An Applicant Tracking System (ATS) is software that helps an employer manage recruiting and hiring. An ATS stores candidate records, publishes jobs, collects applications, parses résumés, supports searching and screening, coordinates interviews, manages offers, and reports on the hiring pipeline. Some employers add automated rules or AI features, but no universal ATS algorithm exists.

The phrase sounds technical, but the basic idea is straightforward: an ATS is a shared recruiting database and workflow platform. Recruiters, hiring managers, interviewers, coordinators, and sometimes candidates interact with different parts of the system as an application moves from submission to rejection, hire, or a future talent pool.

Key takeaways

  • An Applicant Tracking System (ATS) manages much more than résumé scanning, including job requisitions, applications, interviews, communications, offers, and recruiting reports.
  • Résumé parsing extracts details such as employers, job titles, dates, skills, education, and certifications, but unusual layouts, images, columns, and ambiguous dates can produce errors.
  • Some employers use ATS rules, knockout questions, keyword searches, matching, or ranking, while others use the ATS mainly as a database and workflow tool.
  • There is no universal ATS score or single algorithm that determines whether every candidate receives an interview.
  • An ATS-friendly résumé is readable by both software and people: use selectable text, conventional headings, truthful job-related terminology, and every required application field.
  • Employers should evaluate candidate experience, accessibility, privacy, integrations, AI governance, reporting, implementation effort, and total cost—not just the feature list.

What does Applicant Tracking System mean?

“Applicant Tracking System” describes a shared software platform for managing people who apply for jobs and the steps those people take through recruitment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Applicant means a person who applies for a job.
  • Tracking means recording the applicant’s stage, communications, interview feedback, decisions, and next actions.
  • System means the connected software used by recruiters, hiring managers, interviewers, administrators, and sometimes candidates.

Modern ATS platforms can begin before an application exists, with job-requisition creation, approval, sourcing, and job distribution. They can continue through interviews, offers, analytics, and a handoff to onboarding or a broader HR system. An ATS is therefore better understood as recruiting workflow software and a candidate database than as a résumé scanner.

The exact feature set depends on the vendor, plan, integrations, geography, and employer configuration. Greenhouse’s ATS overview describes the recruiting lifecycle from requisition and application collection through interviews, offers, and reporting, while Oracle explains ATS capabilities that can include filtering, matching, and automation.

How does an ATS work from job posting to hire?

An ATS commonly moves a candidate through a sequence like this, although individual products may omit, combine, or reorder steps.

  1. Create and approve a requisition. The employer defines the title, department, location or remote status, employment type, level, compensation information where configured, hiring team, interview plan, and required approvals.
  2. Publish the job. The job may appear on the employer’s career site and selected job boards, social channels, referral pages, or recruiting campaign pages. Distribution varies by vendor, contract, integration, job board, and geography; no ATS automatically posts to every job board.
  3. Collect applications. Applications may arrive through the career site, job-board integrations, employee referrals, recruiting events, or recruiter-entered candidate records.
  4. Store the submission. The system stores the uploaded résumé or CV, structured form fields, screening-question answers, source information, and candidate communications.
  5. Parse résumé information. Where parsing is supported, the ATS extracts information from the document into structured profile fields.
  6. Apply screening and organization tools. Recruiters may use keywords, skills, location, education, certifications, experience, application answers, pipeline stage, interview results, or hiring-team assessments. Employer-defined rules may trigger actions or remove candidates from consideration.
  7. Review candidates. A recruiter or hiring team reviews applications and may advance a candidate, place the candidate on hold, request more information, or reject the application.
  8. Coordinate interviews. Calendar integrations, self-scheduling links, reminders, interview plans, interviewer assignments, and scorecards can reduce email coordination.
  9. Record feedback and decisions. Interviewers submit structured feedback, often through scorecards or evaluation forms. Recruiters and hiring managers record decisions and next steps in the candidate record.
  10. Manage the offer and report on results. Depending on the product, the ATS may support offer approvals, drafting, electronic signatures, and status tracking. Reports can show applicant volume, sources, time in stage, conversion, workload, offers, and hires.

