IP-based video surveillance is a system that sends video and related media from remote cameras over an Internet Protocol (IP) network so users or system components can view, record, store, and play it back. “IP-based” describes how components communicate—not where footage is stored, whether a standalone recorder is required, or whether products from different brands will work together.
What IP-based video surveillance means
ITU-T Recommendation H.626 (V2) describes an IP-network video surveillance system as providing display and storage of media—including video, audio, and images—captured by multiple remote cameras over an IP network. It also covers remote control, alarms and related actions, recording, and playback. The standard’s stated purpose is “to define a video surveillance system based on IP networks.” ITU-T Recommendation H.626
The defining feature is the network architecture: cameras and other components communicate using IP. The term does not prescribe a particular camera count, recording location, retention period, resolution, or network design.
How the system is organized
A typical system combines functions that may be provided by separate devices or by a service. The arrangement varies by deployment; this is a functional description, not a required equipment list.

- Transport: An IP network carries video and related data among cameras, storage, and viewing or management components.
- Viewing and management: A client, display, or video management system (VMS) lets authorized users view live streams, manage the system, and respond to events.
- Recording and storage: A recording function preserves footage for later playback. It may be provided by a local recorder or server, a cloud service, or a hybrid design.
- Events and actions: Alarms or notifications can connect camera events to actions by users or other system components.
Where footage is stored—and whether an NVR is required
IP-based surveillance does not require a standalone network video recorder (NVR) by definition. The system needs recording and storage functions if it is designed to preserve footage, but those functions can be implemented in different ways.

ONVIF describes a cloud option in Profile V: conformant cameras, encoders, or streaming applications can connect to a cloud VMS or VSaaS client for live streaming, recording, and event notifications. The Profile V page labels the profile a Release Candidate, so treat its status and described features as time-sensitive rather than as a guarantee about every cloud system. ONVIF Profile V

IP cameras, PoE, and compatibility
An IP camera is a capture device within a broader system; it is not the whole surveillance setup. A system also needs the network, a way to view or manage video, and recording or storage if footage must be retained.
Power over Ethernet (PoE) is one possible way to power an IP camera, not part of the definition of IP-based surveillance. Whether PoE is available and appropriate depends on the camera and network equipment. Axis: What is PoE?

IP connectivity alone does not prove that cameras, recorders, or VMS products from different vendors will interoperate. ONVIF publishes interfaces and profiles intended to support interoperability, but buyers should verify the specific supported profile and functions for both the device and the intended recorder or VMS. Security responsibilities of a networked system
Because IP surveillance transfers and stores video and operational data on a network, it brings cybersecurity considerations alongside the physical security purpose. The U.S. Department of Homeland Security discusses these network-related risks in its handbook on cybersecurity for security systems.

ONVIF’s January 2020 best-practices guide recommends limiting unnecessary Internet exposure, segmenting CCTV networks and using firewalls where appropriate, reducing open ports and user privileges, changing factory credentials, using HTTPS where possible, and keeping software and firmware current. The term alone cannot determine how much storage a system needs, what network capacity is sufficient, how long footage should be retained, or what recording is lawful. Those decisions depend on the system’s requirements and applicable jurisdiction. Nor does the label “IP-based” establish a specific resolution, camera capability, security configuration, or cross-brand compatibility.
