Orbital ephemeris data describes a spacecraft’s position—and often its velocity—at a particular time or over a span of time. Satellite operators use it to predict or reconstruct a spacecraft’s path for tracking, communications, rendezvous planning, scientific observations, and collision-risk analysis. To interpret an ephemeris correctly, you need more than its numbers: the time system, coordinate frame, units, coverage, source, and accuracy context matter.
What orbital ephemeris data tells you
An ephemeris is a time-dependent description of an object’s location. It may give a state at a single epoch, a series of time-tagged positions and velocities, or data from which a state can be computed across a defined interval. In satellite operations, the object is a spacecraft and the ephemeris describes its trajectory relative to a specified reference frame or center.
Related terms are not always interchangeable. An orbit determination solution is an estimate derived from observations and other inputs; a propagated prediction is a trajectory computed forward from an orbit representation; and an ephemeris is the time-based position information made available for use. A particular product may be predicted, reconstructed, or intended for another specific use, so rely on the provider’s description rather than assuming what a file represents.
How satellites use ephemerides
Tracking and communications
Ground teams use predicted spacecraft positions to plan tracking and communications. NASA says an accurate International Space Station trajectory supports maintaining communications links, as well as rendezvous planning and collision avoidance. NASA’s ISS trajectory data page describes data produced by flight controllers in the ISS Trajectory Operations and Planning Office at Johnson Space Center.

Rendezvous and mission scheduling
Visiting spacecraft need trajectory information to plan approaches and coordinate operations. More broadly, the CCSDS Orbit Data Messages standard lists tracking support and scheduling, navigation, orbit comparisons, conjunction studies, and collaborative maneuvers among the purposes orbit messages can serve. CCSDS 502.0-B-2 is the version identified here; it was published in November 2009, with Correction 1 dated May 2012. Check CCSDS for a later revision before relying on that version as current.
Navigation, reconstruction, and orbit comparisons
Flight-dynamics and mission teams can use orbit data to propagate a trajectory, compare orbit solutions, support navigation, or reconstruct a spacecraft’s path. Which interpretation is appropriate depends on the product’s source and status: a forecast and a reconstructed trajectory answer different questions.

Scientific observation geometry
To determine what an instrument observed and when, analysts combine spacecraft ephemeris with information such as orientation, instrument geometry, reference frames, and time conversion. NASA/JPL NAIF describes SPICE as a system for planning and interpreting space-borne observations. Its SPK kernels contain ephemeris data, while other kernel types can supply complementary geometry and timing information. NAIF’s SPICE information explains the system.
Conjunction analysis and coordinated observations
Comparing trajectories can help teams assess possible close approaches; an ephemeris is an input to that analysis, not by itself a collision-risk verdict. NASA’s Satellite Situation Center also maintains ephemeris data from multiple sources to support coordinated observations by multiple satellites. NASA Goddard’s Satellite Situation Center describes its role and data sources.

Common formats and systems are different kinds of products
| Product or system | What it represents | How to interpret it |
|---|---|---|
| CCSDS OPM | An Orbit Parameter Message, one of the CCSDS Orbit Data Message exchange types. | Use the message definition and its metadata to understand the supplied orbit information. |
| CCSDS OMM | An Orbit Mean-Elements Message, another CCSDS exchange type. | Mean elements are not the same representation as a time-tabulated state-vector series. |
| CCSDS OEM | An Orbit Ephemeris Message for exchanging ephemeris information. | Inspect its time tags, frame, units, coverage, and provenance. |
| SPICE/SPK | SPICE is a mission geometry system; SPK is its ephemeris kernel component, with segments supporting geometric state computation over finite intervals. | Other kernels may be needed to reconstruct complete observation geometry. Kernel version, coverage, provenance, and intended use matter. |
| TLE | A Two-Line Element set: compact mean orbital elements associated with SGP/SGP4 propagation contexts. | Use it with the associated propagation theory; do not treat it as equivalent to an OEM state-vector series. |
The CCSDS standard defines OPM, OMM, and OEM as exchange message types, not accuracy grades. The standard explicitly places the accuracy underlying an orbit message outside its scope; participants should specify it separately, such as through an interface control document or message comments. A common format can make exchange more consistent, but it does not establish that a product is accurate enough for a particular operation.
SPICE is broader than a file format: it is an information system with multiple kernel types used together for mission geometry. NAIF says SPICE is freely available to space agencies, scientists, and engineers around the world, subject to its published support and rules. See NAIF’s SPICE site for access and support information.

TLEs are also distinct from state-vector ephemerides. NASA Goddard’s Satellite Situation Center says it receives many active satellites’ orbital elements as TLEs, while other data come from JPL NAIF SPICE kernels, mission sources, and flight-dynamics software. A TLE’s associated catalog ID and element-set number identify aspects of the element data; they do not make it a directly interchangeable trajectory product. NASA SSC’s data-source description provides further context.

Position values are ambiguous unless the conventions around them are known. Before interpreting, propagating, or combining a product, check:
Best Value
- Object identity: Confirm which spacecraft or target the data describes, and check catalog or mission identifiers where applicable.
- Epoch and time system: Determine what each time tag means and which time standard it uses.
- Reference frame and center: Establish the coordinate frame and the body or origin relative to which the state is defined.
- Units: Verify position and velocity units before calculating or comparing values.
- Coverage: Check the interval represented and whether the data actually covers the time of interest.
- Provenance and status: Identify who produced the data and whether it is operational, predicted, reconstructed, or intended for analysis.
- Accuracy or uncertainty: Look for a stated accuracy, covariance, or uncertainty model and judge whether it suits the task. The format label alone cannot answer this.
Example: the International Space Station trajectory file
NASA’s ISS trajectory page describes public trajectory data distributed in CCSDS OEM text and XML formats. The page identifies state vectors in a J2000-related frame, gives UTC times and position and velocity components, and describes regular sampling with denser points around translation maneuvers. Those details describe NASA’s ISS product—not a universal property of OEM files or satellite ephemerides generally.
The page’s live download and coverage can change. Check the current file’s time span, metadata, and intended use when obtaining it; public availability alone does not establish suitability for a safety-critical decision.
Choosing data for a particular task
There is no universal best ephemeris format. Select a product based on what you need to do and what its provider documents. For example, a science observation reconstruction may require SPICE kernels that provide both spacecraft ephemeris and complementary geometry, while a tracking workflow may exchange orbit data using a CCSDS message or use TLEs with their associated propagation context. These examples describe different workflows, not a ranking of accuracy.
- Match the representation to the task: mean elements, orbit parameters, time-tagged states, or kernel segments serve different workflows.
- Confirm time, frame, units, and coverage compatibility with the other data you will use.
- Check provenance and product status, particularly when choosing between operational and science-analysis products.
- Require task-appropriate accuracy or uncertainty information from the data provider; do not infer it from a format name.
Mission files and kernels can be updated, and their coverage or intended use can differ. Consult the relevant provider’s current documentation and product metadata before relying on a specific file.
