There is no universally best U.S. state for a robotics manufacturing facility. The right location depends on what the plant will do—such as assembly, machining, electronics production, testing, warehousing, engineering, or some combination—and whether its workforce, logistics, building, utilities, permits, and total costs fit that operating plan. Build a shortlist by comparing specific sites against the same requirements, then verify the important assumptions with local sources before committing.
Start with the facility’s operating model
Before comparing communities, describe the work the facility will perform and how it will operate. A plant focused on assembly and testing may have different staffing, building, and shipping needs from one that also machines components or makes electronics. Those differences change which location factors deserve the most weight.
Write down the requirements that affect site feasibility
- Production: Which processes will happen on site, and what equipment, floor layout, loading, environmental controls, or testing areas do they require?
- Staffing: How many production operators, automation and controls technicians, maintenance staff, engineers, quality specialists, and supervisors will be needed, and on what hiring schedule?
- Materials and shipments: What components and equipment must arrive, how will finished robots and service parts leave, and which customers or suppliers need regular access?
- Utilities and growth: What power, water, wastewater, and other services do the planned processes require? How much additional capacity might expansion need?
- Timing: When must the facility be operational, including time for construction or improvements, utility connections, hiring, and approvals?
Separate non-negotiable requirements from preferences. A candidate that cannot meet a critical utility, permitting, or workforce need should not advance merely because it scores well on less important factors.

Test workforce and logistics assumptions
Check the labor pool at the right level
Use occupational and local workforce data as a starting point, not as a hiring guarantee. SelectUSA cautions that public labor information can lag; check its date and geographic detail, then seek more current local information where needed. Compare the skills and hiring pipeline for the occupations the facility actually needs, as well as labor costs and unionization. A general manufacturing workforce figure does not establish the availability of robotics-specific talent.
Workforce development may also be part of the plan. Manufacturing.gov describes the Advanced Robotics for Manufacturing (ARM) Institute as a Manufacturing USA institute focused on robotics and artificial intelligence in manufacturing and on preparing workers to work alongside those technologies. Manufacturing.gov also describes Registered Apprenticeship as an industry-driven pathway employers can use to develop and prepare workers. Treat both as resources to investigate: confirm whether a relevant program, occupation, and local education or training partner are available and appropriate for the site.

Model the routes your operation will use
List significant inbound and outbound flows, then estimate their routes, frequency, transport mode, and cost for each finalist. A nearby interstate, airport, rail line, or port matters only if it serves the facility’s actual shipments. Include supplier and customer access alongside freight: the useful logistics profile is the one that supports the company’s operating pattern, not simply the one with the most transportation infrastructure.
Confirm that the building, parcel, and utilities work
Verify real estate against the process
For an existing building or a greenfield site, have qualified site and engineering professionals check the requirements of the planned facility. Relevant diligence may include clear height, floor loading, layout, power infrastructure, equipment access, expansion room, and the cost and schedule of improvements. Confirm the approvals needed for occupancy and whether the parcel’s land use and environmental conditions fit the planned operations. A listing or community-level statement is not proof that a site is suitable or approved.

Obtain site-specific utility information
Ask the relevant utilities and local authorities for written, site-specific information about available capacity, rates, the cost of adding capacity, and the timing of service extensions or connections. Check the requirements of the intended process and the assumptions behind any proposed upgrades. State averages and general claims about a community do not establish what a particular site can receive, when it can receive it, or what it will cost.
Check regulatory, tax, and permitting conditions
For each parcel and planned operation, identify applicable land-use restrictions, environmental rules, taxes, permits, and approval steps. Ask what reviews are required and what processing times the responsible authorities currently anticipate. Have appropriate legal, environmental, and engineering advisers assess the parcel and operations; a community-level summary is not a site approval.

Evaluate incentives on their written terms
Federal, state, territorial, and local resources can be worth investigating. SelectUSA’s resources include federal-program information, state incentive resources, workforce and energy-efficiency resources, and a manufacturing-cost analysis tool; it also notes that state, territorial, and local governments are often primary sources of specific assistance for new or expanding businesses. Program availability and terms vary by location and project.
Ask the relevant agency for the actual rules and offer terms. Compare eligibility, qualifying investment and jobs, application timing, performance milestones, payment timing, tax treatment, reporting obligations, and recapture or clawback conditions. Confirm in writing whether assistance is authorized, awarded, and available to the specific company and project. A general program description or announced incentive is not evidence that a company qualifies.

Use clusters and ecosystem resources as screening inputs
SelectUSA’s machinery and equipment overview identifies Illinois, Michigan, Oklahoma, Texas, and Wisconsin as states with high employment share and high concentration in the production technology and heavy machinery cluster. It identifies California, Massachusetts, Oregon, Texas, and Washington for high employment share and concentration in the information technology and analytical instruments cluster. The same overview reports more than one million employees in the first cluster and more than 1.6 million in the second, based on its Cluster Mapping dashboard; it does not attach a year to those dashboard figures.
These related industrial groupings can suggest places to investigate, not establish robotics-specific talent, supplier access, available buildings, or the best site for an individual company. SelectUSA also reports that machinery and equipment manufacturing accounted for 20 percent of U.S. manufacturing value added in 2024, and that U.S. machinery exports were $297 billion—about 9 percent of total U.S. exports—in 2024. Those national figures describe the sector’s scale, not the merits or costs of a particular location.
Build a defensible comparison and shortlist
- Set the requirements. Document the facility’s processes, staffing plan, freight flows, utility needs, schedule, and expansion assumptions.
- Screen candidate communities. Use workforce, logistics, property, regulatory, utility, and ecosystem information to identify possible areas. Treat broad data as a way to focus investigation, not as site-level proof.
- Compare actual sites with one scorecard. Give each factor a weight that reflects the company’s operating economics. Record evidence, its date and geographic scope, unresolved questions, and who must verify each item.
- Estimate total cost and operating risk. Compare labor, freight, construction, utilities, taxes, permitting time, and incentive conditions across finalists. Keep incentives tied to their verified eligibility and terms.
- Run scenarios. Test how the comparison changes with different production volumes, hiring rates, energy loads, and expansion plans. Flag assumptions that could change the result.
- Advance only after critical diligence. Resolve feasibility questions with the relevant employers, utilities, authorities, and qualified advisers before treating a candidate as a viable choice.