For a candidate, the important distinction is that résumé upload and application-form completion are separate data events. The recruiter may see information extracted from the résumé, information typed into form fields, and answers to screening questions. A résumé does not necessarily substitute for a required application field.

Workday’s ATS explanation describes résumé information being extracted into structured candidate profiles, while Workday’s recruiting documentation covers the broader recruiting workflow.

What does an ATS do with a résumé?

An ATS may parse a résumé, convert its contents into searchable fields, and help recruiters find or organize candidates; parsing is an interpretation step, not a perfect transcription.

Résumé parsing

Parsing can identify potential:

  • Name and contact information
  • Employers and job titles
  • Employment dates and work history
  • Skills and certifications
  • Education and credentials

A parser can misread dates, columns, tables, symbols, acronyms, headers, footers, employer names, or text placed inside an image. The U.S. Department of Labor’s résumé-format guidance warns that automated screening technologies may not index non-text files and may have difficulty with certain résumé formats, including functional résumés that omit dates.

Search and filters

Recruiters can search candidate records for job-related terms and filter applications using criteria such as location, education, years of experience, certifications, work authorization, availability, stage, source, or screening-question answers. A filter can affect which applications a recruiter sees first without making the final hiring decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Rules, matching, and ranking

Some ATS products compare candidate information with job criteria, prioritize records, or trigger automated actions. A “match” or ranking is a configured signal, not an objective measure of a person’s overall ability. Recruiters should inspect the underlying evidence and be able to correct or override an inappropriate result.

Capability What it does Is it universal?
Résumé parsing Extracts résumé content into structured fields. No; support and accuracy vary.
Keyword search Finds specified words or fields in candidate records. Common, but implementation varies.
Knockout questions Applies employer-defined requirements to answers. Optional and configured by the employer.
Rules Triggers actions based on application data or pipeline stage. Optional and workflow-dependent.
Matching Compares candidate information with job criteria. Available in some products and plans.
Ranking Orders candidates according to configured signals. Not present or used in every ATS.
Generative AI Creates or summarizes text, recommendations, or conversational responses. An optional feature or connected tool, not the definition of an ATS.

Does an ATS automatically reject résumés?

An ATS can automatically reject an application in some employer configurations, but an ATS does not automatically reject every résumé and there is no universal ATS score.

An employer may configure a knockout question or rule for a condition such as a required certification, work authorization, location, availability, or another job requirement. Another employer may use the same type of system mainly to store applications and let recruiters make screening decisions manually. A third employer may use keyword search, matching, or ranking only to prioritize the review queue.

The accurate answer is: an ATS can organize, filter, search, and sometimes rank applications, but the exact screening process is controlled by the employer, the vendor’s features, and the enabled configuration. A candidate who is not contacted cannot reliably conclude that a résumé was rejected by a robot, because other explanations include application volume, a narrow employer filter, an incomplete form, a parser error, timing, or a human decision.

“Wrong keywords always cause rejection” is also too broad. Job-related terminology can affect search or matching in some workflows, but keyword use is only one possible signal and does not replace evidence of skills, results, experience, or judgment.

Is an ATS the same as AI recruiting software?

No. An ATS is the broader recruiting-management system; AI recruiting is an optional capability that may be built into the ATS or connected through a third-party tool.

AI-enabled recruiting features documented by vendors can include résumé matching, candidate sourcing, job-description assistance, candidate chat, text-to-apply, interview transcription, scorecard summaries, résumé anonymization, and candidate prioritization. Feature availability can depend on the product, plan, geography, configuration, additional services, or usage credits. Greenhouse’s AI feature documentation illustrates that AI functions sit inside a broader recruiting platform rather than defining every ATS.

Employers evaluating AI should ask whether recommendations can be explained, whether recruiters can override them, what data is used, whether outputs are logged, whether features can be disabled, how model changes are communicated, and how candidates request accessible alternatives. Vendor descriptions of review, override, or model-performance controls should be verified during procurement rather than assumed from an “AI-powered” label.

What should candidates know about an ATS-friendly résumé?

An ATS-friendly résumé is a document that software and people can read reliably; it is not a guaranteed interview strategy or a universal format that works identically in every recruiting system.

