For USDS holders, B3 is a credit-risk assessment—not a guarantee of dollar redemption or protection from loss.
What does Moody’s B3 rating mean for Sky Protocol and USDS holders?
The rating is Moody’s assessment of counterparty risk associated with Sky Protocol. It is not the same as a bank-deposit guarantee, proof that USDS will always trade at one dollar, or a promise that holders will be repaid in full. The accessible Moody’s ratings-news listing confirms the B3 rating and October 6, 2026 date, but does not provide the underlying rationale, outlook, or covered liabilities.
That missing scope matters. The listing alone does not establish whether Moody’s assessment covers USDS, other Sky-related tokens, or specific counterparties or obligations. It also does not provide enough detail to say what risks Moody’s considered most important. Avoid reading the symbol as a direct prediction about USDS’s market price or as a standalone forecast of a loss.
Is Moody’s B3 the same as S&P’s B- rating?
No. These are different agencies’ assessments, issued on different dates and using different rating categories. S&P Global Ratings assigned Sky Protocol a B- issuer credit rating with a stable outlook on August 7, 2025; Moody’s listing identifies a B3 counterparty risk rating dated October 6, 2026. The stable outlook belongs to S&P’s action and should not be attributed to Moody’s.

The symbols should not be treated as interchangeable grades or as evidence that one agency confirmed the other’s analysis. Moody’s underlying rating action is needed to explain its specific judgment.
What risks did S&P identify in its 2025 assessment?
S&P’s analysis is useful context about risks it saw at the time, but it is not an explanation of Moody’s B3 rating. In its August 2025 assessment, S&P discussed the following factors:

- Liquidity and withdrawals: S&P described a scenario where withdrawals exceed the liquidity available in the peg stability module.
- Credit losses and capital: It identified the risk that credit losses could exceed available capital, and described weak risk-adjusted capitalization and earnings capacity.
- Concentration and governance: S&P pointed to depositor concentration, governance centralization and transition, and reliance on the founder.
- Regulation: It cited regulatory uncertainty.
- Smart-contract exposure: S&P characterized cyber risk as low-probability but high-severity. Its 2025 analysis cited audits, bug bounties and a history without security breaches as mitigants at that time.
S&P reported a 0.4% risk-adjusted capital ratio as of July 27, 2025. It also said that 35% of Sky’s assets as of July 27, 2025 were in real-world assets, including U.S. Treasury bill exposures and USDC. These are historical figures from S&P’s 2025 assessment, not current portfolio data.
S&P’s analysis said its rated liabilities included USDS and DAI stablecoins, as well as sUSDS and sDAI savings tokens. It defined default for its analysis as a haircut to holders. That is S&P’s analytical scope and definition; it should not be assumed to describe Moody’s scope or default definition.

How does Sky Protocol work, and what does that mean for USDS?
A 2026 issuer disclosure filed with the SEC describes Sky Protocol as the former MakerDAO protocol and USDS as its native stablecoin. Users can deposit approved collateral into vaults and borrow USDS against it. If collateral falls below a required threshold, liquidation mechanisms are intended to sell collateral to repay USDS. These mechanisms describe how the system is designed to operate; they do not prove that every loss scenario is prevented.
USDS is therefore not simply a conventional bank deposit denominated in dollars. A dollar reference or intended peg is not equivalent to insured cash or a guaranteed redemption at par. A credit rating also does not, by itself, establish that a token can be redeemed for one dollar at any particular time.

What do the disclosed incidents tell holders?
A separate 2026 SEC-filed issuer exhibit describes technical, market, governance, regulatory and operational risks, and distinguishes third-party events from effects on Sky’s core system:
- May 2025 third-party vault incident: The filing reports an exploit affecting a third-party vault product integrated with sUSDS and an approximately $43,000 loss at the vault level before safeguards paused it. It says the incident did not affect Sky’s core smart contracts or the USDS peg.
- April 2026 bridging precaution: The filing says Sky paused a cross-chain bridging integration as a precaution after an exploit at an unaffiliated protocol. It says Sky contracts and USDS collateralization were not affected.
These are issuer statements about specific events, not evidence that future incidents cannot occur or that every third-party product using Sky-related assets has the same safeguards.

What should USDS holders take away?
- Read Moody’s B3 as a counterparty-risk rating, not a guarantee of repayment, a dollar peg, or deposit insurance.
- Do not infer Moody’s outlook, covered tokens or rationale from the listing alone; those details are not visible in the cited listing.
- Keep S&P’s B- issuer rating, stable outlook and 2025 risk analysis separate from Moody’s action.
- For a fuller risk picture, distinguish protocol mechanics from guarantees and consider liquidity, collateral, governance, regulatory and smart-contract risks.
