Compare carriers where you actually use your phone—not by a nationwide coverage slogan or the lowest advertised price. In the U.S., the FCC National Broadband Map is a useful first check, but it shows modeled, provider-reported mobile availability rather than guaranteed service, especially indoors. Then verify the candidate plan’s coverage caveats, complete bill, data rules, roaming terms, and compatibility with your exact phone.
Start with the places and situations that matter
Before opening coverage maps, list the locations where a connection matters: home, work, your regular commute, and places you visit often. Note whether you need service inside buildings, outdoors, or while driving. A carrier may look strong across a broad region but still be a poor fit at one important address.
For an initial comparison, use the FCC National Broadband Map. The FCC displays provider-reported 3G, 4G LTE, and 5G-NR availability, and its map guidance explains how to compare providers and check the date of the underlying data. Mobile availability is modeled as an expectation of outdoor or in-vehicle connectivity; the map does not show indoor service. Real-world results can differ with terrain, the phone being used, and cell-site capacity. The map’s technical thresholds are modeling criteria, not average customer speeds or a promise that a user will receive those speeds.
After identifying possible providers, check each carrier’s own coverage map and read its legend and qualifications. Carrier maps can use different assumptions from the FCC map and may include roaming-partner coverage. For example, T-Mobile’s coverage map describes its display as an approximation of anticipated outdoor coverage, says service is not guaranteed, and notes that roaming partners may provide some displayed service. That is a carrier-specific caveat, not a rule that every carrier map uses the same assumptions.

- Check the map’s data-as-of date; mobile availability submissions are updated on a recurring cycle.
- Look for plan exclusions, roaming areas, and any legend distinctions rather than treating shaded coverage as equal access for every plan.
- If a dead zone would have serious consequences, corroborate the map with people who use that service locally or ask whether a temporary trial is available. Do not assume every provider offers one.
Compare the plan’s real network access
Coverage and network access are related but not identical. A map may suggest that a network reaches an area, while the plan determines how your data is handled when the network is busy, what hotspot use is included, and whether roaming is available.
Data priority and congestion
“Unlimited” does not specify how data performs during congestion. Check the plan’s current terms for any high-speed data threshold, whether speeds or priority can be reduced during busy periods, and what happens after a threshold is reached. The FCC’s marketplace reports describe differences among plan tiers in data before deprioritization and other included features. Its 2022 report observed that postpaid users were frequently given priority over prepaid users on a given network during peak congestion, while users of either service type could encounter deprioritized speeds depending on plan and usage. That is a report-era observation, not a dependable rule for every current plan.

Hotspot, video, and other data-management terms
Check the amount of hotspot data included, what happens when it runs out, and whether video or other traffic is subject to data-management terms. These features can differ by provider and plan tier. The FCC’s 2024 Communications Marketplace Report describes a market with tiered unlimited offers; its historical examples are not current price quotes or a substitute for today’s plan terms.
Domestic roaming
Ask whether the specific plan permits domestic roaming, where it applies, and whether it has limits, reduced speeds, or extra charges. Do not assume that a carrier’s map shading means your plan can use a roaming partner’s network without restriction.

Calculate the complete cost, not just the monthly headline
Compare plans for the actual number of lines and include recurring and one-time charges. The Wireless Consumer Code for Wireless Service says signatory carriers disclose items such as plan initiation fees, recurring charges, allowances, excess or out-of-coverage charges, data restrictions, material network-management practices, taxes and government charges, additional carrier-retained fees, late-payment fees, and whether a fixed-term contract applies. The Code does not make policies identical across all providers, so confirm current amounts and terms in the carrier’s own plan disclosures.
- Recurring service: base plan charge for all lines, plus applicable taxes and government charges and any carrier-retained fees.
- One-time charges: activation, initiation, or other start-up fees.
- Phone and add-ons: device installments, insurance, and any paid features you intend to keep.
- Usage-related charges: excess or out-of-coverage costs, hotspot charges, and international-use charges if relevant.
Use the same assumptions for every candidate: same number of lines, same device-payment period, and the same add-ons. The FCC’s 2024 report distinguishes recurring plan charges from taxes, fees, equipment installments, insurance, international use, and hotspot charges; its published examples are historical, not current offers. The FCC’s earlier marketplace reporting likewise shows why a plan-price comparison can omit taxes, fees, equipment, and other charges.

Confirm that your phone can use the service
Check the exact phone model—not just the brand or product family—in the carrier’s compatibility tool before switching. Network experience can depend on the handset, and using 5G requires a 5G-capable device as well as coverage and a plan that supports access. T-Mobile Prepaid, for example, states that 5G access requires a 5G device; this is not a reason to buy a new phone unless your current one is incompatible or lacks a capability you need.
If you plan to bring your current phone, confirm its compatibility and any relevant network requirements directly with the prospective carrier. Do not infer device compatibility from a coverage map.

Use one consistent comparison for your finalists
Once you have two or more plausible plans, compare them side by side using the same locations and usage assumptions. A simple worksheet prevents a low advertised price or broad map from hiding a meaningful difference.

Choose based on the trade-off that matters most to you. A slightly higher bill may be worthwhile if the plan has more useful coverage at your key locations or clearer terms for your data and hotspot needs; a low monthly charge is not a saving if the plan does not work where you rely on it.
