Start with the parcel, the local zoning process, and the application record. There is no nationwide data-center setback or permit checklist: requirements depend on the location, project size, and stage of review. Ask for project-specific evidence on noise, water, power, generators, and other site impacts, then submit focused questions through the official public process.

Find the parcel, zoning, and approval route

Ask the planning department for the parcel number, zoning designation, site plan, application file, and current review schedule. Check whether a data center is allowed in that district and whether the proposal needs rezoning, conditional or special-use approval, or a public hearing. The answer is local, not a national rule.

For example, Tucson’s large-scale data-center rules, effective September 4, 2026, provide for neighborhood coordination, a public hearing, Zoning Examiner review, and final consideration by the Mayor and Council. Tucson’s regulations also address sound studies, water supply, environmental review, open space, and landscaping. In Calvert County, Maryland, data centers are limited to industrial zones; its I-1 district uses conditional-use and special-exception review. Calvert County’s zoning summary describes that local process. Fairfax County, Virginia, likewise has review paths that vary by district and proposal, including some by-right uses and hearings for other applications. These are examples, not rules that apply elsewhere. Confirm the current ordinance and the proposal’s status with the authority handling the parcel.

Ask how noise will be measured and controlled

Request the acoustic study and check whether it covers the equipment and operating conditions the project actually proposes. A useful review should make clear where and when sound is measured, what operating scenario is modeled, and how tonal or low-frequency sources and backup generators are handled. Ask which noise limits will be enforceable, how compliance will be measured, where residents can submit complaints, and what mitigation is required if limits are exceeded.

Local rules can require particular studies or controls. Tucson’s regulations require a sound-impact study, noise barriers, and operational limits. Virginia’s 2026 statute defines a qualifying “high-energy-use facility” as one anticipated to require at least 100 MW from a retail electric utility when the application is filed. For a new qualifying facility seeking specified land-use approvals, it requires an assessment of the sound profile’s effect on homes and schools within 500 feet of the property boundary. Those are Virginia-specific triggers and an assessment distance, not a nationwide noise limit or setback. See the Virginia statute.

Check distance and setbacks against local rules

Get the site plan and measure the distance from the proposed facility to nearby homes and other sensitive uses. Then ask which setback rule applies and what the rule measures: a property line, a building, or a particular receptor. Do not treat an assessment radius as a required separation distance.

For instance, Calvert County’s current zoning summary states a 200-foot setback from property lines and at least 400 feet from a parcel with an existing residence or active residential building permit. Those figures apply in Calvert County, not generally. Virginia’s 500-foot figure above is the distance within which certain sound impacts must be assessed; it is not a minimum setback. The controlling answer for another site is its local ordinance and any project-specific approval conditions.

Get specific about water and cooling

Ask the applicant to identify projected water use, peak demand, cooling-system type, water source, wastewater handling, and whether dry or reclaimed-water cooling is proposed. Check those projections with the water provider and ask about supply capacity, watershed constraints, and drought conditions. Tucson’s rules require adequate water supply for covered large-scale facilities; Calvert County identifies cooling systems, water demand, stormwater, wastewater, and environmental permits as review topics.

The cited local materials do not establish a general water-consumption figure or a universal cooling requirement. Treat applicant projections as projections, and ask what assumptions and operating conditions they use.

Trace electrical demand, grid work, and backup generators

Request the anticipated peak electrical load, utility confirmation of service, planned substations and transmission work, construction timing, and who is expected to pay for equipment or upgrades. Ask separately about backup generators: their type and location, expected testing and operating conditions, applicable air permits, and emissions controls.

For qualifying new high-energy-use facility applications in Virginia, state law calls for specified utility information about substations and anticipated transmission voltage. Fairfax County notes that Virginia’s State Corporation Commission has authority over important energy matters such as rates, demand, and transmission lines, while Virginia DEQ regulates air pollution and some cooling-water discharges. Those agency roles describe Virginia; identify the responsible utility and regulators for the project’s own jurisdiction.

Review the rest of the site and neighborhood impacts

Use the application exhibits and agency comments to see which of these issues have been assessed, by whom, and under what permit or approval:

  • Land disturbance, grading, and stormwater management
  • Wastewater and any relevant environmental permits
  • Generator emissions and other air-quality issues
  • Lighting, building design, landscaping, and sensitive lands
  • Heat, mechanical equipment, construction traffic, and emergency access

Not every topic triggers a separate review for every project. Calvert County lists land disturbance, mechanical equipment, generators, cooling, stormwater, wastewater, noise, heat, and water demand among matters it reviews. Tucson’s rules include environmental review, open space, and landscaping provisions. Ask the planning authority which issues are in scope and which agencies have jurisdiction.

Use the public process to put questions on the record

Track local planning, zoning, council, and utility proceedings separately; a project may have more than one review and schedule. Download public notices, staff reports, application exhibits, technical studies, and written decisions. Note comment deadlines and the instructions for submitting evidence.

Residents can ask focused, document-based questions before deadlines and request that written comments be entered into the official record. Tucson’s adopted process includes neighborhood coordination and public hearings. Calvert County requires a public meeting before Planning Commission consideration under its local process. Fairfax County describes testimony and written submissions at hearings for applications requiring public review. The exact opportunity to comment depends on the jurisdiction and approval being sought.

Compare proposals using the same evidence

If you are evaluating more than one proposal, compare like with like rather than relying on broad claims. Ask for the same categories of information for each site:

  • Distance to homes and other sensitive uses
  • Modeled noise levels, enforceable limits, and operating assumptions
  • Water demand, source, and cooling design
  • Peak electrical demand, grid upgrades, and cost responsibility
  • Generator type, emissions permits, and testing conditions
  • Land, stormwater, wastewater, lighting, and heat mitigation
  • Public process, enforceable approval conditions, and monitoring or reporting commitments

Keep applicant estimates distinct from permit requirements, utility findings, and measurements taken after a facility begins operating. The cited official materials do not establish a general statistic for health effects, nearby home values, typical noise exposure, or data-center water use. Fairfax County says it has not analyzed local home values; do not treat an unsupported general claim as a site-specific finding.
