Before deploying a humanoid robot near employees, define the exact task and operating conditions, assess the complete robot application—including setup, maintenance and fault recovery—with affected workers, and verify that safeguards control the identified risks. A humanoid shape does not by itself establish a robot’s safety, legal classification or applicable standards. Those depend on the system’s intended use, its integration and the jurisdiction.
Define the job before evaluating the robot
Describe the intended task and conditions
Specify what the robot will do, the workpiece and cycle, its operating modes, work envelope, speed and force settings, tools or grippers, materials, nearby equipment, and who may enter the area. Include the actual layout and work organization, not just the task as demonstrated in a vendor presentation. A change to any of these conditions can change the risks.
Assess the complete application
OSHA’s robotics guidance treats a robot system as more than the robot arm or body. The assessment should account for the end-effector, controls and programs, power sources, sensors, and sequencing or monitoring interfaces. Consider hazards created by the interaction among those components, the workpiece, surrounding equipment and people.
Map human exposure during normal and non-routine work
Include every mode and work stage
Assess production as well as startup, shutdown, teaching or programming, testing, adjustment, clearing faults, maintenance, and recovery after an unexpected stop. These activities can require a person to enter the robot’s working envelope, where unintended movement may cause injury. Document who may enter, when and why, and how the system is made safe during that work.

Be specific about proximity and contact
Decide whether employees need to share a workstation, handle the same workpiece while the robot moves, or be in physical contact with the robot or its tool. OSHA presents these as questions for determining whether collaborative operation is needed and how it should be designed. If contact is possible, evaluate both transient impacts and quasi-static pinching or trapping—for example, a person caught between the robot and a fixed object.
Select safeguards for the identified risks
Safeguards should follow from the application-specific risk assessment; no single device or universal “collaborative” setting makes every deployment safe. Evaluate whether the system’s safety functions, sensing and access controls are appropriate and validated for the actual task and conditions. Depending on the risks, OSHA’s guidance discusses measures such as:

- Guards or presence-sensing interlocked coverings to control access to hazardous areas.
- Protective stops and clearly defined space boundaries.
- Written procedures for entering and leaving the work area, including lockout/tagout, restart and emergency response.
- Signs and training that explain hazards and safe behavior.
A device such as an industrial robot safety light curtain is only one possible engineering component. Its safety rating, placement, response time and integration must suit the assessed application; buying one does not by itself make a deployment safe or compliant.
Confirm responsibilities and verify the installed system
Ask the supplier and integrator for safety documentation covering the complete application and the proposed operating conditions, not just the humanoid hardware. The employer should ensure the system is safely designed and implemented. OSHA describes verification during site acceptance, so include checks that the installed safeguards and procedures work as intended before commissioning, and involve affected workers in the assessment and acceptance process.

Make responsibilities clear for programming changes, maintenance, fault recovery, inspections and authorization to restart. Document safe access, entry and exit, lockout/tagout, emergency response, signage and training so employees and service personnel know what to do in routine and abnormal situations.
Check standards against intended use and location
OSHA’s robotics standards page lists ANSI/RIA R15.06, ISO 10218-1 and ISO 10218-2, and ISO/TS 15066 among relevant industrial or collaborative robot standards and guidance. OSHA also says consensus standards are not OSHA regulations, and cautions that ISO 10218 does not apply to non-industrial robots, although its safety principles may be useful for them.

A humanoid form factor alone does not settle whether a system is industrial or which requirements apply. Establish the intended use, classification and jurisdiction with competent safety and legal professionals, then confirm the current editions and applicability of relevant standards for the actual deployment.

Robot deployment changes how work is performed, who is responsible for each step and what skills employees need. Involve affected workers in risk assessment and change management, and train them for new tasks, responsibilities and safe responses. NIOSH identifies unexpected contact, distraction and mental stress—including distrust and concern about job loss—as emerging risks when robots operate near people. EU-OSHA likewise recommends considering the whole work system, involving workers in change management and addressing new training and skill needs.

Robot-related fatality data warrants care in interpretation. A NIOSH overview citing Layne’s 2023 analysis reports 41 robot-related fatalities in the United States from 1992 through 2017. That figure concerns robots overall; it is not a humanoid-specific injury rate, nor a measure of risk per robot or per worker.
Reassess when the application changes
Revisit the risk assessment when the task, program, end-effector, layout, robot behavior or work organization changes. A safeguard that was suitable for one configuration may not control risks in another. Keep the assessment, operating procedures and worker training aligned with the system as it is actually used.
