In a data-extortion attack, criminals steal information and use the threat of exposing it to pressure a victim into paying; they do not have to encrypt or lock the victim’s systems.
What is ShinyHunters?
The FBI’s 15 May 2026 public-service announcement described ShinyHunters as a cybercriminal group specializing in large-scale data breaches and extortion. The notice concerned an attack affecting an online learning management system (LMS). The group claimed responsibility, and the FBI said the platform was operational again when the announcement was issued. A group’s claim is not, by itself, proof of a breach or of how much data was exposed. Read the FBI/IC3 notice.
In a 29 September 2026 announcement, FBI Cyber Division Assistant Director Brett Leatherman said the group often targets third-party vendors in cloud-based platforms, steals sensitive data, and threatens to publish it. That describes the FBI’s account of its investigation; it does not independently confirm every incident attributed to ShinyHunters online. Read the FBI announcement.
How does a data-extortion attack work?
The core tactic is to turn stolen information into leverage. A typical sequence may look like this:

- Gain access. Attackers get into an organization’s systems, or into a third-party service that holds or can reach its data.
- Find and copy information. They take data they believe will pressure the organization or affect its customers, employees, or partners.
- Make a demand. The criminals contact the victim and demand payment, often presenting evidence or claims of access.
- Threaten exposure or misuse. They may threaten to publish, sell, or otherwise disclose the data, or use it to pressure people connected to the victim.
Claims of access can be real or exaggerated. The FBI warns that attackers may use threats, calls, texts, or leak-site posts to increase pressure; purported compromising photos or videos may not exist. A demand or a public claim alone does not establish what information was actually accessed. The FBI/IC3 advisory explains these tactics.
Why third-party platforms matter
A vendor or cloud service may hold sensitive information or connect to systems that do. A breach through that route can expose customer or enterprise data even if the affected organization’s own systems were not the initial point of entry. The FBI has identified third-party cloud-based platforms as a common target in its description of ShinyHunters’ activity.

How stolen information can be used
Exposure is not the only risk. Information from an education platform, for example, could help criminals impersonate school faculty, IT support, or financial-aid staff, or craft targeted phishing messages that use real-world context. The FBI also warns that stolen data may be offered to other criminals. See the FBI/IC3 advisory.
Is data extortion the same as ransomware?
No. Data extortion can work without encryption: the threat is disclosure or misuse of stolen information. In a double-extortion ransomware attack, criminals both steal data and encrypt systems, combining the threat of exposure with disruption to operations. The FBI’s descriptions of ShinyHunters focus on data theft and threats to publish; they do not establish encryption as a defining feature of the group’s method.

What has the FBI said about ShinyHunters?
In the 29 September 2026 announcement, Leatherman said one alleged leader and co-conspirators had allegedly breached more than 140 organizations since the prior year and had taken at least $70 million in extortion payments over that period. These are figures attributed to the FBI’s account of the investigation and allegations, not findings presented here as adjudicated facts. The FBI said the alleged leader was arrested by the Dutch High Tech Crime Unit under Dutch law.
That arrest announcement is separate from an incident reported by the Associated Press on 23 September 2026: ShinyHunters claimed it had compromised FBIJobs.gov. The FBI said it had not determined the point of breach, and the claim could not immediately be verified. Read the Associated Press report.

What to do if someone says your data was stolen
If you received a message or demand
- Verify independently. Confirm urgent or unusual requests using a separate, known contact method—not the phone number, link, or reply address in the message.
- Do not pay or engage with the demand. The FBI advises against paying or responding to extortion demands.
- Avoid risky links and attachments. Be especially cautious of unsolicited messages claiming to come from a school, service provider, or law enforcement agency.
- Wait for formal notice. If an organization or platform may be affected, rely on its official notice for information about what data was exposed.
- Keep the details. Preserve usernames, email addresses, aliases, websites, and communication platforms involved in the incident.
- Secure potentially affected accounts. Contact the account provider promptly if you may have lost control, change passwords, and enable or monitor alerts for suspicious logins or transactions.
- Report suspected intrusions. The FBI encourages reports to the Internet Crime Complaint Center (IC3) or a local FBI field office.
If you manage an affected organization
- Determine what data and systems were accessed, and distinguish confirmed exposure from claims made by attackers.
- Review access to cloud-based management platforms and integrated third-party services; contain compromised vendor and account access.
- Preserve incident evidence and coordinate response with the affected provider and law enforcement.
- Use the CISA StopRansomware Guide as an official resource for broader prevention and response guidance.
