DHS’s Network, Cloud, and Cybersecurity Services 2.0 (NCCS 2.0) is a planned department-wide services contract intended to bring network, cloud and cybersecurity operations under one vehicle. Federal News Network reported a $626 million draft ceiling; that is not an awarded contract value. DHS’s September 2026 notice laid out a prospective procurement schedule, but the available sources do not confirm final terms or an award.
What is DHS NCCS 2.0?
NCCS 2.0 is a procurement led by the Department of Homeland Security’s Office of Procurement Operations, Office of Information Technology Acquisition Center, on behalf of the DHS Office of the Chief Information Officer. The SAM.gov notice describes the intended result as a “DHS Department Wide Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract.” In practical terms, DHS plans one department-wide contract vehicle from which it can order covered services through individual task orders.
The notice identifies the requirement as IT management support services (labor), with Product Service Code DF01 and NAICS 541519, Other Computer Related Services. It is a services acquisition, not a procurement for a specified cybersecurity product or appliance.
What will the DHS cyber contract cover?
The draft statement of work describes support across network, cloud platform, systems, applications and cybersecurity operations. Federal News Network reports that the draft calls for “the full range of cybersecurity, network operations, management, and other professional support services.”

It also describes services to enable DHS to provide “network, cloud platform, system, application, and cybersecurity monitoring and analysis, incident management and coordination, and alert and notification functions in support of the broader DHS information enterprise and to provide other related cybersecurity services,” according to the draft statement of work as reported by Federal News Network.
Network operations and OneNet
The draft’s operational objectives include developing the DHS headquarters Network Operations and Service Center (NOSC) into a mature service entity and positioning it as the central hub for management of DHS OneNet networks, infrastructure, platforms and cybersecurity across classification levels. These are planned objectives in draft materials, not evidence that the capabilities have already been established.

Cloud and cybersecurity operations
The proposed scope joins cloud and network operations with cybersecurity monitoring and analysis, incident management and coordination, and alerts and notifications. DHS has also been pursuing department-wide cloud contracts through its separate Cumulus procurement, with a stated aim of centralizing cloud oversight and improving efficiency. Cumulus provides context for DHS’s consolidation efforts; it is not the same contract as NCCS 2.0.
How much is the DHS NCCS 2.0 contract?
Federal News Network reported a $626 million ceiling, citing the draft request for proposals. It is a reported ceiling for the draft procurement, not a confirmed award amount, guaranteed spending level or final contract value. Final terms could differ.

When will DHS award NCCS 2.0?
DHS’s September 17, 2026 SAM.gov notice listed the following notional milestones. They were planned dates in the notice, not confirmation that each event occurred.

What is confirmed—and what remains unsettled?
The notice, numbered 70RTAC26R00000007 and related to notice 70RTAC26RFI000004, was published on September 17, 2026. It labels the procurement a combined synopsis/solicitation and lists draft materials updated that day, including a statement of work, pricing template, labor-category descriptions, reading-room instructions, vendor questions and draft RFP attachments.
As of Federal News Network’s October 2, 2026 report, the available information supports describing the scope and ceiling as draft procurement details. It does not establish definitive final solicitation terms, a selected contractor or a completed award. The listing of draft attachments on SAM.gov does not by itself prove what the final solicitation contains.
