A burner phone is usually an inexpensive prepaid mobile phone used temporarily, often to keep a separate line from a person’s main phone. People also use “burner number” for a temporary number provided through an app on an existing phone. Neither meaning guarantees anonymity or makes calls untraceable.
What does “burner phone” mean?
In the traditional sense, a burner phone is a separate, usually inexpensive handset with prepaid mobile service, used for a limited time or kept apart from someone’s main phone. The name describes how the phone is used, not a special technology or privacy feature. A user might replace the handset or number, but may also keep the phone and add prepaid minutes. TechTarget’s definition describes both temporary use and this more sustained prepaid use.
The phrase can also refer more loosely to a temporary phone number supplied by an app or service. That number is used through an existing device rather than a second physical handset. The app-based meaning is distinct from the traditional prepaid-phone meaning, even though both can provide a separate number.
Burner phone versus burner number
| Meaning | What it is | How it is used |
|---|---|---|
| Traditional burner phone | A separate physical handset with prepaid service. | Used temporarily or maintained as a separate line; it can be replaced, or kept and reloaded with minutes. |
| App-based burner number | A temporary number supplied through an app or service. | Used on an existing phone, without a second physical handset. |
The Federal Communications Commission used the term in its 2018 enforcement notice to describe prepaid Tracfones in a specific case. That case-specific wording does not mean ordinary prepaid phones are inherently suspicious or used for wrongdoing. FCC 18-135

Does a burner phone number make you anonymous?
No. A separate prepaid handset or app-based number can help keep communications apart from a main line, but “burner” does not promise anonymity or freedom from identification. The FCC explains that carriers hold customer proprietary network information, which can include the phone numbers called and the frequency, duration, and timing of calls. This establishes that phone service involves carrier-held usage information; it does not mean every user can be identified in every circumstance. FCC privacy complaints guidance
Caller ID is not proof of who is calling, either. The FTC warns that scammers can fake the name or number displayed on caller ID. In a separate enforcement matter, the FCC found that a company took steps to prevent called parties from identifying it; that finding concerns that case and should not be generalized to prepaid phones or their users. When people use the term
Someone asking for a “burner phone number” may mean either a prepaid number on a separate physical phone or a temporary number accessed through an app. If the distinction matters, clarify whether they mean a handset or just a second number. A prepaid cell phone is the clearest term for the traditional physical device; a temporary-number app is the nonphysical alternative.
