A promising cell-level claim is not proof that a production-ready system can meet your requirements.
Start with the application, not the chemistry
Write down what the battery must do before comparing technologies or suppliers. Requirements differ between a stationary energy-storage installation, an electric vehicle, and a light electric vehicle; the intended application affects performance targets, safety evidence, integration needs, and applicable standards.
The U.S. Department of Energy’s Federal Energy Management Program describes its battery energy-storage procurement checklist as an early-stage aid for commercial-scale lithium-ion projects. It says the items may also be used more generally for other battery energy-storage system (BESS) technologies. Treat it as a scoping aid, not as a universal specification or a substitute for the technical requirements of your project.
Record the duty cycle, required power and energy, expected service life, operating environment, installation or vehicle context, jurisdiction, integration interfaces, and consequences of failure. Mark each item as mandatory or negotiable so that suppliers are compared against the same use case.

Validate performance and lifetime claims
Ask for complete test protocols and results on representative samples, rather than relying on headline capacity, energy density, charging speed, or cycle-life figures. The U.S. Department of Energy’s Federal Consortium for Advanced Batteries (FCAB) describes its pre-application test manual as a way to characterize performance and life behavior and provide more common data for technology transfer. UL’s cell testing and certification service description lists capacity claims, charge/discharge cycling, overcharge, environmental and altitude simulation, temperature cycling with vibration, aging analysis, charging and discharging protocol validation, and failure investigation among its areas of work.
For each result, request the sample identity and design revision, chemistry, sample count, test method, charging protocol, temperature, cycling depth, calendar-aging conditions, deviations from protocol, and how failures or outliers were handled. Match the conditions to your own duty cycle: cycle-life results measured at different temperatures, depths of discharge, or charge rates are not directly comparable.

Neither the FCAB manual description nor UL’s service page establishes one cycle-life threshold that is appropriate for every application. Set acceptance targets from your operating requirements, and ask the supplier to explain any gap between tested conditions and expected field use.
Match safety evidence to the product and market
Ask which exact cell, module, pack, or system configuration was evaluated, which standards and editions apply, what testing remains open, and whether integration changes the evidence required. A certificate or standard name is meaningful only in relation to its covered product, configuration, application, and market.

UL’s cell-testing page identifies different application-specific standards, including UL 2271 for light electric vehicle applications and UL 2580 for electric-vehicle batteries. Its module and pack testing and certification page discusses UL 1973 for stationary and related applications, UL 9540 system review, stationary battery evaluation, and functional-safety testing for battery management systems. These examples illustrate why a buyer must check scope rather than assume a single mark covers every use.
Confirm current requirements with the relevant authority and a qualified conformity-assessment provider for the intended jurisdiction and product. Ask for the certificate or report, its scope and edition, and a clear list of unresolved evaluations; a supplier’s statement that testing is planned is not evidence that it is complete.

Determine whether the startup can manufacture and deliver
Technical readiness and production readiness are separate questions. The Department of Energy’s November 2024 battery supply-chain readiness analysis treats sourcing risk, workforce readiness, supplier maturity, customer maturity, and cost competitiveness as distinct assessment areas. Use those dimensions to examine the operating business, not just its laboratory results.
- Materials and components: Map critical inputs, qualified sources, geographic concentration, and credible alternatives. Ask how shortages or supplier changes would affect delivery and product performance.
- Production process: Request evidence of process controls, yields, quality records, traceability, maintenance capacity, and the line’s current operating scale. Distinguish data from a pilot line from results on a production-representative line.
- People and operations: Check whether the startup has the trained workforce and maintenance capability needed to operate consistently at its stated scale.
- Supplier maturity: Ask what has been qualified, what remains dependent on development work, and how design or process changes are controlled.
The readiness framework is not an assessment of any particular startup, and the cited sources do not verify a named company’s factory capacity or financial standing. Request company-specific, current evidence before treating a roadmap or capacity target as deliverable supply.

Test customer readiness and delivered-cost assumptions
A technically capable product may still be an unsuitable supplier if customer qualification, dependable service, or viable delivered cost is missing. DOE’s readiness analysis includes customer maturity, demand at sufficient prices, and cost competitiveness, so ask for evidence on each rather than treating announced interest as a firm market.
- Ask what customer qualification has been completed and whether repeat orders or binding commitments exist, where the startup can disclose them.
- Request field-performance evidence and the assumptions behind warranty coverage, service, replacement, and end-of-life support.
- Compare delivered cost using realistic utilization and input-price scenarios. Include integration and service assumptions that affect the buyer’s total cost, not just the cell’s quoted price.
Compare suppliers on equivalent evidence
If more than one candidate remains credible, compare them against the same application requirements and at the same product level. The DOE framework separates supply-chain and commercial-readiness dimensions, while FCAB and UL describe performance and testing evidence; together, these are useful comparison axes without implying that any source has ranked suppliers.

Do not rank suppliers using incompatible cycle-life conditions or certificates that cover different product configurations. If a comparable result is unavailable, ask for it or record the gap rather than substituting an assumption.
Put remaining uncertainty into the procurement plan
Use the open questions from diligence to shape acceptance and delivery terms. These are procurement recommendations based on the need to validate performance, safety, and production claims; they are not clauses prescribed by the cited frameworks.

- Set acceptance tests tied to the agreed application specification and define what counts as a failed result.
- Require traceability and access to relevant quality records, with change control for materials, design, manufacturing process, and production site.
- Specify delivery milestones, warranty remedies, service and replacement arrangements, and reporting of safety or reliability incidents.
- Define remedies if the delivered product fails to meet specification, and have technical and legal teams tailor the agreement to the application and governing jurisdiction.
