A maritime drone is an uncrewed vehicle that operates on the water’s surface or underwater; an anti-ship missile is a guided weapon launched to attack a ship. “Anti-ship weapon” describes a mission, not one particular kind of vehicle, so an explosive one-way drone boat can be both a maritime drone and an anti-ship weapon. The key distinction is between the platform, the weapon it carries or constitutes, and the mission it performs—not simply whether it is autonomous or reusable.
What does “maritime drone” mean?
“Maritime drone” is a broad description of an uncrewed vehicle operating in a marine environment. It identifies a platform—a craft without a crew aboard—not what that craft carries or what job it performs. A vehicle described as a drone might collect scientific data, survey an area, support other operations, or attack a target. The word by itself does not mean it has explosives.
A useful example is a sensor-carrying surface vessel. NOAA describes uncrewed surface vessels, or USVs, as boats that travel without a person aboard and collect oceanographic and atmospheric data. Operators may control them remotely or program a mission, and some craft can make decisions with little real-time input. The same basic platform category can therefore include different control arrangements and very different tasks. NOAA Ocean Exploration’s USV overview explains these uses.
Keep three questions separate when interpreting a description of an uncrewed system:

- Platform: What kind of uncrewed vehicle is it, and where does it operate?
- Weapon: Does it carry a weapon, or is the vehicle itself intended to strike a target?
- Mission: Is it surveying, monitoring, supporting another system, or attacking?
Those categories can overlap. A USV carrying sensors is a maritime drone but not necessarily a weapon. A USV carrying and launching a separate weapon is a drone platform and a weapon carrier. An explosive-laden USV intended to hit a target is both an uncrewed vehicle and, in that mission, an anti-ship weapon.
How do USVs and UUVs differ?
A USV travels at the waterline; a UUV operates underwater. The difference is physical, but it also affects communication, navigation, and the conditions each vehicle must handle.
Surface vessels: USVs
Because a USV operates at the surface, it has more straightforward access to electromagnetic communications and navigation than a submerged craft. That does not mean every USV is continuously controlled from shore: it may be remotely operated, follow a programmed route, or use some combination of control and onboard decision-making. Surface operation also brings exposure to waves and other surface traffic.
USVs can be used for tasks such as mapping and environmental monitoring, and may carry cameras or other sensors. NOAA’s description of USVs emphasizes data collection, not attack. That is a reminder that “drone boat” is not synonymous with “bomb boat.”

Underwater vehicles: UUVs, AUVs, and ROVs
A UUV is an uncrewed underwater vehicle. An AUV is an autonomous underwater vehicle: NOAA describes it as an untethered vehicle that conducts research underwater. An ROV, by contrast, is tethered. These terms are related but not interchangeable, so it is inaccurate to call every underwater robot an AUV.
Submerged vehicles face more severe communications constraints than surface craft. Do not picture every UUV receiving ordinary, continuous radio control from an operator. The vehicle may instead carry out a programmed mission, but the label UUV alone does not establish how autonomous it is or how it is controlled. NOAA outlines the AUV distinction in its AUV explainer.
A Hybrid CoE paper published in October 2024 uses continuous contact with the surface as a practical boundary between surface and underwater vessels. It describes a trade-off: surface craft have easier access to electromagnetic communications and navigation but must contend with waves and surface traffic; submerged craft face harder communications conditions while operating through the water column and benefiting from concealment. These are general design considerations, not fixed performance specifications for every system. The paper discusses those maritime design trade-offs.

What makes an anti-ship missile different?
An anti-ship missile is a weapon designed to strike a ship. Unlike a maritime drone, which names an uncrewed vehicle, the term identifies a weapon and its intended target. A familiar example is the Harpoon, which the U.S. Naval Air Systems Command (NAVAIR) identifies as an anti-ship cruise missile.

NAVAIR’s description says Harpoon carries a warhead, flies low over the sea, uses radar terminal guidance, and can be launched from ships, submarines, shore batteries, or aircraft. Its operating medium is airborne flight toward a target—not travel on the water’s surface or through the water column. It is a weapon whose mission is to strike, rather than a survey craft whose use depends on its payload and assignment. NAVAIR’s Harpoon page lists 1977 as the missile’s deployment year. That is a historical date, not evidence of a particular variant’s current deployment or of what is in any current inventory.
“Naval missile” is broader than “anti-ship missile.” The former refers generally to missiles associated with naval forces; the latter specifies a ship as the intended target. A navy may use missiles for other purposes, so the two terms should not be treated as synonyms.
Can a drone boat be an anti-ship weapon?
Yes. If an uncrewed surface vessel is loaded with explosives and sent on a one-way strike, it remains a USV by platform type and functions as an anti-ship weapon by mission. This is where the labels overlap rather than compete.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsHybrid CoE’s October 2024 analysis discusses one-way missions and explosive-laden USVs, as well as USVs that can launch weapons. It cites Ukrainian use of USVs against maritime targets as an example in that dated analysis; that reference should not be read as a live assessment of operations in October 2026. The broader point is that the same platform category can support non-attack work, carry another weapon, or itself be used as the weapon.