Use a readable structure

  • Use conventional headings such as Experience, Education, and Skills.
  • Use selectable text rather than a scanned image.
  • Keep essential information out of graphics, charts, logos, and decorative elements.
  • Be cautious with complex tables, text boxes, multi-column layouts, headers, and footers.
  • Follow the employer’s requested file type and application instructions.

Complete the application form separately

Enter required information into the form even when the same information appears on the résumé. Structured fields may be used for searching, screening, reporting, or compliance-related processes, and the recruiter may not manually reconstruct every field from the uploaded document.

Use terminology truthfully

Use the employer’s job-related terminology when the terminology accurately describes your experience. Do not keyword-stuff, hide terms in white text, or claim skills you do not have. A readable résumé with clear evidence is safer than trying to exploit a supposed universal ATS formula.

Check the parsed fields before submitting

If résumé upload fills employer, title, date, education, or skill fields automatically, review every field. Correct errors before submission. If the form prevents correction, upload a simpler text-based document if replacement is allowed or contact recruiting support.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no single résumé layout that every ATS handles identically. Parsing behavior varies by vendor, file type, integration, and employer form. Following the employer’s instructions and using a clean, text-based document is more defensible than buying an “ATS score.”

What happens after a candidate submits an application?

After submission, the ATS may store the résumé and form data, send a confirmation, apply required-question rules, and place the candidate in an employer-defined review stage.

  1. The candidate finds a job posting.
  2. The candidate applies through the employer’s career site or an integrated job-board flow.
  3. The candidate uploads a résumé and enters structured information.
  4. The ATS parses or stores the submission.
  5. Required questions or employer-defined criteria may be checked.
  6. A recruiter or hiring team searches, filters, prioritizes, and reviews the application.
  7. The candidate is advanced, held, rejected, or contacted for more information.
  8. If advanced, interviews, assessments, scheduling, feedback, communications, and an offer may be managed through the ATS or connected tools.

If an application arrives through a job board, the job board may redirect the candidate to the employer’s ATS, transmit the application through an integration, or collect information before sharing it. Save the final confirmation page, application ID, job title, and posting details. Clicking “Apply” on a job board does not always mean the employer’s application was fully submitted.

No confirmation email can result from a submission failure, an incorrect email address, spam filtering, an integration delay, or an employer workflow configuration. A candidate should check the application portal and contact recruiting support if the status is unclear.

Who uses an ATS?

Recruiters are the primary users, but an ATS can give different participants different views and permissions.

User Typical activity
Recruiter Reviews applications, searches the database, communicates with candidates, and advances pipeline stages.
Hiring manager Reviews candidates, approves requisitions, and participates in selection decisions.
Interviewer Views the interview plan and submits structured feedback or a scorecard.
Coordinator Schedules interviews, sends reminders, and manages logistics.
HR administrator Configures permissions, workflows, templates, integrations, and reports.
Candidate Uses the career site, application form, scheduler, chatbot, assessment, or offer workflow rather than the employer’s internal interface.
Finance or compliance team May use approvals, reports, audit records, or recruiting metrics.

What are the benefits of an ATS for employers?

An ATS can centralize recruiting information and reduce coordination work, but the software does not automatically improve hiring quality.

  • One candidate record: Résumés, forms, communications, feedback, decisions, and stage history are less dependent on separate spreadsheets and email threads.
  • Visible ownership: Recruiters and hiring managers can see who is responsible for the next action.
  • Consistent workflow: Requisition approvals, interview plans, scorecards, and communications can follow defined processes.
  • Less repetitive administration: Scheduling links, reminders, application confirmations, status updates, and templates can automate routine work.
  • Collaboration: Hiring teams can review candidates and record feedback in one shared environment.
  • Candidate rediscovery: Searchable records can help recruiters find previous applicants or sourced candidates for future roles.
  • Reporting: Organizations can analyze sources, bottlenecks, stage conversion, recruiter workload, offers, and hires.
  • Integration: Connections to calendars, assessments, background checks, HRIS or HCM platforms, e-signature tools, and job boards can reduce duplicate data entry.

