Flicker fusion rate is the frequency at which a periodically flickering light appears steady rather than flickering. The technical term is critical flicker fusion frequency (CFF or CFFF). It is a perceptual threshold measured under specific test conditions—not a fixed frame rate or a universal limit for human vision.
What does critical flicker fusion frequency mean?
Imagine a light flashing slowly, then flashing faster and faster. Below a certain frequency, you can distinguish the changes as flicker; at the threshold, the flashes appear to merge into continuous light. That transition is the critical flicker fusion frequency. “Flicker fusion rate” is an understandable phrase for it, but frequency or threshold is more technically precise.
CFF describes temporal vision: how an observer perceives changes in light over time. The result applies to the particular stimulus, viewing arrangement, observer, and test procedure used. It is not the number of frames per second at which all human vision operates.
Is there one normal flicker fusion rate?
No single value is established as a universal human limit or cutoff. A 2023 narrative review reports typical adult CFF values around 35–40 Hz in the literature it discusses, but that range is contextual, not a standard that applies to every person or test (Medicina review of CFF confounders).

The measured threshold can change with stimulus and viewing conditions, including:
- Light intensity and the depth or pattern of its modulation.
- Color or wavelength, stimulus size, contrast, and location on the retina.
- Ambient illumination, light adaptation, viewing distance, and geometry.
- Observer characteristics such as age, as well as factors such as fatigue, attention, or—in some research contexts—smoking, drugs, and breathing-gas conditions.
For that reason, a reported CFF value is most useful when the measurement method and conditions are described. Two numbers are not necessarily comparable just because both are given in hertz.

How is CFF measured?
A test presents a flickering light, varies its frequency according to a protocol, and asks the observer whether flicker is visible. The threshold can be estimated from the transition between “flickering” and “steady” responses, or from a psychometric response curve. Research equipment can control an LED stimulus and record responses; the display’s output and test conditions need to be controlled for a meaningful measurement.
A 2017 methods study compared three approaches. Its findings describe that study’s participants and custom laptop-based LED apparatus, not a performance guarantee for every instrument:

In that comparison, staircase and constant-stimuli results had a correlation of r = 0.92, and their Bland–Altman 95% limits of agreement varied by ±3.6 Hz. The authors also reported an effect of up to 3.4 Hz associated with fatigue or loss of attention during the longer constant-stimuli test. These are findings from that experimental context, not universal specifications for CFF testing (Eisen-Enosh et al., Scientific Reports, 2017).

CFF is used to study temporal visual processing and has been applied in selected clinical, occupational, and environmental settings. Its interpretation depends on the purpose of the test and the conditions in which it was validated. A threshold by itself does not establish a diagnosis or measure general intelligence or cognitive state.

CFF also is not interchangeable with a screen’s refresh rate, motion smoothness, or image quality. A test measures perception of a particular light modulation; it cannot by itself show that a person will notice every form of display flicker or that a display above a certain refresh rate will look identical to everyone.
A phone app or consumer display should not be assumed to provide a calibrated, validated CFF assessment. Research measurement calls for controlled stimulus output and an appropriate protocol; the 2017 study, for example, used a custom laptop-based LED apparatus rather than establishing the suitability of a retail device.
