When an AI policy change affects a business tool, first identify the affected product, workflow, users, data, region and effective date. Then check what actually changes, assess the business’s own legal and contractual responsibilities, and choose whether to restrict access, reconfigure, pause, replace or continue with controls. Record the decision, tell affected teams what to do differently and assign someone to monitor for further changes.
1. Capture the change and its deadline
Save the vendor notice or regulator update, including its publication date and effective date. Confirm which product, model, feature, customer type and geography it covers, and whether it sets an action deadline. A change may affect permitted uses, product settings, model availability, data processing, contract terms or legal obligations; identify which kind before deciding what to do.
Keep the original notice and the version of the relevant policy or terms that applied before the change. That gives the team a record of what changed and when, rather than relying on a summary forwarded in email or chat.
2. Find every affected use, not just the named tool
Use an inventory of AI tools and workflows to trace the change into day-to-day operations. Include approved products, embedded AI features, integrations and unapproved or informal use that process owners identify. For each affected use, record:

- Owner and process: the person accountable and the business task supported.
- Users and access: teams, groups, roles or individual users who can use the feature.
- Data and connections: data classes involved and systems that send information to or receive outputs from the tool.
- Dependencies: other features, automations or workflows that rely on the model.
- Fallback: how the work can continue if access is restricted or the feature stops working.
This map helps distinguish a policy notice that affects one optional capability from a change that could interrupt a critical process.
3. Verify what changes for your product, region and users
Check the vendor’s current documentation and your own tenant settings rather than assuming that a notice applies identically to every customer. Confirm the product edition, region or cloud, selected model, user permissions, data-handling terms and any dependent features. Ask the vendor or your administrator to clarify any material point that the notice leaves unresolved.

Example: Anthropic models in Microsoft 365
Microsoft’s administrator documentation describes Anthropic model availability as dependent on region and cloud, including specific arrangements for the EU, EFTA and UK and for government clouds. Administrators can select Anthropic as an available subprocessor and grant access to users or Microsoft Entra security groups. The documentation also says that some EU/EFTA/UK organizations that previously opted in under separate Anthropic terms and a data processing agreement need to opt in again. Disabling Anthropic may make some features unavailable. These are Microsoft product details, not general rules for other AI services; check the live documentation and settings for the organization’s own tenant before acting.
4. Work out which obligations apply to your organization
A vendor policy change and a new legal obligation are not the same thing. Determine where the organization operates and serves customers, what the AI system is intended to do, what data is involved, and what role the organization has in the AI value chain. Get qualified legal or compliance advice when the answer depends on jurisdiction, sector, contract or a high-impact use.

EU example: provider duties are not automatically user duties
Under the European Commission’s description of the EU AI Act, the cited general-purpose AI (GPAI) model duties apply to providers placing qualifying models on the EU market. The Commission describes a provider as an entity that develops, or has a model developed, and places it on the market under its own name or trademark. Provider duties include technical documentation, information for downstream providers, a copyright-compliance policy and a public summary of training content; additional requirements apply to models presenting systemic risk. A business using a third-party tool should not assume that it has taken on those provider duties simply by being a customer. Its own role and use case still need assessment.
The Commission’s 2025 GPAI guidance gives 1023 floating-point operations (FLOP) as an indicative compute criterion for identifying some general-purpose AI models. It is not an absolute test: a model can qualify below that level depending on its generality, and exceptions may apply above it. This figure relates to model classification, not a general threshold that makes ordinary users subject to provider obligations.

Check current EU dates and enforcement scope
As of 4 October 2026, the European Commission’s current AI Act timeline states that GPAI obligations applied from 2 August 2025 and Commission enforcement powers apply from 2 August 2026. It lists 2 December 2027 for certain high-risk use cases and 2 August 2028 for high-risk AI embedded in regulated products, following the AI Omnibus entering into force on 27 July 2026. The relevant date depends on the system category, so verify the current official timeline before relying on a deadline.
The AI Act Service Desk describes GPAI enforcement powers that include requests for information or model access for evaluation, risk-mitigation requirements, and—in relevant cases—requests to restrict, withdraw or recall a model. It also says fines may reach up to 3% of global annual turnover. These are powers in the applicable provider-obligation context, not a general penalty rate for every business that uses AI.

Vendor guidance can help with a compliance review but does not replace it. OpenAI’s customer guidance says the company provides information to help customers manage their own compliance, while customers, developers and users remain responsible for assessing and meeting obligations that apply to them.

There is no universally best response. Compare each option against the affected use case, not just the name of the tool. Check legal and contractual fit, privacy and data location, security and access controls, output quality, integration and migration effort, continuity and fallback, total cost, and administrative burden.

6. Record the decision and tell affected teams
Keep a decision record that makes the rationale and next steps clear to the people responsible for the tool and the work it supports. Include:
- the policy or notice version, date and effective date;
- affected products, workflows, users, data and regions;
- the organization’s role and the legal, contractual, privacy and security questions assessed;
- identified risks, dependencies, approvals and the selected response;
- the accountable owner, implementation date and review trigger; and
- the message to affected users, including what changes in their workflow and where to get help.
Make the operational instruction specific: for example, name the approved group, the affected workflow and the effective date. Avoid relying on a general “use AI responsibly” reminder where a setting or process must actually change.

Assign an owner to monitor vendor terms and notices, model and service availability, regulator guidance and the internal tool inventory. Set a review cadence appropriate to the tool’s importance and risk, and trigger an earlier review when a vendor announces a change, a feature disappears, the business changes its use or new regulatory guidance affects the case. Regional availability, administrative settings and regulatory dates can change; verify them again when making an operational decision.