Reports are only as reliable as the data and workflow discipline behind them. An organization with inconsistent stages or incomplete feedback can produce a polished dashboard that gives a misleading picture of recruiting performance. Structured workflows may improve consistency, but poor criteria or biased historical data can still be encoded and scaled by software.

What are the limitations and risks of an ATS?

Parsing errors and false negatives

A qualified candidate can be overlooked when a parser misreads a date, skill, title, certification, or work history, or when a recruiter’s filter is narrower than the actual job requirement. Different terminology, an unexpected field, an incomplete application, or a misunderstood screening question can also reduce visibility.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These risks do not prove that every ATS uses a simplistic keyword gate. They show why employers should test parsing, review rejected or overlooked profiles, and avoid treating a structured profile as a perfect copy of the original résumé.

Bias amplification

Automated hiring tools can reproduce or amplify biased criteria, historical hiring patterns, proxy variables, inaccessible assessments, or inappropriate ranking signals. The U.S. Department of Justice guidance on artificial intelligence and the ADA warns that hiring technologies can screen out qualified people with disabilities, including through facial or voice analysis, and that employers may need accessible alternatives or reasonable adjustments.

Employers should monitor false negatives, document overrides, test selection criteria, involve accessibility specialists where appropriate, and provide a usable accommodation process. A vendor’s compliance feature or bias-audit material does not by itself make an employer legally compliant.

Candidate experience problems

Long applications, repeated data entry, broken integrations, confusing status labels, inaccessible tests, and impersonal or mistimed automated messages can damage the candidate experience. Employers should complete the application as a candidate on desktop and mobile, test assistive-technology access, and verify that confirmations and error recovery work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Privacy and security

An ATS can contain résumés, contact details, work histories, interview notes, demographic data, assessment results, and offer information. Buyers should ask about hosting location, retention and deletion, candidate consent, access controls, role-based permissions, audit logs, encryption, subprocessors, data export, integration security, and what happens when the contract ends.

Retention after rejection has no universal period. Employers may retain applications for legal, reporting, future-opportunity, or talent-pool purposes, subject to the employer’s policy, contract, jurisdiction, and applicable law.

What is the difference between an ATS, HRIS, CRM, and job board?

The systems overlap, but their primary purposes differ.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
System Primary purpose Typical relationship to an ATS
ATS Manage applicants and the hiring workflow. Usually the recruiting system of record.
HRIS or HCM Manage employee records and broader HR processes. May receive a hired candidate from the ATS or include recruiting functionality.
Recruiting CRM Build relationships with prospective or passive candidates before they apply. May be integrated with or combined with an ATS.
Job board Advertise jobs and attract applicants. May distribute listings to or send applications into an ATS.
Assessment platform Test skills, knowledge, or work-related capabilities. May send results back to the ATS.
Background-check platform Collect and process screening checks. May be connected after a candidate reaches a defined stage.
Scheduling tool Coordinate interviews and calendars. May be built into the ATS or integrated with it.

The practical question for a buyer is which platform is the system of record: where the authoritative candidate profile, stage, communications, feedback, decisions, and reports live. Some products combine categories. For example, Lever describes a platform combining ATS and recruiting CRM functions, while Workday Recruiting sits within a broader HCM environment.

How should an employer choose an ATS?

An employer should choose an ATS by matching the system to hiring volume, workflow complexity, candidate experience, integrations, governance, and total cost—not by selecting the product with the longest feature list.

1. Match the product to hiring volume and complexity

Ask how many jobs are open simultaneously, how many applications arrive per job, whether the company has multiple locations or approval chains, whether hiring is continuous, and whether international recruiting is required. A small employer hiring a few people a year may not need an enterprise HCM suite. A high-volume or regulated employer may need deeper permissions, auditability, reporting, and integrations.

2. Test the candidate experience

Apply for a test job on a phone and computer. Check the number of screens, save-and-return support, résumé-field accuracy, status messages, scheduling, error recovery, assistive-technology compatibility, and how easily a candidate can request an accommodation.

3. Verify workflow flexibility

Test custom stages, conditional workflows, approval routing, role-specific interview plans, internal mobility, employee referrals, requisition templates, automated communications, and candidate rediscovery.

