Level 5 driving automation means a vehicle is designed to perform the driving task under all conditions in which a human can drive, without requiring a person to drive or take over. SAE International calls this Full Driving Automation. “All conditions” describes the system’s driving capability; it does not by itself establish that the vehicle is legally permitted or available to operate everywhere.
What Level 5 means
SAE International defines Level 5 as “Automated driving under all conditions in which humans can drive, with human driving not needed.” In this six-level taxonomy, Levels 0 through 5 describe driving automation capability, not a vehicle’s marketing category. The framework covers systems that perform some or all of the dynamic driving task on a sustained basis. SAE’s current J3016 taxonomy lists the Level 5 definition.
In practical terms, a Level 5 system would not depend on a person to supervise the driving, respond to a takeover request, or mitigate risk by driving. A person could be seated in the driver’s seat, but would not be driving while the feature is engaged, as shown in SAE’s levels of driving automation chart.
How Level 5 differs from Levels 3 and 4
The key distinctions are where the system is designed to operate and whether a human must drive to manage risk. SAE describes Levels 3 and 4 as limited to defined conditions; Level 5 is not bounded by a defined operating domain in that way.

So Level 5 is not simply a more capable form of cruise control or a Level 4 system with a larger operating area. Its defining feature is that the system performs the driving task without relying on a human to drive, and its scope covers all conditions in which humans can drive. SAE’s J3016 page summarizes these level distinctions.
What the label does—and does not—tell you
“Level 5” is a capability category in SAE J3016, not proof that a particular vehicle is commercially available, approved for every road, or legally permitted to operate in every location. The definition addresses driving conditions, not local laws, business permissions, or deployment status. A claim about an actual vehicle should therefore be checked against the manufacturer’s stated capabilities and the rules that apply where it operates.
For precision, use driving automation rather than treating “self-driving” as a technical level. NHTSA says it avoids using “self-driving” for higher automation levels because the phrase can describe a vehicle’s state of operation without clarifying its capabilities or the driver’s role. Why common safety features are not automatically Level 5
An automated safety intervention does not by itself make a vehicle Level 5—or count as driving automation in this taxonomy. ISO/SAE PAS 22736:2021 distinguishes sustained performance of the dynamic driving task from momentary active-safety actions: a brief intervention does not change or remove the driver’s role in that task.
