If an exchange says sanctions affect your account or crypto, it may mean the platform is legally required to block access to some property or transactions. A sanctions block is not, by itself, a transfer of ownership to the government, proof that you personally are sanctioned, or a promise that the funds will be released. The exact effect depends on the applicable authority, rules, and facts.

What a sanctions block can mean for your account

A custodial exchange controls the hosted account and wallets through which you access assets. OFAC defines a hosted wallet provider as a business that creates and stores a digital-currency wallet for a customer; many such providers also offer exchange or payment services. If a sanctions rule requires the provider to block property in its possession or control, it may have to prevent withdrawals, transfers, or other dealings with that property. OFAC describes the obligation for covered U.S. persons as denying all parties access to virtual currency that must be blocked (OFAC FAQ 646; OFAC, Questions on Virtual Currency).

The restriction might concern particular property or transactions, or affect wider account access as part of the exchange’s controls. The cited rules do not establish a universal account-level procedure, so an exchange notice alone does not tell an outside observer exactly what is blocked or why. Ask the platform to identify the affected property and transactions.

A blocked asset is not the same as a seized asset

OFAC does not itself take custody of funds that a financial institution blocks. The institution blocks property in its possession or control to comply with applicable rules. While the prohibition applies, the property remains restricted; it can be released only with OFAC authorization or when the prohibition requiring the block no longer applies. A block therefore does not, by itself, mean that the government has taken ownership, that your loss is permanent, or that release is assured (OFAC FAQ 51; OFAC FAQ 646).

OFAC says blocked virtual currency does not have to be converted into dollars or kept in an interest-bearing account. Its FAQ 646 also says U.S. persons must report blocked virtual currency within 10 business days and annually thereafter for as long as it remains blocked. That is a reporting obligation for the relevant institution or person subject to the rule, not a deadline for a customer to get funds released (OFAC FAQ 646).

Why a cryptocurrency exchange may apply sanctions rules

OFAC’s position is that U.S. sanctions obligations are the same whether a transaction is denominated in digital currency or traditional fiat. Under relevant U.S. sanctions rules, U.S. persons generally must block property of people on the Specially Designated Nationals (SDN) List and entities owned 50 percent or more in aggregate by blocked persons, subject to the applicable program, exceptions, and other rules (OFAC, Questions on Virtual Currency).

This does not mean that every account restriction proves its customer is listed, broke the law, or personally did anything wrong. A platform may restrict property because it concludes a block applies to assets it controls; the notice and underlying circumstances matter. A general explanation cannot determine whether a specific match, ownership relationship, transaction, or restriction is legally correct.

Which country’s sanctions apply?

This article explains U.S. Treasury OFAC rules, not every country’s sanctions laws. OFAC rules apply to U.S. persons, including U.S. citizens and lawful permanent residents wherever they are, people and entities in the United States, and entities organized under U.S. law, including foreign branches. Some programs can also affect foreign entities or conduct with a U.S. connection; the reach depends on the particular program and transaction. OFAC’s March 2022 FAQ describes U.S. prohibitions involving virtual-currency transactions and notes that some rules also prohibit non-U.S. persons from causing or conspiring to cause a U.S. person to violate sanctions, or from evading sanctions (OFAC, Sanctions Compliance Guidance for the Virtual Currency Industry; OFAC FAQ 1021).

OFAC’s October 2021 guidance described more than 35 different sanctions programs administered by the agency at that time; this is a dated figure, not a current count. A non-U.S. exchange, a user outside the United States, or a restriction imposed under another country’s law requires analysis of that jurisdiction’s rules as well as the facts. Do not treat an OFAC explanation as a determination under another sanctions authority.

What to do if an exchange says sanctions affect your funds

  1. Confirm what kind of restriction it is. Contact the exchange using its official support channel. Ask whether it has blocked property under OFAC sanctions or imposed a different restriction; OFAC specifically advises people who believe their funds may have been blocked to confirm with the financial institution first (OFAC FAQ 51).
  2. Ask for the scope and process. Ask which assets, transactions, or account functions are affected; which authority or sanctions program the platform is applying; and what review, documentation, or other process is available. Do not assume an account-wide restriction has the same basis as a block on specific property.
  3. Preserve relevant records. Keep the exchange’s notices and support correspondence, transaction hashes, wallet addresses, deposit and withdrawal records, and relevant identity or source-of-funds documents. This is a practical way to retain information that may help explain the account history, not a formal user checklist set by OFAC’s FAQ.
  4. If the exchange confirms an OFAC block, ask what authorization route applies. OFAC says an owner may contact the agency about blocked virtual currency, and FAQ 51 explains that release requires OFAC authorization while the prohibition remains in force. Ask the exchange for its process and consider qualified legal advice; neither an application nor a support request guarantees approval or a particular timeline (OFAC FAQ 646; OFAC FAQ 51).

Do not try to route around a sanctions block

Do not try to move affected assets through another exchange, wallet, person, or jurisdiction to evade a restriction. OFAC identifies transactions intended to evade or avoid sanctions as prohibited, and applicable violations may carry civil or criminal consequences (OFAC FAQ 1021; OFAC FAQ 560). Ask the exchange or qualified counsel about lawful options instead.

A recent example shows why the platform and user questions differ

On June 2, 2026, the U.S. Treasury announced OFAC designations of Nobitex and three other Iranian digital-asset exchanges. Treasury said Nobitex processed more than 50 percent of Iranian digital-asset inflows in 2025; that figure is Treasury’s assertion, not an independently audited measurement (U.S. Treasury announcement, June 2, 2026). A designation can create sanctions obligations for people and entities covered by the relevant rules, but it does not, on its own, establish why a separate user account was restricted or decide the user’s individual case.