4. Demand live reporting examples

Ask to see source-of-hire, funnel conversion, time in stage, candidate drop-off, hiring-manager workload, offer acceptance, diversity analytics where legally and operationally appropriate, exports, and API access. Test whether the vendor’s definitions match the organization’s definitions.

5. Check integrations and data ownership

Confirm compatibility with the HRIS or HCM, payroll, calendar, email, video interviewing, assessments, background checks, job boards, sourcing tools, e-signature, single sign-on, data warehouses, and business-intelligence tools. Require clear answers about retention, deletion, export format, subprocessors, permissions, audit trails, and migration at contract termination.

6. Govern automation and AI

Ask which functions use AI or machine learning, whether AI is enabled by default, what candidate data is used, whether recommendations are explainable and overrideable, whether outputs are logged, whether features can be disabled, how model updates are communicated, and how accommodations are handled.

Common ATS misconceptions

  • “An ATS is only a résumé scanner.” Résumé parsing is one function in a broader recruiting workflow.
  • “Every ATS rejects résumés with missing keywords.” Employers configure screening differently, and many systems are used mainly for storage, workflow, and collaboration.
  • “There is one universal ATS algorithm.” Vendors, plans, integrations, employer rules, and enabled features differ.
  • “AI and ATS mean the same thing.” AI is an optional or embedded capability, not the definition of an ATS.
  • “Every ATS reads PDFs perfectly.” Some PDFs and layouts parse well; others create errors. Follow the employer’s instructions and use clean, selectable text.
  • “An ATS guarantees fair hiring.” Software can standardize a process while still scaling biased criteria, inaccessible assessments, or poor configuration.
  • “A vendor’s compliance badge makes the employer compliant.” Legal obligations depend on how the employer uses the system and which laws apply.

What should a candidate do if an ATS causes a problem?

A candidate should verify the submission, correct structured fields, preserve evidence of the application, and request an accessible alternative when needed.

  1. Review auto-filled résumé fields before submitting.
  2. Complete every required form field accurately, even if the résumé contains the same information.
  3. Use the requested file type and a clean, text-based résumé.
  4. Save the confirmation page, application ID, job description, and posting date.
  5. Check spam folders and the application portal if a confirmation email does not arrive.
  6. Contact recruiting support if the form prevents a correction or the application appears incomplete.
  7. Request a reasonable accommodation or accessible alternative if an automated tool or assessment creates a disability-related barrier.

International candidates should also check how the system handles names, addresses, dates, credentials, languages, work authorization, and privacy notices. ATS behavior is not identical across countries or languages, and retention rules vary by employer and jurisdiction.

Frequently Asked Questions

Can an ATS read a PDF résumé?

An ATS may read a text-based PDF, but PDF compatibility and parsing quality vary by vendor, layout, integration, and employer configuration. Follow the employer’s requested file type and avoid scanned images, graphics containing essential information, complex columns, and text boxes.

Does an ATS automatically reject résumés?

Some employers configure ATS knockout questions, filters, or rules that can automatically reject applications, while other employers use an ATS mainly as a candidate database and workflow tool. No universal ATS behavior or score applies to every employer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Are ATS keyword scores real?

Some recruiting products support keyword search, matching, prioritization, or ranking, but there is no standardized ATS score across employers. A match or ranking is a configured signal, not an objective measure of a candidate’s overall qualifications.

Is an ATS the same as an HRIS?

An ATS primarily manages applicants and the recruiting workflow, while an HRIS or HCM primarily manages employee records and broader HR processes. Some HCM platforms include recruiting, so the categories can overlap.

How long does an ATS keep an application?

There is no universal ATS retention period. Employers may retain applications for legal, reporting, future-opportunity, or talent-pool purposes according to their policy, contract, jurisdiction, and applicable requirements.

The Bottom Line

An Applicant Tracking System (ATS) is the employer’s recruiting system of record: it organizes applications, candidate data, screening activity, interviews, feedback, offers, and reporting. Résumé parsing and AI ranking may be included, but neither is universal. Candidates should submit readable, truthful materials and complete the form carefully; employers should test accuracy, accessibility, privacy, governance, integrations, and total cost before choosing a platform.
