The RBI uses it to absorb surplus liquidity from the banking system; the operation’s rate, amount and tenor depend on the auction terms and bids, not on a permanently fixed schedule.
What a VRRR auction does
“Reverse repo” describes the direction of funds: participants lend funds to the RBI, temporarily removing that liquidity from the banking system. “Variable rate” means participants submit offers at rates they are willing to accept, and the auction outcome determines the cut-off rate. This differs from a standing facility with a fixed rate.
The RBI uses liquidity operations to manage short-term surplus or deficit conditions and help keep the weighted average call rate aligned with the policy repo rate. A variable-rate repo works in the opposite direction: it injects liquidity to participants, while a VRRR absorbs it. The RBI describes VRRR mechanics as opposite to variable-rate repo mechanics in its Liquidity Management Framework.
How the auction works
1. RBI assesses liquidity and announces the auction
The RBI decides whether to conduct a discretionary operation and sets its amount, timing and tenor based on its assessment of system liquidity. That assessment can take account of known flows, including reversals of outstanding RBI operations, government-security redemptions, coupon payments and government transactions, as well as less certain influences such as reserve demand, currency in circulation and government expenditure.

The auction notice is the authority for that particular operation’s terms. For example, a notice dated September 10, 2026 announced a 26-day VRRR auction for September 11, with a notified amount of ₹5,00,000 crore, a 9:30–10:00 AM auction window and reversal scheduled for October 7. The notice also set out a process for requesting premature reversal. These were terms for that announced auction, not a standing schedule or its eventual result. See the RBI auction notice.
2. Eligible participants submit offers
Participants submit offers electronically through the RBI’s Core Banking System, e-Kuber. The auction notice and applicable operational guidelines specify who may participate, the submission window and any transaction-specific conditions. Do not assume that eligibility or bid limits from older forms for fixed-rate overnight reverse repos also apply to a VRRR auction.

3. RBI determines and publishes the outcome
The RBI determines a cut-off from the offers received and publishes the result. Its framework says that reverse-repo offers at or above the prevailing repo rate are not accepted. The material cited here does not set out a complete sorting and tie-allocation rule for every VRRR auction, so the result should be read from the RBI’s published terms and outcome rather than inferred from another type of auction.
Result notices can include the tenor, notified amount, offers received, amount accepted, cut-off rate, weighted-average rate and whether acceptance at the cut-off was partial. Offers received show participants’ submitted demand; amount accepted shows how much liquidity the RBI actually absorbed. The cut-off is the marginal accepted rate, while the weighted-average rate reflects the average rate of accepted offers.

For an illustration of those fields, the result for the 3-day auction held January 25, 2022 reported ₹2,00,000 crore notified, ₹73,975 crore offered and accepted, and a 3.99% cut-off and weighted-average rate. Those are historical auction results, not current rates or conditions. See the RBI result notice.
4. The transaction settles and reverses
According to the RBI’s 2025 report on trading and settlement timings, the first leg of a variable-rate reverse repo settles on the same day, within an hour of the auction-result announcement. Reversal occurs at the beginning of the second-leg day. For any individual auction, use its notice for the scheduled reversal date and any early-reversal option. The RBI report is available here.

What a VRRR does—and does not—say about policy
A VRRR is a tool for liquidity management, not by itself a decision to change the policy repo rate or the monetary-policy stance. In its October 2021 statement, the RBI said that “the VRRR auctions are primarily a tool for rebalancing liquidity as part of our liquidity management operations and should not be interpreted as a reversal of the accommodative policy stance.” That statement explains the distinction; it is not a new policy announcement. Read the October 2021 statement.
The RBI described the 14-day VRRR as the main liquidity-management operation when it announced restoration of its revised framework in February 2022, alongside fine-tuning and longer-maturity auctions as conditions warranted. More recent RBI material describes variable-rate reverse repos generally as short-term operations, but an individual notice can specify a different tenor, as the 26-day 2026 announcement illustrates. The February 2022 framework statement is available from the RBI.

How to compare VRRR auction results
When comparing auctions, keep the date and tenor with every figure and use the same result fields each time. That makes it easier to distinguish the RBI’s intended absorption from participant demand and accepted pricing.
Quick Recap
| Field | What it tells you |
|---|---|
| Auction date and tenor | When the auction was held and how long funds were placed. |
| Notified amount | The amount the RBI offered to absorb in that operation. |
| Offers received | The total amount participants submitted. |
| Amount accepted | The amount the RBI actually accepted and absorbed. |
| Cut-off rate | The marginal rate determined by the auction. |
| Weighted-average rate | The average rate across accepted offers. |
| Partial acceptance at cut-off | Whether the RBI accepted only part of offers at the cut-off rate. |
