A Formula 1 grid penalty changes a driver’s starting position, not their qualifying result. The FIA uses the qualifying classification and the driver’s applicable unserved penalty places to calculate a temporary position, then applies a procedure that can move other drivers into gaps before setting the final grid.
How does the FIA calculate the starting grid?
The current procedure is set out in Article B2.5.4 of the 2026 FIA Formula 1 Sporting Regulations, Section B [Sporting], Issue 09, dated 1 October 2026. The grid is based on qualifying results and classification, adjusted under the regulation’s grid-formation procedure.
- For a classified driver with 15 or fewer cumulative unserved race grid-penalty places imposed in the previous 12 months, the FIA adds those places to the driver’s qualifying classification to assign a temporary position.
- If drivers share a temporary position, their qualifying classifications decide the order: the slowest driver keeps that position, while the others are placed immediately ahead of it.
- Unpenalized classified drivers are assigned to open positions in qualifying order.
- Penalized drivers are then moved up to fill any remaining vacancies.
For example, a driver who qualifies fifth with a three-place penalty has a temporary position of eighth. That is not necessarily the driver’s final listed starting place: the other drivers’ penalties and the available grid positions affect the order after the FIA applies the remaining steps.
Why can a penalized driver move up on the final grid?
The penalty calculation creates a temporary position; it does not simply shift every driver below the penalized driver down by a fixed number of places. The FIA first fills open positions with unpenalized classified drivers in qualifying order, then moves penalized drivers up to fill vacancies. As a result, a driver’s final position can look better than the temporary position calculated from qualifying plus penalty places.

What happens when a driver has more than 15 penalty places?
A driver with more than 15 cumulative unserved race grid-penalty places imposed in the preceding 12 months starts behind all other classified drivers. If multiple drivers are in that group, their relative order follows their qualifying classification.
Does a penalty after qualifying affect the Sprint or the Grand Prix?
It depends on the session in which the infringement occurred, not simply when the penalty is announced. Under the FIA rule for grid-position penalties arising from incidents in lap-time classified sessions, the penalty is served in the race. If the infringement happened in Sprint Qualifying, it applies to the Sprint grid instead. The stewards’ decision and the event’s published grids identify which starting order is affected; see the relevant FIA Sporting Regulations.

When is the final race grid confirmed?
The FIA publishes the final race grid one hour before the scheduled formation lap. For a particular Grand Prix, use that event’s final grid document to confirm where each driver will start, alongside the stewards’ decisions that explain any penalties.

The operative rule is in the 2026 Sporting Regulations, not the FIA’s explanatory guidelines. The FIA describes its 2026 Formula 1 Penalty Guidelines as having “no regulatory value”; they are intended to help explain the guidelines, while the regulations govern the grid procedure.
