Treat the warning as a prompt to verify—not, by itself, proof that a government sanctioned the service or that every use is unsafe. Identify the exact listing, check what the directory means by its label, and confirm the service’s legal identity against the official sanctions source for the relevant jurisdiction. While you investigate, pause sensitive use and avoid entering new sensitive information.

What does “sanctioned” or “high risk” mean?

It depends on who issued the label and how that publisher defines it. A privacy directory may use “high risk” as its own assessment; an employer or school may use “sanctioned” as an internal approval status; a government sanctions list is a separate legal designation. Similar wording does not establish that the sources are making the same claim.

For example, Microsoft Learn says, “Sanctioned apps are marked as approved for use.” That describes the governance workflow in Microsoft Defender for Cloud Apps, not a universal definition used by privacy directories. Microsoft Learn’s documentation on governing discovered apps explains that product-specific usage.

How to check whether the warning applies to the service

  1. Capture the listing. Record the exact displayed name, URL, publisher, category, stated reason, and last-updated date. Note whether it identifies the service, its operator, an owner, or a similarly named entity.
  2. Read the directory’s criteria. Look for definitions of “sanctioned” and “high risk,” the evidence and date behind the entry, its scope or confidence, and how to request a correction or appeal. Do not infer criteria from the label alone.
  3. Identify the relevant jurisdiction. A legal designation depends on the applicable government and rules. Search the official sanctions source for the exact legal name and known aliases; do not treat a directory’s label as a substitute for that check.
  4. Resolve possible name matches. An alert is not confirmation that the listed entity is the service you use. OFAC guidance says to determine whether an alert actually matches an OFAC list or another list, and to escalate uncertain hits to a supervisor, compliance team, or screening vendor where relevant.   5. Ask the organization if it is a managed directory. If the warning appears in an employer or school system, contact its security or compliance team and ask what the status means under that organization’s policy. A product-specific label may indicate internal approval status rather than a government designation.
  6. Review the service before resuming sensitive use. Check its current privacy policy, permissions, operator identity, and independent evidence. The FTC advises consumers to review a VPN app’s developer, permissions, terms, and privacy policy; it also warns that using a VPN shifts trust to the VPN provider and does not make you anonymous. Where to verify an alleged legal designation

Use the official sanctions source for the jurisdiction involved, along with its applicable guidance. For UK designations, the UK government says the UK Sanctions List became the sole source of UK sanctions designations from 28 January 2026. Its starter guide to UK sanctions explains the UK framework. That statement concerns UK designations; it does not establish a service’s status elsewhere.

When a name appears to match, confirm that the entry refers to the same legal person or entity rather than a namesake, related party, service brand, or operator with a different name. If the match remains uncertain and the consequences matter, use the relevant compliance channel rather than making a definitive legal claim from a directory entry.

  • Issuer: government authority, directory publisher, or employer or school.
  • Meaning and method: legal designation, risk assessment, or internal approval status.
  • Evidence and date: what supports the entry and when it was last checked.
  • Entity identity: whether it names the service, its operator, owner, or a namesake.
  • Scope: which jurisdiction, users, or uses the warning covers.
  • Challenge route: how to request clarification, correction, or appeal.

Two sources can use similar labels while referring to different entities, evidence, or policies. If the directory does not publish enough information to resolve those differences, its listing alone cannot establish the service’s legal status or the safety of every use.

What to avoid concluding

  • Do not say a government banned or sanctioned a service solely because a privacy directory uses that wording.
  • Do not assume an entry about an operator or similarly named entity automatically applies to the service.
  • Do not treat a VPN, privacy promise, or favorable directory rating as proof that a service is trustworthy or makes you anonymous.
  • Do not claim that using the service is illegal, that it caused a breach, or that it compromised your data without evidence tied to the exact service and jurisdiction.
