If Anthropic denies your Cyber Verification Program (CVP) application, read the decision email, check your application against Anthropic’s published eligibility factors, and make sure you applied for the right tier. Anthropic’s public guidance does not describe a formal appeal process, guarantee approval on a later application, or set a general deadline for reapplying. You can address verifiable gaps in your application, but no change guarantees acceptance.

Can you appeal a CVP denial?

Anthropic’s Cyber Verification Program Help Center guidance describes eligibility and application steps, but does not publish a formal appeal or reconsideration route after a denial. It also does not promise that a new application will be accepted or specify when a denied applicant may apply again.

Read the decision email closely. If it asks for information or gives case-specific instructions, follow those directions. Otherwise, review your application against the published factors below before deciding whether to take another step. Do not assume that a denial reflects one particular issue: Anthropic’s public guidance lists general considerations, not a definitive explanation for an individual decision.

Why might Anthropic deny an application?

Anthropic says CVP eligibility depends on the applicant’s work, whether it can verify the applicant and organization, the operating environment and risk of access being diverted or compelled, the eventual customer or beneficiary, and the tier requested. An organization whose main business is outside defensive security may not qualify. Anthropic says it takes a more cautious approach to organizations primarily serving military, intelligence, or law-enforcement customers.

These are factors to check, not a checklist that guarantees approval. A stronger application should make the relevant facts easy to verify and clearly connect the requested access to eligible, authorized security work.

  • Describe the work precisely. Explain the defensive purpose, what systems are involved, and whether they are owned or maintained by you or your organization, or are covered by authorization to test.
  • Make identity and organization details verifiable. Ensure the applicant, organization, and security work are clearly identified and that the application answers the requested verification questions.
  • Choose a tier that matches the work. Individual applicants can apply for Defense Access; Red Team and Specialized Access are organization-only.
  • Be ready to meet the tier’s controls. Review the current CVP security requirements and attest only to controls your organization can actually maintain.
  • Coordinate within an organization. Anthropic says organizations should apply once and have their administrators designate users. Independent researchers, maintainers, and bug bounty hunters apply as individuals.

Do not exaggerate your authorization, misstate your work, or use someone else’s access to get around a decision. Red Team testing must be authorized, and Anthropic’s Usage Policy still applies.

Check whether you applied for the right CVP tier

The tiers differ by permitted work and applicant type. Applying for broader access than your work requires may not help; select the tier that accurately fits your role and authorization.

Anthropic gives examples including security teams, critical infrastructure operators, smaller security firms, open-source maintainers, and individual researchers with a vulnerability-reporting track record. Anthropic says it aims to respond within a few days in its October 6, 2026 announcement; the Help Center gives a broader target of an email decision or request for information within seven business days.
Red Team Access Organizations only Adds authorized penetration testing and red teaming. Some actions that could cause physical harm or mass disruption remain blocked. Anthropic says review may take a few weeks. Qualifying organizations are enrolled in Defense Access while their Red Team application is reviewed.
Specialized Access A limited set of verified organizations Testing systems whose failure could affect lives or disrupt markets; applications receive in-depth review in collaboration with the U.S. government. In-depth review; a specific response-time estimate is not stated in the cited announcement or Help Center guidance.

The timing descriptions are estimates, not guaranteed deadlines, and vary by tier and source. Anthropic’s October 6, 2026 program announcement describes the tier-specific expectations; its Help Center says it aims to email a decision or request for more information within seven business days.

How to apply or address a gap in your application

Anthropic’s published application route is the Anthropic Verification Portal. The route depends on where you use Claude, so confirm the platform path before applying.

  1. Identify your access surface. For Anthropic first-party accounts, apply in the Verification Portal. Supported cloud platforms require linking the relevant account or subscription. If you use a third-party platform, obtain its enrollment link; that route supports Defense and Red Team Access only.
  2. Confirm platform eligibility. Amazon Bedrock availability is limited to customers eligible for Enterprise Frontier Safeguards. Do not assume that a CVP approval automatically grants access on every platform.
  3. Provide the requested verification and work details. Describe the applicant and organization, the security work, and how it fits the selected tier. Make the authorization and defensive purpose clear where relevant.
  4. Attest to applicable security controls accurately. Check the current requirements for the requested tier before submitting; do not claim safeguards that are not in place.
  5. For an organization, use the organization’s application and administrator workflow. Anthropic says the organization should apply once, then its administrator designates users. Individual researchers, maintainers, and bug bounty hunters apply as individuals.

If you submit another application, use it to correct or clarify verifiable information rather than simply repeating the same submission. The published guidance does not establish that resubmission is a formal appeal or that it will change the outcome.

If you are approved but Claude still blocks the work

A block after approval may be an access-provisioning or scope issue rather than a denial. Anthropic advises checking that an administrator provisioned the user for the relevant CVP grant, that a Claude Console user is in the correct workspace, and that the activity falls within the approved tier. Start with those checks before treating the issue as a new eligibility decision.

What you can do without CVP access

CVP is not required for every cybersecurity task. Anthropic says its generally available models can still be used for secure code review, threat modeling, patching known issues, finding vulnerabilities in your own source code, and triaging security alerts. Other work, including malware analysis or exploit validation, may be interrupted by safety classifiers.

Use only systems you own or are authorized to test, and keep the work within applicable policy and law. CVP does not remove Anthropic’s Usage Policy restrictions: Red Team access requires authorization, and some high-risk actions remain blocked even for that tier.

Review security and data-handling requirements before applying

CVP approval comes with security obligations that differ by tier. Current requirements include a named security contact and incident reporting. Defense Access requires multifactor authentication (MFA), with phishing-resistant MFA due by December 15, 2026; requirements also restrict long-lived credentials and specify temporary API-key conditions for Defense Access before that date. Red Team and Specialized Access have stronger identity, credential, user, device, and network controls. Check Anthropic’s current security requirements for the exact controls that apply to your tier and platform.

Anthropic says program data retention supports monitoring for cyber misuse. Its announcement also describes zero data retention for eligible organizations in specified circumstances involving Claude Fable or Mythos access, and identifies Enterprise Frontier Safeguards as a future option in the announcement’s timeline. Availability and terms can change; verify the current Help Center terms for your platform and account before deciding whether CVP’s data handling meets your needs.
