Panay said, “To make a great product, you can’t have great software without the hardware; you can’t have great hardware without the software.” The second clause matters: the statement is not simply an argument for building devices. It says that software and hardware each shape the quality of the finished product.

Why was Surface central to his point?
Microsoft’s 2012 Surface launch transcript gives a concrete example of Panay’s philosophy. He described Surface as a “stage for Windows”: the device was intended to express the operating system through a physical product, rather than function as hardware designed separately from its software.

The launch discussion connected the Windows experience to practical device choices, including display size, casing, component placement and the kickstand. Those decisions affect how software is seen and used; conversely, the operating system and its functions help determine what the hardware needs to do. How did Panay describe the design goal?
In a 2019 account of the Surface line, Microsoft UK described Panay’s design goal as creating products that “fade into the background,” letting customers focus on their work. Panay made a related argument in a 2019 Quartz interview: “I think if you’re going to make great software, you have to make hardware.” He connected a product’s quality, design and emotional experience to considering the two together. What does the quote say about Microsoft’s hardware strategy?
Surface was Microsoft’s first-party hardware effort: Microsoft designed devices to show how it believed Windows could work as a complete product. That role differs from the broader Windows ecosystem, in which PC makers such as Dell and HP build their own computers using Windows. Reference devices can demonstrate a particular design direction, while partner-made PCs give customers other manufacturers’ hardware choices.

The strategy also raised questions about how Microsoft’s own PCs would coexist with OEM partners. The quote helps explain Panay’s product-design rationale, but it does not settle that business question or establish that Microsoft’s approach was superior across the PC market.
Where did Panay go after Microsoft?
The Associated Press reported that Panay left Microsoft in September 2023 after nearly two decades at the company, most recently as its chief product officer. Windows Central later reported that he joined Amazon’s Devices and Services segment. The AP report establishes his departure and Microsoft role; the subsequent Amazon role is reported by Windows Central.

What the quotation does—and does not—establish
Panay’s statement is a concise expression of an integrated design philosophy: software influences what hardware should be, and hardware influences how software can be experienced. Surface illustrates how Microsoft applied that idea in its own products. The quotation is not a technical study, a market-performance finding or proof that a company must manufacture its own devices to make excellent software.
