAI agents only. Before setting a permanent rule, check the current documentation for the specific crawler and decide which services or uses you want to retain. Other providers may use different agents, purposes, and policy behavior.

Put the response into practice

  1. Identify the source. Match request patterns in origin, CDN, and WAF logs with crawler reports, response codes, and changes in latency or capacity. Verify the agent where the provider offers a method to do so.
  2. Relieve pressure at the right layer. If the verified overload is Googlebot, follow Google’s temporary 503/429 or robots.txt guidance. For another crawler, use an appropriately scoped server, CDN, or WAF control rather than assuming Google’s response timing applies.
  3. Set the lasting policy. Use robots.txt to communicate rules to crawlers that honor it; use an edge rule when you need an enforced action. Scope either to the relevant agent and paths where practical.
  4. Review the effect. Watch request volume, server capacity, and error and latency patterns as the action takes effect. Remove temporary measures when they are no longer needed, and confirm that the lasting rule does not block traffic or crawler activity you intend to allow.
