Identity governance is the set of policies, decisions, and oversight processes an organization uses to determine who should have access to which systems and data, how that access changes over time, and how the organization verifies and records those decisions. It links identity information, authorization rules, account provisioning, access reviews, and audit evidence; it is broader than signing in or using single sign-on.
What identity governance covers
NIST describes the goal of identity and access management as ensuring “the right people and things have the right access to the right resources at the right time.” Identity governance puts organizational rules and accountability around that goal: deciding what access is appropriate, who can approve it, how it is maintained, and when it must end. NIST’s Identity and Access Management overview provides this broad framing.
Governance relies on related technical capabilities, but they are not interchangeable. NIST’s SP 1800-2, Volume B treats access-rights management, provisioning, authentication, access control, and audit as distinct but related capabilities.
- Identity governance establishes access policy, accountability, lifecycle oversight, reviews, and evidence.
- Identity administration and provisioning carry out operational changes, such as creating accounts, updating entitlements, or removing access.
- Authentication establishes confidence that a claimant is who they say they are. NIST’s SP 800-63-4, published July 31, 2025, covers identity proofing, enrollment, authentication, authenticator management, and federation. It is not a complete enterprise identity-governance framework.
- Access control is the mechanism that permits or denies an identity’s attempt to use a resource.
A login or single sign-on system can help verify identity and route access, but by itself it does not decide whether a person still needs a particular permission or ensure that permission is removed after a job change.

How identity governance works across the access lifecycle
1. Establish identity information and ownership
An organization identifies the authoritative sources for identity attributes and the people responsible for them. A workforce or HR system may be one source, connected to directories and applications, but the appropriate architecture depends on the organization. Before automating changes, map identity sources, integrations, policies, workflows, data flows, and target applications. Microsoft’s deployment planning guidance describes these planning areas as part of an Entra implementation.
2. Decide what access is appropriate
Access can be assigned using roles, attributes, organizational policies, or resource-specific decisions. A person might receive baseline permissions for their role and request additional access for a project. A designated manager, application owner, resource owner, or other approver evaluates whether the request has a business purpose.

Some platforms bundle resources and their request and assignment rules into access packages. Microsoft’s entitlement-management overview describes access packages as one way to organize request workflows, assignments, reviews, and expiration. That is a vendor implementation, not a universal requirement.
3. Provision and update accounts and permissions
Provisioning is the operational step that creates or updates accounts and entitlements in connected systems. NIST describes provisioning as populating identity, credential, and access-rights information used for authentication, access control, and audit. Integrations or connectors translate approved policy into changes in applications; available coverage and behavior vary by product and environment.

4. Handle joiners, movers, and leavers
Lifecycle processes align access with changes in a person’s relationship to the organization. A joiner receives the access appropriate to their role; a mover’s permissions are adjusted when their responsibilities change; a leaver’s access is removed. These events depend on accurate source data and on changes reaching the systems where accounts and entitlements exist.
5. Review access and resolve exceptions
Access reviews ask accountable people to confirm whether users should retain specific permissions. A review can result in retaining, changing, or removing access. Microsoft documents weekly, monthly, quarterly, and annual recurring review options; those are configuration choices, not a recommended schedule for every organization. Privileged or administrative access warrants especially careful assignment and oversight because it can have greater impact. Identity governance may coordinate those decisions and reviews, but it does not encompass every privileged access management function; the boundary depends on the organization’s architecture and tools.

Least privilege means granting only the access necessary for assigned tasks. NIST’s SP 800-171 Rev. 3 calls for reviewing privileges at a defined frequency and reassigning or removing them when needed. In practice, this makes access decisions and reviews important controls against unnecessary permissions accumulating over time.

What to plan before implementing identity governance
Identity governance is an operating model as well as a technology capability. A platform cannot compensate for inaccurate identity data, unclear resource ownership, or review decisions that no one is responsible for completing. The following is a practical planning sequence synthesized from NIST’s capability model and least-privilege guidance and Microsoft’s deployment planning advice; it is not a sequence mandated by NIST.
- Inventory the environment: list identity sources, directories, applications, integrations, workflows, policies, and current data flows.
- Assign ownership: name the people accountable for identity data, access decisions, approvals, reviews, exceptions, and audit evidence.
- Define lifecycle outcomes: specify what should happen when someone joins, changes role, or leaves, including timely removal of access.
- Set control requirements: define least-privilege and separation-of-duties requirements appropriate to the organization and its obligations.
- Classify access paths: decide which access is assigned automatically, requestable, approval-based, time-limited, or subject to review.
- Pilot representative workflows: test integrations and lifecycle changes, verify that connected systems actually reflect the decisions, and adjust policies when they do not.
- Establish ongoing oversight: set review responsibilities and evidence-retention practices before expanding coverage in stages.
How to compare identity governance approaches or platforms
Compare capabilities against the organization’s actual systems and processes rather than relying on feature names alone. Microsoft Entra documentation illustrates some of these capability areas, but it does not provide a neutral performance ranking of products.