That distinction also helps avoid two opposite mistakes. Not every maritime drone is an anti-ship weapon, because many vehicles perform non-attack tasks. And not every anti-ship weapon is a missile, because a one-way explosive drone boat can serve the same broad purpose through a different platform and mode of operation.
Are maritime drones always autonomous, while missiles simply follow coordinates?
No. Autonomy is not a reliable dividing line between a drone and a missile. A USV can be remotely controlled, follow a programmed mission, or make some decisions onboard; missile guidance can also include sophisticated onboard functions.
For example, NAVAIR describes the Long-Range Anti-Ship Missile (LRASM) as using semi-autonomous guidance to identify specific targets with less precise cueing. Its product page says: “Semi-autonomous guidance algorithms will allow it to use less-precise target cueing data to pinpoint specific targets in the contested domain.” That is NAVAIR’s future-tense description; it should not be converted into an unsupported claim about a particular new deployment. NAVAIR’s LRASM page provides the description.

The comparison is therefore not “thinking drone versus simple missile.” The relevant questions are how the specific system is controlled or guided, what decisions it can make, and what task it is designed to perform. The labels USV, UUV, missile, and weapon do not by themselves specify an autonomy level.

How do the categories compare?
This comparison uses a sensor-carrying USV as a typical non-weapon drone example and Harpoon as a concrete anti-ship missile example. It is a framework for distinguishing categories, not a universal specification for every system.
| Question | Maritime drone | Harpoon-style anti-ship missile | Where the categories overlap |
|---|---|---|---|
| What does the name identify? | An uncrewed vehicle or platform | A guided weapon launched to attack a ship | An explosive one-way drone can be both a vehicle and a weapon. |
| Where does it operate? | At the surface as a USV, or underwater as a UUV | In airborne cruise flight toward its target | A submerged UUV and a sea-skimming missile operate in different media, even if both are associated with maritime missions. |
| What might its mission be? | Surveying, sensing, monitoring, support, or attack | Striking a target with a warhead | A USV can carry a weapon, launch a weapon, or itself be used in a one-way attack. |
| How is it controlled or guided? | May be remote-controlled, programmed, or partly autonomous | Guided, potentially with onboard target-discrimination functions | Autonomy varies on both sides; it is not a clean category boundary. |
| Is it recovered? | Depends on the vehicle and mission | A strike weapon, rather than a reusable survey craft | An expendable attack USV is not expected to return, so not all drones are reusable. |
The table summarizes descriptions from NOAA, Hybrid CoE, and NAVAIR. It does not imply that every drone has the same mission, recovery plan, or control method, or that every anti-ship missile uses identical guidance.
What can you infer—and what should you not assume?
The name of a system is a useful first clue, not a complete specification. “USV” tells you it is an uncrewed surface vessel; it does not tell you its speed, range, payload, autonomy, endurance, cost, or whether its operator plans to recover it. “Anti-ship missile” tells you the weapon is intended to attack ships, but it does not alone describe every guidance detail or launch arrangement.
- Do not infer a payload from “drone.” A maritime drone may carry sensors rather than explosives.
- Do not infer the control method from the platform label. Some USVs are remotely operated; others follow programmed missions or have some onboard decision-making. Underwater communication constraints differ from surface conditions.
- Do not infer that a drone is reusable. Recovery depends on the system and mission; one-way attack craft are an exception to any claim that all drones return.
- Do not infer that every naval missile is anti-ship. “Naval” describes association with naval forces, while “anti-ship” specifies the target role.
- Do not generalize performance or cost across categories. There is no reliable comparable statistic here for the relative cost, speed, attack success, or global fleet size of maritime drones versus anti-ship missiles.
For a specific system, look for its operating environment, payload, intended mission, launch method, control or guidance description, and recovery plan. Those details answer more than the shorthand label alone.
Frequently Asked Questions
How long can a maritime drone stay at sea?
There is no single endurance figure for maritime drones. NOAA’s USV page, last updated August 20, 2024, describes Saildrone vessels discussed there as operating for three months up to a year; that is a dated, platform-specific example, not a duration that can be applied to all USVs or UUVs.
What is the difference between an AUV and an ROV?
An AUV is an untethered autonomous underwater vehicle, while an ROV is tethered. “UUV” is the broader term for an uncrewed underwater vehicle, so an underwater robot should not automatically be called an AUV.
Are all missiles used by navies anti-ship missiles?
No. “Naval missile” is a broad description connected to naval forces, while “anti-ship” identifies a weapon’s target role. The type of missile and intended target need to be established from the particular system’s description.
