NIST uses the more precise term operating-system virtualization for this concept. It is related to—but not automatically the same as—a virtual machine, guest operating system, or container.
What does “virtual operating system” mean?
NIST defines operating-system virtualization as “A virtual implementation of the operating system interface that can be used to run applications written for the same operating system.” The definition appears in the NIST CSRC glossary and is attributed to NIST SP 800-190 and SP 800-125.
In practical terms, software provides an environment that presents an operating-system-compatible interface. Applications designed for that operating system can then run within the virtualized environment. The defining point is the virtualized OS interface—not simply that an operating system happens to be running on simulated hardware.
Is a virtual operating system the same as a virtual machine?
No. The terms refer to related but distinct concepts. A virtual machine (VM) is a simulated computing environment. Depending on the definition and context, it can include virtualized hardware, a guest operating system, and applications running on that guest OS. NIST’s virtual machine glossary entry includes definitions describing both a simulated environment and a complete software-defined execution stack.

The distinction depends on the layer being discussed: an OS interface, a simulated computer environment, or the operating system installed inside that environment. Since “virtual operating system” is sometimes used loosely, identify the specific meaning from context rather than treating it as a technical synonym for every VM or guest OS.
How does a virtual operating system differ from a container?
Containers are another form of virtualization, but they are not interchangeable with virtual machines or operating-system virtualization. Microsoft’s virtualization documentation treats containers and virtual machines as distinct areas within broader virtualization guidance. When precision matters, name the technology or layer being discussed instead of using “container,” “VM,” and “virtual OS” as if they meant the same thing.

What is an example of a virtualized operating system?
Apple describes its Virtualization framework as a way for developers to create virtual machines and run macOS and Linux-based operating systems in environments they configure. That is an example of VM-based operating-system execution: the operating system runs in a virtual machine. It illustrates the relationship between VMs and operating systems, but it is not a substitute for NIST’s narrower definition of operating-system virtualization.

Which term should you use?
- Use operating-system virtualization when you mean a virtual OS interface used to run applications written for that same OS.
- Use virtual machine when you mean a simulated computing environment, often with virtualized hardware and a guest OS.
- Use guest operating system when you mean the OS installed or booted inside a VM.
- Use container when you mean the distinct container technology covered separately from VMs in virtualization documentation.
