The code is defined by IEC 60529, “Degrees of protection provided by enclosures (IP Code).” Its two positions describe different kinds of protection, so an IP rating is not a blanket promise that a device is waterproof.
What does an IP rating mean?
IEC 60529 defines the IP Code as a classification of the protection an enclosure provides against ingress. IEC says the standard applies to electrical equipment with a rated voltage not exceeding 72.5 kV. The IEC 60529 catalogue entry identifies the standard and its scope.
In the familiar two-character form, the first position concerns access to hazardous parts and solid foreign objects; the second concerns water. Read each position separately rather than treating the code as one general measure of toughness.
What do the characters in an IP code mean?
- First numeral: protection relating to access to hazardous parts and solid foreign objects.
- Second numeral: protection against water ingress.
- X: no numeral is specified for that position. It does not establish a level of protection for that characteristic.
For example, in IPX4, the X means the code does not specify the first characteristic; the 4 is the water-protection numeral. Do not read X as “no protection” or as proof of a particular level.

How do common water ratings differ?
The water numeral describes a defined exposure category, not a universal waterproof guarantee. The following examples are explanatory shorthand; the standard and the product’s documentation govern exact test conditions.

These exposure groupings are also reflected in a 2025 European Commission notice, which maps splashing to IPX4, streams to IPX5/IPX6, and immersion to IPX7 in the context of battery regulation. The Commission notice describes IP ratings as grading enclosure resistance to dust or liquid ingress. SGS’s May 2025 technical guide summarizes IP5X as allowing limited dust ingress that must not cause harmful effects, IP6X as dust-tight, and the water examples above.

Is an IP rating the same as waterproof?
No. A code indicates performance against specified ingress tests, not suitability for every environment or every kind of water exposure. An immersion rating by itself does not establish performance against all jet exposures. Likewise, the code alone does not account for every installation or operating condition.
If the intended use depends on exposure duration, water pressure, temperature, or installation details, check the manufacturer’s stated conditions for that exact product. Do not assume that a rating covers conditions beyond those described.

How should you compare two IP ratings?
Compare the characteristic relevant to the use rather than ranking codes on a single “more waterproof” scale. A water numeral addresses a different exposure type at each level, while the first position describes access and solids protection. Also check whether either position is marked X.
- For a dusty environment, compare the first numerals and the manufacturer’s stated conditions.
- For splashes, jets, or immersion, compare the water numerals against the actual exposure type.
- For a product decision, confirm the complete marked code and the manufacturer’s test and use conditions.
Which edition of IEC 60529 is listed?
The IEC catalogue record identifies the consolidated publication as IEC 60529:1989+AMD1:1999+AMD2:2013 CSV, edition 2.2, published on August 29, 2013. The record includes corrigenda through January 2019 and gives a stability date of 2027. For compliance work, confirm the current catalogue record and any applicable product-specific rules.
