Choose a password manager by looking beyond how it generates and stores passwords. The manager’s account security, recovery process, autofill behavior, device support, portability and maintenance all affect how safely—and reliably—you can use it. A browser or device-integrated manager can be a good fit; a standalone manager can make more sense for varied devices or features. Neither category is automatically safer.

Start with the devices and browsers you actually use

First-party managers built into a browser or device can benefit from deep platform integration. A standalone manager may suit people who use a mix of operating systems and browsers, want additional capabilities, or prefer less dependence on one platform vendor. The UK National Cyber Security Centre (NCSC) discusses these trade-offs in its public guidance on password managers and passkeys.

Make a list of your computers, phones, tablets and browsers, then verify that the manager supports each one. Check whether the features you need work on your specific platforms and plan; availability can differ by product. Also consider how you will access credentials if you change devices or stop using a particular browser.

Understand what protects the vault

A password manager has two related but distinct security concerns: protecting the stored vault and protecting the account you use to reach it. For a cloud-sync manager, ask the provider how vault data is encrypted at rest and in transit, which fields or metadata are protected, and who can access the decryption key. Marketing labels alone do not answer these questions.

NIST recommends password managers for accounts that still require passwords and says the manager login should support multifactor authentication (MFA), because it protects the stored passwords. The NCSC likewise recommends MFA for cloud-sync managers. Check which methods the product supports and whether they work with your devices and accounts. A hardware security key is one possible option for compatible MFA or passkey workflows, not a requirement; verify compatibility before buying or relying on one.

NIST’s current digital identity standard states, “Passwords are not phishing-resistant.” That is a statement about passwords as an authentication method, not a guarantee that a password manager will prevent phishing. A manager should still be assessed for its own security design and behavior.

Compare local storage with cloud sync

An on-device manager stores its data on one device, which can limit exposure to that device but may make access across devices less convenient. A cloud-sync manager can make credentials available across multiple devices and may support centralized administration, but it adds considerations around remote account access, data in transit and recovery. These are different trade-offs, not a simple safer-versus-less-safe choice.

The NCSC’s Password Manager Buyers Guide is written for organizational decision-makers. Its criteria can also help individuals frame questions, but organizations should assess deployment and administration needs in their own context.

Examine recovery before you need it

Find out what happens if you forget the primary password, lose a device or lose a key needed to decrypt the vault. Recovery designs vary: some may involve another account holder or a service provider, while others may leave the vault inaccessible if the key is lost. Recovery can reduce lockout risk, but it can also create another way for someone to gain access.

Read the provider’s explanation rather than treating “account recovery” as a uniform feature. Identify who can authorize it, what events trigger it, whether the process can restore vault contents or only account access, and how you are notified. The NCSC warns that recovery can be exploited, particularly when a provider is responsible for it.

Check how autofill behaves

Autofill saves time, but its behavior matters for security. Prefer a manager that offers a saved credential only for its matching site, rather than prompting you to enter it on a lookalike domain. Check the product’s behavior and the permissions requested by its browser extension or app. Autofill can reduce accidental entry on impostor sites, but it is not a substitute for checking where you are signing in.

Make sure export and switching are practical

Export can help you move to another manager, but exported credentials may be stored in a plain-text file. Before exporting, understand how the product protects the file, where it will be saved and how to remove it afterward. Keep the file somewhere secure during migration and delete it promptly when it is no longer needed.

Portability is useful only if you can manage the risk of the export itself. Review export controls before you commit a large collection of credentials to a service.

Decide whether passkeys and sharing matter

Passkeys are private digital keys associated with a device or authenticator; NIST says they are different for each login and cannot be easily stolen through phishing. They can be used through phones, laptops, dongles and some browsers. If you want to manage passkeys in the same product, check that it supports the workflows and platforms you use, and understand how passkeys sync or can be recovered when you change or lose a device. Support and sharing behavior vary by manager.

Other capabilities—such as secure notes, password-health alerts, sharing credentials with family, or organization administration—are worth weighing only if you need them. Confirm their availability for your plan and devices instead of assuming a feature listed by a provider works everywhere.

Look at maintenance and transparency

Password managers, like other software, can have vulnerabilities. Consider whether the provider explains how it handles updates, accepts vulnerability reports and communicates about security issues. Independent security evidence may help, but check what was assessed and when; a general security claim does not establish that every component or current version has been examined.

For organizational use, also consider how administrators can manage access and sharing, and whether the product’s recovery and deployment model fits the organization’s policies. The NCSC buyer guide offers criteria for those decisions, while consumers should focus on the protections and controls relevant to their own accounts.

A practical way to choose

  1. List your requirements. Note your devices, browsers, need for cross-device sync, sharing needs and preferred MFA or passkey methods.
  2. Check platform fit. Verify current support for your actual devices and browsers, including whether the features you care about are available on your plan.
  3. Read the security and recovery details. Find out what is encrypted, who can recover access, and what happens if you lose the primary password or key.
  4. Test the everyday safeguards. Confirm that autofill matches the saved site and learn how exports are protected.
  5. Assess the provider. Look for a clear update process, vulnerability-disclosure route and specific, current security evidence.
  6. Choose the best fit, not the most feature-heavy product. A manager’s extra capabilities matter only when they address a real need you have.

Use a password manager for passwords that remain

NIST’s public page How Do I Create a Good Password? says, “For accounts that require passwords, NIST experts highly recommend that you use a password manager.” The page also says NIST guidance recommends a password of at least 15 characters. Its illustrative estimate that an eight-character password would take about 200 billion guesses is about password guessing—not password-manager performance—and is not a way to rank products.
