Skirmish is usually a self-contained battle you configure and replay. The distinction is a useful starting point, not a universal rule: each game decides what its modes include.
How the two modes are structured
Campaign: connected missions
A campaign commonly links missions into a larger sequence. The connection may come from a narrative, a staged set of objectives, or progression from one mission to the next. In Company of Heroes 2, the manual describes a 14-mission campaign retracing events on the Eastern Front. Its scenarios can also have specific objectives that differ from a straightforward battle.
Broken Arrow describes its campaign as narrative-driven, with 19 handcrafted missions. These examples show how campaigns can be authored around more than simply defeating an opponent; they do not establish a standard campaign length or structure for every RTS.
Skirmish: a standalone match
Skirmish generally gives you a battle without requiring you to follow a mission sequence. It is often designed for repeat play, practice, or a custom matchup. In Company of Heroes 2, online and skirmish games can be set up as quick or custom battles against human players, AI, or a mix, with selectable victory conditions. So skirmish does not necessarily mean single-player.

Broken Arrow describes AI skirmishes with choices including map, specialization, and difficulty. Its official page lists 19 skirmish maps. Setup options differ by game, and a particular title may offer fewer or different controls.
What changes when you choose one

Does the campaign teach you how to play?
Sometimes. Blizzard presents the single-player campaign as a story-led way to try RTS play at a chosen difficulty before moving on to other modes. That is one publisher’s framing, not a promise that every campaign is easier or functions as a tutorial.

Both modes can involve familiar RTS systems such as gathering resources, building a base, producing units, and scouting. Which systems matter—and what counts as victory—depends on the game and, in a campaign, on the mission. A skirmish may be a more direct test of a standard match, while a campaign scenario may add unusual objectives or constraints.

- Choose campaign if you want narrative context, missions with specific objectives, or a guided sequence. Check whether the game offers difficulty settings if you want to adjust the challenge.
- Choose skirmish if you want to set up a battle, try different matchups, practice, or replay without following a campaign sequence.
- Check the mode description if you care about carrying over units, losses, upgrades, or unlocks. The labels alone do not tell you whether one mode affects the other.
The short version: campaign usually means connected, authored missions; skirmish usually means a configurable standalone match. Treat that as a guide, then use the specific game’s mode descriptions to confirm its rules.
