The International Electrotechnical Commission (IEC) is a worldwide standards organization that brings together national electrotechnical committees to develop and publish standards for electrical, electronic and related technologies. It does not itself certify products: independent bodies provide conformity assessment, while a standard’s legal effect depends on how it is adopted or required in a particular jurisdiction.

What does IEC stand for, and what is its purpose?

IEC stands for the International Electrotechnical Commission. The IEC describes itself as a worldwide organization for standardization comprising national electrotechnical committees. Its stated purpose is to promote international cooperation on standardization in electrical and electronic fields. It prepares and publishes international standards and related publications for those fields and related technologies. IEC: About the Webstore

The Commission says its standards are intended to facilitate technical innovation, efficient and sustainable energy access, smart urbanization and transportation, climate-change mitigation, and greater safety for people and the environment. These are IEC’s stated aims; they should not be read as a guarantee that every standard independently produces each outcome.

What does the IEC do?

IEC coordinates technical work through committees. Technical committees prepare publications; interested IEC National Committees may participate in the preparatory work, and international, governmental and non-governmental organizations in liaison with IEC may also take part. The IEC foreword explains that formal decisions and agreements on technical matters express, as nearly as possible, an international consensus among the national committees represented on the relevant committee. That committee structure gives experts from participating national bodies a way to work toward shared technical requirements. It does not mean every country automatically adopts every IEC publication in identical form.

Are IEC standards laws?

Not automatically. IEC describes its publications as recommendations for international use. Its foreword says national committees undertake to apply IEC publications as transparently as possible in national and regional publications, and to clearly indicate any divergence from the corresponding IEC publication. Whether a particular requirement is legally binding depends on the relevant country or region’s laws, regulations and adoption rules. IEC 60071-1:2019 Redline Version, Foreword

If you need to know what applies to a product or project, identify the jurisdiction and check its regulations and the specific national or regional standard. The IEC standard alone does not establish the legal requirements everywhere.

Does the IEC certify products?

No. IEC says it does not attest conformity itself; independent certification bodies provide conformity-assessment services. Publishing a standard and assessing whether a product complies with it are separate functions. A product’s claim of compliance, or a certificate issued by a third party, is not the same as the IEC issuing an approval. IEC 60071-1:2019 Redline Version, Foreword

When should you consult an IEC publication?

Consult the publication when you need the technical requirements for a particular subject, product or process. Confirm the exact standard number, edition and any applicable amendments; versions can differ, and the relevant national or regional adoption may not match the IEC text word for word.

The IEC Webstore offers publications in different formats, including consolidated, redline, commented, extended, pre-release, test-report and package versions. For example, its catalog has listed IEC 60335-1:2020/AMD1:2025, an amendment to general safety requirements for household and similar electrical appliances. Catalog listings and availability can change, so check the live Webstore for the publication you need. IEC Webstore

When was the IEC founded, and how large is it?

The IEC was founded in 1906. The Commission identifies 27 June 1906 as its official birthday and says Lord Kelvin was elected its first President. IEC history

In a brochure published in February 2025, the IEC reported 173 members and affiliates, 20,000 experts, more than 200 technical committees and more than 10,000 international standards published. The brochure also reported four global conformity-assessment systems, more than one million conformity-assessment certificates issued, and member and affiliate coverage of 99% of the world’s population and energy generation. These are IEC-published figures tied to that dated snapshot, not independently validated current totals. IEC in Brief (February 2025)
