Windows 11 on ARM is the desktop version of Windows 11 compiled for 64-bit Arm processors, also called Arm64 or AArch64. It is not a mobile operating system, Windows RT, or a separate Windows edition like Home or Pro.

The main difference from “regular Windows” is the processor architecture. Most conventional Windows PCs use x64/AMD64 processors, while Arm PCs use processors designed around the Arm64 architecture. Windows 11 on Arm can run native Arm64 software and can also emulate many existing x86 and x64 Windows applications. The important limitation is that drivers and other low-level components cannot be emulated.

What does Windows 11 on ARM mean?

Microsoft uses Windows on Arm to describe desktop Windows running on Arm64 PCs. Windows 11 on Arm is a full desktop operating system with the same familiar Windows features, including File Explorer, the Settings app, Microsoft Store, desktop applications, Windows Update, and editions such as Home and Pro.

“Arm64” describes the computer’s processor architecture, not the Windows license or edition. For example, a laptop can run Windows 11 Home on Arm64, just as another laptop can run Windows 11 Home on x64. Windows 11 does not have a 32-bit Arm edition for PCs.

How is it different from regular Windows?

On a conventional x64 PC, Windows and most desktop programs use x86 or x64 machine code directly on the processor. On an Arm PC, Arm64 software runs directly, but older x86 and x64 programs need Windows’ built-in emulation layer.

Windows 11 on Arm supports both:

  • x86 emulation: for traditional 32-bit Windows programs
  • x64 emulation: for modern 64-bit Windows programs

This is a significant difference from Windows 10 on Arm, which supported x86 emulation but not x64 emulation. Windows 11 on Arm therefore runs a much wider range of existing desktop software.

Native Arm64 apps versus emulated apps

An Arm64 application is compiled for the processor in the PC. Windows can run it natively, without translating its instructions. This normally gives the application the best chance of delivering low CPU usage, good responsiveness, and long battery life.

An x86 or x64 application can often run without modification, but Windows must translate its processor instructions into Arm64 instructions. That translation creates overhead. Depending on the program and workload, an emulated application may use more CPU, consume more battery, respond less quickly, or perform below an equivalent native Arm64 build.

Practical results vary. A browser, office program, accounting application, or ordinary utility may work well under emulation. Video production, 3D rendering, scientific software, games, and other compute-heavy or latency-sensitive programs are more likely to expose the performance difference.

Native Arm64 does not guarantee that every application will be faster in every task. Performance also depends on the application, its libraries, graphics stack, drivers, and the processor itself. The reliable advantage is that native software avoids the emulation cost.

What is Prism?

Windows 11 version 24H2 introduced Prism, Microsoft’s newer emulator for x86 and x64 applications. Prism uses just-in-time compilation to translate blocks of x86 instructions into Arm64 instructions and caches the translated code so it can be reused. This reduces the cost compared with earlier emulation technology.

Windows 11 24H2 also exposes additional emulated CPU features, including AVX, AVX2, BMI, FMA, and F16C. These can help some applications that check for particular processor capabilities, although compatibility can vary.

How to change an application’s emulation settings

If a particular x86 or x64 application crashes, behaves incorrectly, or has compatibility problems, Windows 11 provides per-application controls:

  1. Find the application’s executable file.
  2. Right-click it and select Properties.
  3. Open the Compatibility tab.
  4. Under Windows on Arm, select Change emulation settings.
  5. Try one of the available profiles: Default, Safe, Strict, or Very strict.
  6. Select Apply, then test the application again.

The default mode is generally the best starting point. More compatibility-oriented modes can reduce performance. Advanced controls include Fast, Strict multi-core operation, Very strict, and Force single-core operation.

Other options include disabling the application cache, disabling hybrid execution mode for x86 applications, and enabling additional lightweight emulation protections. Disabling the cache forces Windows to recompile code at runtime. Disabling hybrid execution mode prevents x86 applications from using CHPE binaries, which combine x86-compatible code with native Arm64 code.

For compatibility testing, you can also hide newer emulated CPU features from an x64 application. For 32-bit x86 applications, the related control is Show newer emulated CPU features. Change these settings cautiously: an unsuitable configuration can make an application crash or stop launching.

The biggest compatibility limitation: drivers

The statement that “Windows emulates everything” is incorrect. Windows emulates user-mode x86 and x64 application code, but it cannot emulate kernel-mode drivers.

