Cross-screen measurement estimates how many distinct people saw an advertising campaign across linear TV, connected TV (CTV), streaming apps, and other digital screens. Its key job is to deduplicate audiences: instead of adding each platform’s reach—which can count the same viewer several times—it estimates overall reach, overlap, and the additional audience each channel contributed.
For example, if a streaming campaign reaches people who also saw the TV campaign, those viewers are overlap, not entirely new reach. The useful question is how many people the combined campaign reached, how often they saw an ad, and how much audience the streaming activity added beyond TV.
What cross-screen measurement tells advertisers
A cross-screen report combines exposure information from selected channels and estimates how those exposures relate to an audience across screens. Depending on the provider and report, it can show total or overall reach, duplicate audience, exclusive audience, and incremental or added reach. It is an estimate, not a universal census of every person who saw an ad.
The scope matters: a report covering linear TV and one streaming service does not necessarily represent all television, streaming, web, mobile, and social activity. Always read the included channels, audience unit, period, geography, and metric definitions alongside the headline reach number.

How the main TV and streaming ad metrics differ

Why measuring CTV audiences is difficult
One device can represent several viewers
Connected TVs are often watched together. A single device or stream therefore cannot automatically be treated as one person: several people may see the same ad at once. Google says its Campaign Manager 360 unique-reach and frequency metrics account for co-viewing on connected TV devices. The provider’s estimate still depends on its particular measurement approach.
People use multiple screens and identity signals vary
The same person may watch linear TV, use a streaming app on a television, and encounter ads on a phone or computer. Connecting those exposures requires signals and methods that can associate activity across sessions, devices, and services. Identifiers may be incomplete or unavailable, so providers use different combinations of observed data and statistical estimation.

CTV signals and standards are not uniform
IAB’s CTV guide summary identifies fragmented standards and inconsistent signal quality as barriers to accurate measurement: IAB CTV Programmatic Guide. IAB Tech Lab’s Ad Creative ID Framework (ACIF) v1.0 establishes a persistent identifier framework for ad creatives, with intended uses that include frequency management and cross-platform measurement: IAB Tech Lab Ad Creative ID Framework. A creative identifier can help identify which ad ran; on its own, it does not establish that exposures have been correctly deduplicated to individual people.
How providers estimate deduplicated reach
In broad terms, a provider assembles exposure and audience inputs for the channels within scope, then uses identifiers and/or statistical models to estimate which exposures belong to the same person or household. It can then calculate reach, frequency, overlap, and added audience under its own definitions.

Google says Campaign Manager 360’s unique-reach methodology uses statistical models of aggregated behavior across Google products, combined with other signals and local inputs such as census data and probability surveys. Google describes using those inputs to deduplicate reach across sessions, formats, networks, and devices. This is a description of Google’s product, not a universal account of every provider’s method.
Modeling has boundaries. In Google’s documentation, reach and frequency are modeled at country level; estimates can be inconsistent for small geographies; minimum impression and unique-user thresholds apply; modeled data can take up to three days to appear; and most metrics can be reported only for date ranges of 92 days or less. These limits are specific to the documented Google product and may differ elsewhere. Google also says calculations for unique reach, duplicate, exclusive, and overlap in its cross-media report changed on January 13, 2026, so earlier and rerun reports may not be directly comparable.

Google Campaign Manager 360 cross-media report
Google describes a report that combines historical campaign data and third-party TV data with digital campaign data, including CTV, to present incremental and deduplicated reach. Documented measures include co-viewed impressions, average frequency, overall reach, TV campaign reach, added reach, duplicate reach, and exclusive reach. Google lists support in Australia, Brazil, Canada, Chile, Colombia, Japan, the United States, and Vietnam; availability should be checked against the current product documentation. Its methodology-change date and reporting limits are described above.
Nielsen’s Italy announcement
In an announcement dated June 8, 2026, Nielsen said it expanded YouTube campaign deduplication measurement in Italy to combine YouTube viewing on computer, mobile, and CTV with linear TV. The announcement describes comparing YouTube reach inclusive of CTV against linear-TV ad buys. This is a country-specific launch and does not establish availability in other markets: Nielsen announcement on YouTube measurement in Italy.

TV measurement context
Nielsen’s 2023 explainer describes panel-plus-big-data approaches and subminute watermark detection for individual commercials as developments in TV measurement at that time. It also describes C3 and C7 as average commercial-minute ratings including live viewing plus three or seven days of playback, respectively, and says C3 was widely used for transactions in the article’s 2023 context. These are dated descriptions, not evidence that every current market uses the same trading currency: Nielsen on the evolution of TV measurement.
How to compare cross-screen measurement providers
Do not compare providers using a single reach figure without checking the method and scope. Ask for the following details in writing:
- Audience unit: Does the result represent people, households, devices, or modeled users?
- Screen and channel coverage: Which linear TV, streaming/CTV, web, mobile, social, and other environments are included?
- Deduplication basis: What identity signals and modeling approach connect exposures across screens?
- Co-viewing treatment: How are multiple people watching one CTV device estimated?
- Metric definitions: What are the provider’s definitions of unique, incremental, duplicate, exclusive, and overall reach?
- Frequency reporting: Which period is used? Are both average frequency and a distribution available, and can campaign-level frequency caps be managed?
- Data and validation: What panel, impression, census, or other inputs support the estimate? What audits or standards apply?
- Geography and thresholds: Where is the method supported, and what minimum audience or impression thresholds affect reporting?
- Latency and revisions: When is reporting considered complete, and can method changes alter historical comparisons?
These questions reflect documented differences in provider metrics and limitations, as well as the signal-quality and standards challenges described by IAB. No single headline metric can answer all of them.
