Google’s web browser is Google Chrome. A web browser is software that lets people access and interact with web content hosted on network-connected servers, including websites and the features they offer.
What does a web browser do?
A browser requests web content and displays it so you can read pages and use their features, such as links, forms, and media. Under the EU Digital Markets Act, Article 2(11) defines web browsers as software applications that “allow end users to access and interact with web content hosted on servers that are connected to networks such as the Internet.” The definition also covers browsers that are standalone and those integrated or embedded in other software. This is a legal definition for that regulation, not a universal technical standard. Article 2(11) of Regulation (EU) 2022/1925
Why is Google Chrome a web browser?
The European Commission applied the regulation’s definition to Chrome and concluded that it qualifies: Chrome lets users access and interact with web pages, their content, and their functionality. The Commission decision reports Alphabet’s description of Chrome as a free-of-charge browser based on the open-source Chromium project; that is Alphabet’s characterization, while the Commission’s finding is that Chrome meets the legal definition. Are Chrome’s features part of the definition?
No. Features such as tabs, password management, extensions, autofill, cross-device access, Safe Browsing, Safety Check, and privacy settings are examples of Chrome capabilities, not requirements for software to count as a browser. Google describes these features on its Chrome product page. Their presence does not by itself establish that Chrome is safer or faster than another browser.

Does Incognito make Chrome activity invisible?
No. Google says Chrome deletes browsing history from the device after Incognito windows are closed, making the feature useful for limiting what other people who use that device can see. It does not mean websites cannot process data during browsing or establish that activity is hidden from websites, an employer, a network operator, or Google.
