Brightness alone is not a reliable measure: the road surface, vertical visibility of people, lighting uniformity, placement, and the surrounding scene all matter.
What street lighting needs to help people see
Roadway lighting helps drivers stay on the road and detect obstacles, including beyond the reach of vehicle headlights. On major, collector, and local roads, it can also support visual search and help drivers notice pedestrians and cyclists. Lighting in residential and pedestrian areas has an additional role in supporting safety and security for people walking and cycling. FHWA’s adaptive roadway lighting report describes these distinct purposes.
For visibility, the key question is not simply how much light reaches the pavement. It is whether a person or hazard stands out from its background at the places where road users need to see it. Detection depends on contrast, target position and clothing, the light source, fixture placement and orientation, and the consistency of illumination. FHWA’s midblock crosswalk lighting report explains that reliable detection requires actual contrast greater than the threshold contrast.
How to interpret lighting measurements
Several measurements describe different aspects of a lit roadway; they are related, but cannot be substituted for one another.

- Horizontal illuminance measures light falling onto a horizontal surface, such as the road.
- Vertical illuminance measures light falling onto a vertical surface, such as the front of a pedestrian. It can help reveal a person’s shape to a driver.
- Semi-cylindrical illuminance measures light on a curved vertical surface and is used in pedestrian-lighting guidance.
- Luminance describes the light perceived from a surface or scene. Roadway luminance is not the same as illuminance on the pavement.
- Uniformity describes how consistently lighting is distributed across an area. A high reading at one spot does not show whether dark gaps exist elsewhere.
More vertical illumination can make pedestrians easier to see, but light directed toward a driver’s eyes can create glare and impair visibility. A design therefore needs to balance lighting the target with avoiding glare, rather than maximizing a single measurement. Why a brighter streetlight may not improve visibility
Visibility depends on how the target contrasts with its background, not just on the amount of light. A pedestrian’s clothing and position, the color and reflectance of roadway targets, surrounding visual clutter, and the lighting pattern all influence detection. In FHWA experiments, both the type and level of overhead lighting affected object detection and recognition; clothing and target color were important, and uniformity also mattered. FHWA pedestrian-lighting guidance reports that, under the conditions studied, 9 lux semi-cylindrical illuminance or 3 lux vertical illuminance was associated with no additional visibility increase from more light. The guidance also notes that high visual clutter may call for higher lighting, and discusses 2 cd/m² roadway luminance for urban visibility. These are context-specific findings, not universal thresholds or replacements for local requirements. Read the FHWA pedestrian-safety report.
Where coverage matters most
Lighting should respond to the road type, speed, pedestrian activity, and places where road users may cross paths. FHWA identifies intersections and pedestrian crossings as locations for targeted consideration. Factors include nighttime crash history, traffic and non-motorized-user volumes, crosswalks, medians, and transit activity. The agency’s lighting countermeasure page states that adequate lighting is based on research recommending horizontal and vertical illuminance levels to provide safety benefits to roadway users. Consistent coverage matters when a system is dimmed or partly unavailable. In an FHWA-reported experiment, mean detection distance was longer when the designed lighting pattern was retained at reduced power than when luminaires were selectively switched off:

These are results under the report’s experimental conditions, not guaranteed detection or stopping distances for other roads. They suggest that, when reducing power, preserving the lighting pattern may support detection better than creating isolated dark gaps. Details are in FHWA’s 2014 adaptive roadway lighting report.

How to judge a streetlight or lighting plan
For a proposed installation or a problem location, assess the lighting as a system rather than by fixture brightness or a single lux reading.
- Target visibility: Can drivers detect pedestrians, cyclists, and hazards against their backgrounds? Consider vertical illumination and contrast, not only light on the pavement.
- Coverage: Are the roadway and relevant crossings lit consistently, without dark gaps?
- Glare and spill: Does the light shine into drivers’ eyes or unnecessarily onto nearby properties and the night sky?
- Context: Does the design account for road type, speed, pedestrian activity, visual clutter, and conflict points?
- Measurement limits: A handheld lux meter can check illuminance, but that number alone does not assess luminance, uniformity, glare, or whether a road user can detect a target.
FHWA guidance cited in its 2014 adaptive-lighting report uses ANSI/IES RP-8-00 values and describes lighting selection by road type and pedestrian conflict. Those values belong to the edition and context cited in that report. For a real project, confirm the currently adopted standard and the relevant agency’s requirements rather than applying an old figure as a current universal rule. FHWA report chapters 1–2.
Why nighttime visibility deserves attention
FHWA’s lighting countermeasure page, accessed October 7, 2026, says about 25 percent of vehicle miles traveled occur at night and the nighttime fatality rate is three times the daytime rate. These figures frame the visibility concern; they do not mean a particular streetlight or lighting level guarantees a safety outcome. FHWA: Lighting.
