Depending on the feature, it can turn speech into text, interpret a spoken request, or use spoken commands to control the device. The term describes a group of related capabilities, not necessarily one feature named “voice recognition.”
What does voice recognition mean on a phone?
When you speak to a phone, software processes the audio and may produce different results: written words, an interpreted request, or an action on the device. Which result you get depends on the feature you use.
- Speech recognition identifies spoken language from audio. In a voice-assistant interaction, Google says its speech recognition technology converts a spoken request to text; the assistant then interprets it.
- Speech-to-text or dictation uses recognized speech as written text. On iPhone, Dictation lets you enter text using your voice.
- Voice control uses spoken commands to operate device functions or interface elements, such as opening an app, navigating, or editing text.
- Voice assistant describes a broader interaction that can combine speech recognition with interpreting a request and responding or taking action. Recognition alone does not mean the phone has understood or answered the request.
These terms overlap in everyday conversation, but they describe different stages or uses of spoken input. Google explains the distinction between recognition and an assistant’s interpretation in its Assistant documentation. Apple describes Dictation and other speech features in its iPhone support materials.
How does a phone recognize what you say?
A microphone captures your speech as audio. Speech-recognition software analyzes that audio and identifies words. Depending on the feature, the recognized words may appear as text, be passed to an assistant to interpret, or be treated as commands to operate the phone.

Recognition may happen on the device, on a remote server, or through a combination that depends on the feature and its settings. For Google’s Voice Access, speech processing is primarily on-device, but audio may be sent to Google’s servers depending on configuration and system language. Google says audio sent to its servers is not saved and is used only to provide the service; audio and transcripts are not stored unless the user opts into the setting to help improve Voice Access commands. These details apply to Voice Access, not automatically to other apps or phone systems. See Google’s Voice Access overview.
Voice Access can use a downloaded language pack for offline speech recognition in supported configurations. Offline support is feature- and configuration-dependent, so it should not be assumed for every phone or speech feature.

Can you control a phone with your voice?
Yes. Voice-control features let you speak commands to operate parts of a phone, rather than only dictating text or asking an assistant a question. Google describes Voice Access as a way to control an Android device with spoken commands, including opening apps, navigating, and editing text. Examples in Google’s command guide include “Open Gmail,” “Scroll down,” and “Type [word or phrase].” Apple also offers Voice Control as an accessibility feature. A voice command does not necessarily identify who is speaking. Google says Voice Access listens for commands, not for a specific person’s voice. It is therefore different from speaker recognition used to identify or verify a person.

What affects whether voice recognition works?
Availability and behavior vary by operating system, version, language, region, and settings. Before relying on a feature, check:
- Purpose: Is it intended for dictation, device control, or assistant requests?
- Language support: Does the feature support your language and the commands you want to use?
- Offline use: Does it work without an internet connection, and does it require a downloaded language pack?
- Processing and privacy: Is speech processed on the phone, sent to a server, or handled differently depending on configuration?
- Activation and microphone access: Does the feature have permission to use the microphone, and can you tell when it is listening?
- Device and region: Does your OS version and location support the feature?
For example, Google’s Voice Access command guide specifies Android 7.0 or later and lists English, Spanish, German, Italian, French, Portuguese, and Japanese. Google notes limits to command coverage for Portuguese and Japanese. These are requirements and language details for Voice Access, not a universal list for every kind of phone speech recognition. Apple’s iPhone materials also caution that feature availability may vary by region and language.

Microphone access is needed while a feature is listening. Android’s Voice Access documentation describes its microphone permission and listening indicators; consult the feature’s settings and support information to understand when it is active.

No single accuracy figure applies to phone voice recognition as a whole. Performance can depend on the feature, language, speaking style, surrounding noise, device, and other conditions. The cited official documentation does not establish a comparable accuracy benchmark across accents, background noise, devices, or operating systems, so a universal percentage or platform ranking would be misleading.
