A RAW status in Windows means it cannot identify the volume’s file system. It does not, by itself, tell you whether the volume is empty, uses a format Windows does not recognize, is corrupted, or has a disk or connection problem—and it does not prove that the data is gone. If you need files from the volume, do not format it.
What does RAW mean in Windows?
When Windows shows a disk volume as RAW, it is reporting that it does not recognize a usable file system on that volume. The label describes Windows’ recognition of the volume, not a definitive diagnosis of the drive or its contents. Microsoft explains that storage Windows does not recognize has historically been identified as RAW: Microsoft’s File System Recognition documentation.
A RAW volume might be empty, use a file system Windows does not recognize, or have a corrupted file system. A disk fault or connection issue can also be involved. The status alone cannot distinguish among these possibilities, and it does not establish whether files can be recovered.
Is RAW itself a file system?
Not in the usual sense of a normal on-disk format such as NTFS. Microsoft also uses “RAW file system” for a kernel mechanism: when no existing file-system driver recognizes a volume’s layout, this mechanism can mount the volume and provide direct block-level access to information that may help identify it. That technical use is distinct from the RAW status a Windows user sees. See Microsoft’s documentation on obtaining file-system recognition information.

Windows can also recognize some otherwise unfamiliar formats through recognition information supplied by the file-system developer. Consequently, a RAW label should be read as “Windows does not recognize this volume’s file system,” not as proof that the drive has a particular format or physical failure.
What should you do if a drive shows RAW?
Choose your next step based on whether the files matter and whether Windows detects the disk and partition. Microsoft’s Disk Management troubleshooting guidance includes rescan and connection checks, but do not take actions that could overwrite data if recovery is the priority.

If you need the files
- Do not format the volume. Microsoft warns that formatting erases all data and says not to format when trying to recover files.
- Minimize use of the affected drive and computer. For deleted-file recovery, new activity can overwrite disk space where file data remains.
- Consider the value of the files. Microsoft notes that a data recovery lab may be an option when the files are vitally important.
If you are checking for a disk or connection problem
Microsoft’s troubleshooting suggestions include rescanning disks in Disk Management, reconnecting an external drive, connecting it directly to a PC USB port rather than through a hub, trying another cable, and testing the drive on another PC. If the issue follows the drive across another cable, port, or computer, that is useful context when deciding what to do next; it still does not identify the exact cause on its own.
If the volume is known to be empty
Formatting may be appropriate when you have confirmed the disk is empty and want to prepare it for use. Formatting erases data, so do not use it as a diagnostic step on a volume whose contents you want to keep.

Can Windows File Recovery recover data from a RAW drive?
Microsoft’s Windows File Recovery is a command-line app for trying to recover deleted files from local storage. Its documentation does not promise that it can repair every volume Windows displays as RAW. If you use it, recover to a drive different from the source; Microsoft suggests a USB or external drive if you have only one drive available.
The documented command form is:
winfr source-drive: destination-drive: [/mode] [/switches]

Microsoft’s mode guidance depends on the file system and situation:

These modes are guidance for the cases Microsoft describes, not a guarantee that recovery will succeed or that a RAW volume can be repaired. Read Microsoft’s Windows File Recovery instructions before running the command.

What RAW does—and does not—tell you
- It tells you Windows does not recognize the volume’s file system.
- It does not tell you whether the volume is empty, which file system it contains, or why Windows cannot recognize it.
- It does not prove that the files are permanently lost.
- It is not the same as formatting the drive or changing it to NTFS.
