Its regular Cloud Chats are encrypted between your device and Telegram’s servers, but they are not end-to-end encrypted. For one-to-one conversations with end-to-end encryption, you must start a Secret Chat. Which mode is safer depends on what you need to protect, the devices involved, and whether you trust the person receiving your messages.
What is Telegram?
Telegram is a messaging service for private conversations, groups, channels, calls, bots, and Mini Apps. Its cloud-based design lets Cloud Chats sync across your devices. That convenience also means Telegram’s servers are part of the security model for those chats.
Telegram’s security documentation distinguishes Cloud Chats from Secret Chats. The two modes make different trade-offs between syncing and end-to-end confidentiality.
Are Telegram messages encrypted?
Yes, but encryption alone does not mean that only the sender and recipient can read a message. Telegram’s two private-chat modes use different encryption models:

| Chat mode | Encryption | Sync and recovery | Practical limit |
|---|---|---|---|
| Cloud Chat | Client-server and server-client encryption; not end-to-end encryption, according to Telegram’s security FAQ. | Stored in Telegram Cloud and available across the user’s devices. | Telegram’s servers are within the trust boundary; do not treat these chats as end-to-end confidential. |
| Secret Chat | End-to-end encryption between the participating devices. | Not synced across devices. | Device-specific; logging out loses Secret Chats. |
Telegram’s Secret Chat FAQ and technical FAQ describe the Secret Chat key exchange and recommend comparing key visualizations to help verify the other participant and reduce man-in-the-middle risk. Telegram also documents end-to-end encrypted voice and video calls.
Is Telegram secure?
Telegram can protect messages in transit and offers end-to-end encryption for Secret Chats and calls, but it is not accurate to describe every Telegram conversation as end-to-end encrypted by default. For Cloud Chats, messages are stored in Telegram Cloud for syncing. For Secret Chats, the encryption boundary does not protect a message after it reaches the recipient’s device, nor can it establish that the recipient will keep the message private.

Telegram’s documentation describes how its systems are designed to work; that is not independent proof that every deployed client and server always behaves as documented. Independent technical analyses also have defined scopes rather than certifying the entire service.
What security studies establish—and what they do not
A 2020 paper, Automated Symbolic Verification of Telegram’s MTProto 2.0 by Marino Miculan and Nicola Vitacolonna, reports automated proofs for modeled authentication, integrity, secrecy, and perfect-forward-secrecy properties, including scenarios with malicious servers and clients. It also reports a potential unknown-key-share vulnerability in the rekeying protocol. The authors describe the work as symbolic verification and leave computational-model analysis of the encryption scheme for future work. It is not a blanket certification of Telegram.

A 2026 TENET study found security flaws in 30 of 37 Telegram Mini Apps that met its processing criteria and were analyzed. The authors also describe remediation after responsible disclosure, including two secure-storage APIs and post-remediation verification that Telegram’s official Wallet no longer exposed the recovery mnemonic in plaintext. This result applies to the studied sample and Wallet behavior; it is not a population estimate for every Mini App or a finding about Secret Chat encryption. Read the TENET study.

Choose the right chat mode
- Use Cloud Chats when cross-device syncing and cloud access are more important than end-to-end confidentiality. Avoid sending information that depends on Telegram’s servers being unable to access it.
- For a sensitive one-to-one conversation, open the contact’s profile and start a Secret Chat. It remains limited to the devices where it was started and will not sync to your other devices.
Verify Secret Chat keys when the stakes warrant it
Compare the key visualization shown for the Secret Chat with the other person through a trusted channel, preferably in person. Telegram recommends this as a way to check identities and reduce the risk of a man-in-the-middle attack. A matching visualization is a useful verification step, not protection against a compromised device or an untrustworthy recipient.

Protect your account and device
- In Telegram, open Settings > Privacy and Security > Two-Step Verification and enable it. Telegram says this requires both the SMS login code and a password when signing in, and allows a recovery email. Use a strong, unique password and secure the recovery email account with its own strong credentials and protections. See Telegram’s Two-Step Verification FAQ.
- Set a strong app passcode under Settings > Privacy and Security > Passcode Lock. This helps protect access to Telegram on a device someone else can reach; it does not replace account login protection.
- Review active sessions in Settings > Devices and terminate any session on a device you no longer control.
These measures strengthen account and device access; they do not turn Cloud Chats into end-to-end encrypted chats.
Assume recipients can preserve messages
Secret Chats offer self-destruct timers, but a timer cannot guarantee that the recipient has not copied a message. Screenshot detection may be bypassed, and someone can photograph the screen with another device. Treat the recipient’s device and actions as outside the encryption boundary.

Review number and location privacy
Telegram says phone numbers are not visible to everyone by default, but people who already know and have saved your number may still see it. Review who can see your number in Settings > Privacy and Security > Phone Number. Turn off Live Location or People Nearby when you are finished using the relevant feature. Telegram’s privacy policy says it does not use chat contents or contact lists to show ads; that statement does not mean every platform feature or third-party service has the same privacy model. Read Telegram’s Privacy Policy.
Be cautious with bots and Mini Apps
Mini Apps can involve third-party code and services, so treat them as a separate trust decision from Telegram’s chat encryption. Do not provide credentials, recovery phrases, payment details, or sensitive personal information unless you have verified who operates the app and why the information is required. The 2026 TENET results show risks in its analyzed sample, not that every Mini App is compromised.
Quick Recap
Which Telegram chat should you use?
- Choose a Cloud Chat for everyday conversations where syncing across devices is useful and the contents do not require end-to-end confidentiality.
- Choose a Secret Chat for sensitive one-to-one conversations when end-to-end encryption matters more than syncing or cloud recovery. Verify the key visualization if the stakes justify it, and remember that the recipient can still preserve what they see.
