A generative recommender uses a generative model to produce recommendation outputs. In one important design, called generative retrieval, the model predicts an identifier for a catalog item token by token from a user’s recent activity. The generated identifier is then matched to an item already in the catalog; the system is not necessarily inventing a new product or piece of media.
The term is broader than that one design: some systems generate natural-language recommendations or combine recommendation with conversation. Generative recommenders can also work alongside conventional ranking and filtering stages.
What does “generative recommender” mean?
It is an umbrella term for recommendation systems in which a generative model produces some or all of the recommendation output. The output might be an item identifier, natural-language text, or both. A 2024 survey of LLM-based recommendation describes both direct generation from an item pool and using a large language model (LLM) as one component in a more traditional recommendation pipeline.
That distinction matters: “generative” does not mean every recommender is a chatbot. Nor does it guarantee that the system handles retrieval, ranking, explanations, and dialogue in one model. The architecture depends on what the model is asked to generate.

How does generative retrieval work?
A concrete example is TIGER, a method published at NeurIPS 2023. Its central idea is to represent each catalog item with a Semantic ID—a sequence of discrete tokens encoding semantic information—and train a sequence-to-sequence Transformer to predict the next item in a user’s session.
- Assign each item a Semantic ID. The catalog item is represented by a tuple of discrete semantic tokens rather than being retrieved only through a conventional vector-index lookup.
- Use the session as context. The model receives the Semantic IDs for items the user has interacted with in sequence.
- Generate the next ID one token at a time. The autoregressive model predicts a likely Semantic ID from the preceding session IDs.
- Resolve that ID to a catalog item. The system looks up the generated identifier and returns the matching item as a recommendation.
The generative step is therefore the production of an identifier that points to a known candidate. TIGER’s authors report improved retrieval performance on their evaluated datasets, including for items without prior interaction history. That is a finding about those evaluations, not evidence that generative retrieval universally solves cold start.

How is it different from a conventional recommender?
A common conventional architecture divides recommendation into stages. Google’s overview describes candidate generation to reduce a large item pool, scoring to order a shortlist, and re-ranking to apply additional criteria such as freshness, diversity, or fairness. A generative retriever changes how candidates are produced: instead of relying only on a vector search over an index, the model decodes item identifiers from context.

This is a contrast between common designs, not a claim that every deployed recommender follows identical stages. A generative system can still use ranking, filtering, or other components after retrieval. Conversely, a system may aim to unify more of the process in one model. “Generative” describes the production mechanism, not a fixed end-to-end blueprint.

Can a generative recommender also generate explanations?
Yes. Generating an item and generating an explanation are separate architectural choices. Google Research’s 2025 REGEN account describes a hybrid approach in which a sequential recommender selects an item and a lightweight LLM writes a narrative. It also describes LUMEN, which handles critiques, recommendations, and narratives in one model, emitting either item-ID tokens or ordinary text.
These examples show two possible arrangements: one model can recommend while another explains, or a unified model can generate both item identifiers and text. They do not establish that one arrangement is best for every application.

What do reported results show—and what don’t they show?
In Google Research’s 2025 REGEN experiments, including critiques in the hybrid FLARE model was associated with the following Recall@10 results:

These are results on the named experimental datasets, not general production benchmarks or direct comparisons with unrelated recommenders. Recall@10 measures whether relevant items appear among the top ten recommendations; it does not by itself evaluate explanation quality, user satisfaction, latency, or operating cost. The sources described here do not establish a universal speed, cost, or production-scale advantage for generative approaches.

What should you compare when evaluating one?
For a product or research system, compare its actual role and evaluation rather than relying on the “generative” label. Useful questions include:

- How is it built? Are recommendation and language generation separate components, or jointly handled by one model?
- How are items represented and retrieved? Does the system search vectors in an index, decode discrete item IDs, or combine approaches?
- Which pipeline stages remain? Does it only retrieve candidates, or also score, re-rank, filter, explain, or support dialogue?
- How was it evaluated? Check dataset, setup, and metrics. Recall@K or NDCG can describe retrieval performance, while explanation quality and interaction need their own evaluation.
- What are deployment trade-offs? Measure latency and operating cost for the intended workload; the cited research does not establish a general advantage on either measure.
