That operational cut is called curtailment. It can happen when transmission lines are congested, but it is not the same as a proposed plant waiting for permission to connect—and it does not mean a new power line would have prevented every instance.
What curtailment means in practice
Wind and solar output varies with weather and daylight. If available generation exceeds what the grid can use or move under current conditions, the system operator can direct an operating generator to produce less. The difference between what it could have produced and what it actually produces is curtailed potential.
This is not necessarily electricity that was generated and then thrown away. The generator is instructed not to make that electricity in the first place. Curtailment is an operating decision made to keep supply, demand, and the physical limits of the power system in balance.
Why transmission bottlenecks can force a cut
Transmission lines carry electricity from generators to the places where it is needed. Wind and solar resources may be strongest far from major demand centers. If the lines linking those areas to other parts of the grid are at capacity, or a network constraint limits power flows, an operator may be unable to move all available output without violating reliability limits. Reducing generation on the constrained side can be necessary even when customers elsewhere would use more power.

Congestion is not constant. The U.S. Department of Energy’s 2026 draft National Transmission Needs Study says most transmission congestion is concentrated in about 5% of hours. It associates congestion with conditions including high net load, cold weather, high intermittent generation, and large differences between day-ahead and real-time prices. That figure describes the share of hours with congestion, not the share of renewable electricity curtailed.
A congested line can be one cause, but not every curtailment is evidence that a specific transmission project would have carried all the unused output. Grid operators also have to account for reliability, changing supply and demand, and the location and timing of generation. Even with an ideal transmission network, wind and solar availability will not always line up with demand; DOE’s 2023 study says some curtailment is inevitable for that reason.

Curtailment is not the same as waiting to connect
Three situations are easy to confuse:
- Interconnection queue: A proposed project is seeking permission to connect. It has not completed the required studies and connection process, so it is not yet an operating generator supplying the grid. DOE’s overview of queued generation explains that projects undergo impact studies and identifies interconnection process and transmission planning changes as part of the response.
- Operational curtailment: An interconnected generator is operating, but an operator directs it to reduce output under current grid conditions.
- Other operating constraints: Curtailment can occur for reasons beyond a transmission bottleneck, including mismatches between renewable availability and demand or system operating limits.
Improving the interconnection process may reduce delays for projects waiting to connect. It does not, by itself, remove a flow constraint for a plant that is already connected and operating.
What transmission expansion can change—and what it cannot
More or upgraded transmission can increase the amount of power that can move between areas, connect renewable-rich regions to more demand, and let geographically separated resources complement one another. The results depend on where constraints occur, when renewable output is available, and what demand and reliability needs exist. A line can reduce some curtailment without eliminating it.

DOE’s 2017 summary of a modeled Western Interconnection scenario for 2050 estimated that about 15.5% of wind energy capacity would go unused without significant transmission expansion. In that scenario, building four proposed transmission projects reduced modeled lost wind generating potential to 7.8%. These are scenario results, not a current nationwide curtailment rate or a forecast that applies to every region.
The same DOE summary reported that Texas wind curtailment ranged from 8% to 17% in 2009–2011, then fell to about 1% after new transmission lines and other upgrades under the Competitive Renewable Energy Zone initiative. Those historical figures illustrate that infrastructure and system upgrades can matter; they do not describe current Texas conditions or prove that transmission alone caused the change.

In its 2023 Needs Study, DOE summarized modeling that estimated regional diversification through transmission could reduce curtailment by 45%–90% for grids with 10%–60% renewable generation. That is a modeling estimate tied to those renewable-penetration levels, not a guaranteed outcome for a particular grid or project.
DOE’s 2024 National Transmission Planning Study evaluates economic, reliability, and resilience effects across scenarios. It offers planning insights; it does not select specific line locations or approve individual projects in place of regional planning.

Other ways to use or balance surplus electricity
Transmission is one part of the response. Other options address different constraints and work best when matched to the location and timing of surplus generation.
- Interregional coordination and transmission: Sharing power across a wider area can help balance differences in renewable output and demand. It requires planning and coordination among regions, as well as transmission capability between them.
- Flexible demand: Some electricity use can shift toward periods when renewable output is abundant. This can absorb surplus where the grid and the end use make that possible.
- Storage: Batteries and other storage can shift energy from times of surplus to times of greater need, if the storage is located and operated to serve the relevant grid constraint. Storage does not automatically resolve a transmission bottleneck between a generator and a distant load.
- New electricity uses: Flexible industrial or other loads may make use of power that would otherwise be curtailed, but their location, operating schedule, and ability to respond must match the resource and system need.
- Interconnection improvements: Better study and connection processes can help projects move through the queue; they solve a different problem from congestion affecting an already connected plant.
Why there is no single national curtailment percentage here
The figures above refer to specific historical periods, regions, or modeled scenarios, and they measure different things. The 2026 draft study’s 5% figure is about hours with transmission congestion, not renewable curtailment. The evidence cited here does not establish a current nationwide curtailment percentage, so regional examples should not be treated as a national rate.
The 2026 Needs Study announcement describes the study as a draft open for comments when published. DOE’s FAQ says the Needs Study itself does not designate National Interest Electric Transmission Corridors. Its analysis should not be read as an approval of a line or as a corridor designation.
