TCP rate shaping is a descriptive term for a network device buffering and delaying TCP packets so they leave at a controlled rate. It is not a feature of the TCP protocol itself: TCP congestion control runs at the endpoints, while shaping controls when packets are forwarded through a network device.

What does TCP rate shaping mean?

The phrase combines TCP—the transport protocol carrying the traffic—with traffic shaping, a function performed by a network device. The IETF defines traffic shaping as a function that “controls traffic by actively buffering and smoothing the output rate in an attempt to adapt bursty traffic to the configured limits.” (RFC 7640)

In practice, when packets arrive faster than the configured profile allows, the shaper holds them in a queue and releases them later. This changes packet departure timing; it does not change TCP into a different protocol or directly set the sender’s TCP congestion-control algorithm.

How does a shaper control the rate?

A common mechanism is a token bucket. The configuration specifies a mean rate and a burst allowance over a measurement interval. Cisco’s QoS guide describes the mean rate as the burst size divided by the interval; a data buffer holds packets awaiting permission to transmit. (Cisco IOS XE QoS Configuration Guide)

Consequently, a configured rate is not necessarily a ceiling at every instant. The bucket can allow a bounded burst, while constraining the longer-term output rate. To interpret a setting, consider its rate together with its burst size and interval.

How is shaping different from TCP congestion control and other QoS actions?

These mechanisms can affect the same TCP connection, but they act at different points or perform different jobs.

TCP congestion control’s response to congestion is distinct from a shaper’s control of packet departure timing. The IETF discusses congestion avoidance and fair sharing among similarly situated flows in RFC 5681; recommendations on AQM appear in RFC 7567.

Why use TCP rate shaping?

Operators may shape traffic to keep an interface’s average output within a policy, match a faster interface to a slower downstream link, or provide a subrate service. Cisco describes a speed-mismatch example in which sending at the faster access rate can cause application failures on the slower link. This is an implementation rationale, not a guarantee that shaping will improve every application’s performance. (Cisco IOS XE QoS Configuration Guide)

Shaping necessarily introduces a queue when traffic cannot be sent immediately. Its impact therefore depends on queue behavior and load as well as the configured rate. The IETF identifies delay, delay variation, packet loss, and throughput as traffic-oriented performance measures, and discusses buffers, policing, and rate shaping as resource-allocation mechanisms supported by queuing. What should you check when evaluating a shaping setting?

  • Rate: Identify the configured mean or committed rate and what traffic it applies to.
  • Burst and interval: Check the permitted burst size and measurement interval; the rate alone does not describe short-term output.
  • Scope and direction: Establish which interface direction, flow, or traffic class is shaped.
  • Queue behavior: Find out what happens when offered traffic exceeds the profile and how packets are buffered or otherwise handled.
  • End-user performance: Assess throughput, delay, delay variation, and loss under load.
  • Test conditions: Use realistic stateful TCP traffic and account for path delay and TCP window limits. RFC 7640 proposes repeatable traffic-management benchmarking methods, including Layer 4 TCP test patterns intended to better represent end-user traffic. It is a benchmarking framework, not a product certification or universal pass/fail standard. (RFC 7640)
