A social security contribution arrears notice says an authority or plan administrator believes an employer has unpaid or underpaid contributions for specified periods. Authenticate the notice, note every deadline, reconcile its amounts against payroll and payment records, then pay what is due or use the stated correction or review process. The notice’s country, issuer and exact type determine the applicable rules; there is no universal deadline or appeal procedure.
What does an arrears notice mean?
The notice may be an account statement, a demand to regularize a debt, a formal notice before enforcement, or a plan-specific arrears form. Those documents are not interchangeable: their legal effect, response deadlines, penalties, payment channels and review rights depend on the issuing system and the stage of the process.

Start by identifying the country, issuing authority or plan administrator, the account involved, and the notice type. Use the notice’s instructions and independently verified official contact details—not assumptions based on another country’s process.

1. Authenticate the notice and calendar its dates
- Confirm the notice and account through the authority’s official portal or contact details found independently on its website.
- Record the issue date, payment deadline, response or challenge deadline, periods covered, amount claimed, and any stated consequence of missing a date.
- Keep the original notice and its envelope or electronic delivery record.
Treat every stated date as urgent. A demand may precede enforcement, and additional charges may accrue under the applicable rules.

2. Reconcile the claim period by period
Compare each period on the notice with payroll registers, worker start and end dates, wage bases, filed returns and amendments, remittance confirmations, bank debits, and the authority’s account ledger. Check whether a payment was credited to a different period or account. Period-level earnings and employee and employer contribution details are also requested on Saskatchewan’s plan-specific SHEPP arrears form.
Do not assume a partial payment cleared the balance. Poland’s ZUS guidance says a short payment may be allocated proportionally, leaving contribution arrears and interest outstanding; it describes interest as accruing from the day after the payment deadline through the payment date. Its page dates from 2017, so check current official rules rather than relying on an old numerical rate: ZUS guidance on underpayment or delayed payment.

3. Separate undisputed amounts from disputed items
Prepare a concise reconciliation with a row for each period and columns for the amount claimed, the amount in your records, supporting filing or payment evidence, the difference, and the correction requested. Identify the likely source of each discrepancy: a missing filing, missing payment, payroll calculation, worker record, duplicate assessment, or payment-allocation issue. Make specific, documented claims rather than simply asserting that the notice is invalid.
4. Respond through the official channel
If the amount is correct, follow the notice’s payment instructions and retain confirmation. If it is wrong, submit the relevant evidence and correction or review request through the stated official channel before the applicable deadline. Ask the authority whether to pay undisputed sums while the rest is reviewed, whether a challenge pauses collection, and whether an installment arrangement is available. Do not assume that a dispute suspends collection or that installments are an automatic entitlement.
Rank #3
5. Keep an audit trail and fix the cause
Retain the notice, payroll calculations, filed returns, bank confirmations, account extracts, correction submissions and correspondence. Once the discrepancy is resolved, correct the payroll setup or reporting process that caused it. Reporting records can help with a payroll-liability reconciliation: for example, UK employers generally send a Full Payment Submission on or before payday and can submit an Employer Payment Summary by the 19th of the following tax month for applicable reductions, according to HMRC’s payroll reporting guidance. Reporting requirements differ elsewhere.
Why do deadlines and consequences differ?
Official examples show why an employer must read the specific notice rather than apply a penalty or deadline from another jurisdiction. The figures below belong only to the described systems and conditions.

| Jurisdiction and source | What the official guidance describes |
|---|---|
| Spain — Government guidance on paying social security contributions | For employers that requested the contribution assessment and supplied the required information, the described surcharges are 10% when paid in the first calendar month after the deadline and 20% from the second month. Where no assessment was requested, the debt notice applies 20% if paid within its stated payment period or 35% afterward. Unpaid debt may proceed to an electronically notified enforcement notice. |
| France — Social Security Code, Article L133-9-2 | For the collection context covered by this article, in force from 1 July 2026, the surcharge is 6% on covered amounts unpaid by the due date, with an additional 1% per month or fraction after three months. If a formal notice to regularize within 15 days has no effect, the authorized director may issue a payment constraint. These terms are not a general rule for all French contribution debts. |
| Saudi Arabia — GOSI employer FAQ | GOSI says it may seek a court order for attachment and compulsory execution if contributions and delay fines remain unpaid after notifying the employer and giving a 15-day grace period. |
| Poland — ZUS underpayment or delayed-payment guidance | The guidance describes interest from the day after the payment deadline through the payment date, and proportional allocation of a short payment. The page dates from 2017; it does not establish a current numerical rate. |
| Malaysia — PERKESO enforcement | PERKESO lists collection of arrears and short payments, late-payment interest, and assistance for employers facing contribution difficulties among its enforcement functions. |
These examples are not a penalty comparison or a guide to the law in an unspecified country. Check the current rule and the notice for the employer’s jurisdiction.

- Whether collection continues during review, and the official payment and submission channels.
For example, the SHEPP form is a plan-specific contribution arrears form with an employer declaration and an instruction to keep a copy; it is not a general government social-security notice. By contrast, the cited national guidance describes processes specific to its own authority and jurisdiction.
When should an employer get local advice?
Contact the issuing authority or a qualified local payroll or tax adviser if you cannot confirm the notice, do not understand the calculation, need to challenge worker or wage records, have missed a deadline, or cannot pay in full. Ask about the applicable review route, any installment option, and whether collection continues during a challenge. The notice and local rules—not a general checklist—control those answers.
