STOBA is a polymer material developed by Taiwan’s Industrial Technology Research Institute (ITRI) for integration into lithium-ion battery cells. ITRI announced it on 10 November 2009, so it is a historical technology—not a new 2026 launch or a consumer accessory. ITRI says the material is intended to interrupt reactions associated with overheating and thermal runaway, but the available descriptions do not establish that it prevents every battery fire or explosion.
What STOBA is—and what its name means
STOBA stands for “self-terminated oligomers with hyper-branched architecture.” ITRI describes it as a nano-grade polymer incorporated into a lithium-ion battery, where it is intended to act within the cell. It is not a case, charger, monitoring device, or material a consumer can add to an existing battery.
ITRI’s 10 November 2009 announcement framed STOBA as a safety technology for lithium-ion batteries. Its examples of possible applications included cell phones, laptops, MP3 players, cameras, and electric cars; those examples describe intended application areas, not a list of products verified to contain STOBA.
How ITRI says STOBA is intended to work
Protective film and a “locking effect”
In the 2009 announcement, ITRI said the polymer forms a protective film, likened to a nano-grade fuse. According to the institute, excessive heat, external impact, or piercing can trigger a “locking effect” that interrupts electrical and chemical action in the cell. This is ITRI’s explanation of the proposed mechanism, not evidence that all cells using the material are immune to failure.

Free radicals and oxygen release
In a 9 January 2018 CES announcement, ITRI added that STOBA “efficiently scavenges free radicals and suppresses oxygen release to shut down the thermal runaway process.” That wording is the institute’s description; it should not be read as a guarantee that a battery cannot burn or explode.
What the historical record establishes
- Launch: ITRI announced STOBA on 10 November 2009.
- Recognition: The announcement said STOBA would receive the 2009 R&D 100 Award in Energy Devices that week. The award report is recognition, not a safety test.
- Technology transfer: ITRI’s institutional history says the technology was transferred to manufacturers in Taiwan and abroad.
- Historical license: Mitsui Chemicals said in a 29 September 2014 release that it held an exclusive Taiwan license to manufacture and distribute STOBA. This does not establish that the license remains active today.
ITRI’s 2009 release also cited 3.1 billion lithium-ion batteries in 2008 and called that a 10 percent increase over 2007. It mentioned a 70,000-notebook recall in May 2009 and a recall of more than 4 million notebooks in 2006. These are historical figures and examples reported in that announcement, not current market or safety statistics.

The cited sources do not identify a current retail battery model that consumers can verify as STOBA-enabled, a retrofit kit, a compatible accessory, or a repair procedure. The evidence supports describing STOBA as an industrial battery-material technology with historical technology-transfer and licensing reports; it does not establish present-day supplier availability, current licensing terms, or how widely the material is used.

Nor do the cited announcements provide independent comparative testing against other cell-safety materials or systems. They do not support calling STOBA the safest or best option, or concluding that it outperforms battery design features or battery-management systems. To assess a specific battery, look for safety information and certifications tied to that exact product rather than assuming it includes STOBA or an equivalent material.
