Specific absorption rate (SAR) is the rate at which radiofrequency (RF) energy is absorbed per unit mass of tissue. It is measured in watts per kilogram (W/kg). A SAR number is meaningful only with its averaging mass and time, the exposure conditions, and the regulatory context; it is not, by itself, a measure of harm or a person’s everyday exposure.
What does specific absorption rate mean?
SAR describes how quickly RF energy is absorbed by tissue, relative to the tissue’s mass. The U.S. Federal Communications Commission (FCC) uses SAR to evaluate RF exposure from 100 kHz to 6 GHz. The European Union’s Directive 2004/40/EC likewise defines SAR as energy absorbed per unit mass of body tissue and expresses it in W/kg.

Because SAR is a rate per mass, the number alone is incomplete. A result should be read with the amount of tissue over which it is averaged, the averaging period, the device or exposure setup, and the rules that apply to that situation.
What does SAR mean on a phone?
For a portable transmitting device such as a phone, SAR is used to assess RF exposure when the device is close to the body. A compliance result comes from an evaluation under specified exposure conditions, using supported laboratory measurements or validated computational models. FCC rules call for documentation validating numerical computation and modeling methods; they also specify time averaging.

A phone’s maximum compliance-test SAR is not a reading of the RF energy a particular person absorbs during normal use. Actual exposure varies with factors such as how the device is used and the conditions under which it transmits. Nor is an everyday consumer gadget reading equivalent to a formal compliance test.
How should SAR numbers be compared?
Two SAR values are comparable only when their measurement and regulatory contexts align. Check these details before drawing a conclusion:
- Jurisdiction and population: Identify which country’s rules apply and whether the value concerns public or occupational/controlled exposure.
- Local or whole-body SAR: A localized result and a whole-body result describe different exposure measures.
- Averaging mass: Note how much tissue is included, such as 1 gram or 10 grams.
- Averaging time: A value averaged over one period cannot be treated as equivalent to one averaged over another.
- Device and test conditions: Confirm what device or application was evaluated and under what exposure setup.
- What the number represents: Distinguish a regulatory threshold, a laboratory compliance result, and an estimate of actual exposure.
A lower phone SAR rating alone does not establish a meaningful health benefit. It is a test result tied to specified conditions, not a direct prediction of an individual’s exposure or health outcome.
SAR is not the same as every RF exposure limit
The FCC uses SAR to assess portable devices close to the body. For sources relatively far from the body, such as broadcast stations and base stations, it uses maximum permissible exposure (MPE) assessment instead. The measures serve different exposure situations, so an MPE figure should not be read as a phone SAR value.

For example, FDA guidance for significant-risk investigations of MRI devices lists whole-body SAR greater than 4 W/kg averaged over 15 minutes and head SAR greater than 3.2 W/kg averaged over 10 minutes. These are MRI investigation criteria, not mobile-phone limits. FDA-recognized NEMA standards address MRI-specific local and whole-body SAR characterization; their methods are not general phone-testing instructions.

FCC rules specify different averaging masses and times for different exposure categories. For occupational or controlled exposure, the retrieved FCC rule text gives localized limits of 8 W/kg averaged over 1 gram for most body locations and 20 W/kg averaged over 10 grams for extremities, with a six-minute averaging period. These are occupational/controlled values, not general-public phone limits.
Do not transfer a limit from one population, device class, or application to another. If you need a precise current limit for a particular country or device type, consult that jurisdiction’s operative rules and verify the exact averaging convention. The figures above illustrate why the full context matters; they are not interchangeable thresholds.
How SAR is measured or estimated
Regulatory compliance evaluations use technically supported methods: laboratory measurement or validated computational modeling with documented methods and defined exposure conditions. The method depends on the application. MRI, for instance, has standards for local SAR in diagnostic RF coils and for whole-body SAR characterization using calorimetric or pulse-energy methods. Those specialized MRI methods should not be applied as instructions for testing a phone.