Kernel-mode components must be compiled as native Arm64 software. This includes:

  • hardware drivers
  • software that installs a kernel driver
  • some VPN and security products
  • virtualization and hypervisor components
  • some anti-cheat systems
  • hardware monitoring and device-filter software

User-mode print drivers must also be native Arm64. An x86 or x64 installer cannot simply install an x86 or x64 print driver on an Arm64 PC.

This explains a common failure pattern: an application opens and appears to work, but a connected device or advanced feature does not. The application’s user-mode code may run through emulation while its required driver is missing or incompatible.

Where applications are installed

Windows on Arm uses normal Windows application folders, with architecture-specific conventions:

Folder Typical contents
C:\Program Files x64, Arm64, and Arm64X applications
C:\Program Files (x86) x86 applications
C:\Program Files (Arm) Historical 32-bit Arm applications; these are not supported in future Windows versions

You do not usually need to manually find an ARM download for every program. Many x86 and x64 applications run under emulation, and Microsoft Store packages can contain several architectures. On an Arm PC, the Store automatically selects the best available package; if Arm64, Arm32, and x86 packages are all supplied, it selects Arm64.

If a website offers only x64 and x86 downloads and the x64 installer or application fails, Microsoft recommends trying the 32-bit x86 version when one is available. This can improve compatibility, but it is still emulated and is not a native-performance solution.

Virtualization software deserves extra checking before buying an Arm PC. A virtualization application may have user-mode components that run under emulation but still require an Arm64 hypervisor or kernel driver. An x64 driver cannot become usable merely because the application around it is emulated.

Windows editions Home, Pro, Enterprise, Education, and others can exist on Arm64 The same edition names can exist on x64

Which users should choose Windows 11 on Arm?

Windows 11 on Arm is a strong option when you value a thin, quiet, connected laptop, long battery life, and ordinary desktop productivity. It is also increasingly practical when the applications you use are available as Arm64 builds or work reliably under emulation.

Check compatibility first if you depend on specialist peripherals, legacy printers, third-party VPNs, hardware security tools, anti-cheat games, virtual machines, engineering software, or applications that use unusual plug-ins. Search the developer’s requirements for both an Arm64 version and Arm64 drivers; an “application supported on Windows” statement may not cover its driver components.

For developers, Microsoft’s Arm64EC application binary interface allows native Arm64 code and x64 code running under emulation to coexist in one process. This supports gradual porting when an application still relies on x64 libraries or plug-ins. Arm64EC is a Windows 11 feature and is not available on Windows 10 on Arm.

How to check whether your PC is running Arm Windows

  1. Open Settings.
  2. Go to System and select About.
  3. Look for System type under Device specifications.

An Arm PC normally identifies itself as an ARM64-based processor or system. The Windows edition shown separately—such as Home or Pro—does not tell you the architecture.

FAQ

Can Windows 11 on ARM run normal Windows programs?

Yes. Windows 11 on Arm runs native Arm64 applications and emulates both traditional 32-bit x86 applications and 64-bit x64 applications. Compatibility is not guaranteed for every program, especially when it depends on an incompatible driver.

Is Windows 11 on ARM the same as Windows RT?

No. Windows 11 on Arm is the current desktop Windows operating system compiled for Arm64 PCs. It is not Windows RT, which was an earlier restricted Windows product.

Does Windows 11 on ARM emulate drivers?

No. Kernel-mode drivers cannot be emulated and must be compiled for Arm64. User-mode print drivers must also be native Arm64.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Are ARM64 apps always faster than x64 apps?

Not always. An Arm64 app avoids emulation overhead and can provide better efficiency, but actual speed depends on the application, processor, drivers, graphics stack, and workload.

Do I need to download an ARM version of every app?

No. Many x86 and x64 applications run through Windows’ built-in emulation, and the Microsoft Store can automatically select an Arm64 package when one is available. A native Arm64 build is preferable when offered.

Can Windows 11 on ARM run virtual machines?

Yes. Arm64 editions of Windows 11 can host Windows 11 Arm virtual machines with Hyper-V, although virtualization products and their required drivers must support Arm64.

The Bottom Line

Windows 11 on ARM is full Windows 11 for Arm64 hardware, not a limited mobile-style version. It can run most ordinary Windows software through built-in x86 and x64 emulation, while native Arm64 applications offer the best efficiency and performance. The deciding issue is low-level compatibility: drivers, virtualization components, security tools, printers, anti-cheat systems, and specialist hardware software must support Arm64. For everyday laptop use, it can be an excellent choice; for a driver-dependent professional workflow, verify every critical component before switching from x64 Windows.
