Weather and smoke can weaken or spread a shipboard laser beam before it reaches a target, while atmospheric turbulence can distort the beam and make it harder to keep focused. That can reduce the energy delivered and limit effective range or performance. The impact depends on the conditions and the system: public sources warn that rain or fog can make lasers work poorly or not at all, so shipboard lasers are not all-weather weapons.

How weather and smoke affect a laser beam

A laser must travel through the atmosphere between ship and target. Along that path, particles and water vapor can absorb or scatter light, reducing the energy that arrives. The longer the path through the affected air, the more those losses can matter. The Congressional Research Service (CRS) specifically identifies water vapor as a concern in the marine environment, along with sand, dust, salt particles, smoke, and other air pollution. Atmospheric turbulence is a separate problem: it can distort or defocus a beam, making it harder to maintain a small, steady spot on the target. Fog, rain, haze, cloud, and smoke can also diffuse or attenuate the beam. The Navy’s laser-safety handbook lists these as potential causes of degraded delivery accuracy. Can a shipboard laser fire through fog or rain?

A laser may still be operated in some poor conditions, but operation does not guarantee that it will deliver enough energy to perform its intended task. CRS cautions that lasers “might not work well, or at all, in rain or fog,” and says this prevents them from being an all-weather solution. The available public sources do not give a universal visibility threshold or a reliable percentage for how much range or effectiveness is lost.

Does smoke block a shipboard laser?

Smoke can degrade transmission by scattering or absorbing light; its effect depends on factors such as how much smoke lies across the beam path and the distance to the target. It is therefore more accurate to say smoke can weaken or diffuse a beam than to claim that smoke always blocks every shipboard laser completely. The CRS discussion identifies smoke among atmospheric substances that absorb and scatter laser light, and the Navy handbook also lists smoke as a potential source of diffusion and reduced delivery accuracy.

What can reduce the effects—and what cannot be assumed

Wavelength selection

Choosing a wavelength in a lower-absorption atmospheric “sweet spot” can reduce losses from water vapor. It does not remove other sources of attenuation or establish that a system can operate effectively in heavy rain or fog.

Adaptive optics

Adaptive optics can make continual adjustments to compensate for observed turbulence and help correct beam distortion. This addresses turbulence; it should not be treated as a way to see through severe obscurants such as dense fog or rain.

Research and testing

Navy research has examined how atmospheric conditions affect propagation. A 2014 Navy CHIPS article described modeling turbulence, wind, fog, and rain, while the Office of Naval Research’s current research description includes beam-propagation modeling through fog, rain, and humidity. Navy work at Dahlgren has also measured optical turbulence in maritime conditions. These efforts show that the effects are studied, not that any deployed laser has guaranteed performance in every weather condition. Why performance claims must be system-specific

“Shipboard laser” covers systems with different purposes and capabilities. The Navy describes ODIN as a dazzler aimed at unmanned-aircraft sensors, while HELIOS combines a high-energy laser with a dazzler and surveillance capability. Public descriptions of those systems do not establish how either performs at particular concentrations of smoke, rain, or fog. Their roles should not be conflated, and no universal weather threshold can be inferred from their existence. A 2014 Navy account reported that sailors said the LaWS aboard USS Ponce operated flawlessly through high winds, heat, and humidity. That historical report concerns those stated conditions; it does not establish performance in rain, fog, or smoke, or prove that other laser systems behave the same way. What determines the actual effect

The effect of an obscurant depends on its type and density, humidity and the amount of water vapor along the path, beam wavelength, distance to the target, turbulence, and the particular system’s power, beam quality, and control. Public sources describe these factors and ongoing modeling, but do not publish comparable weather thresholds or a dependable numerical range-loss figure across deployed systems.
