An automated fulfilment outage can interrupt only one part of a warehouse—or stop several connected operations at once. The impact depends on what failed, what depends on it, and whether the site has a safe, approved fallback. Recovery is not finished when a server or controller restarts: teams must validate the service and reconcile any work completed outside the normal system.
What can fail—and what might stop
A fulfilment operation can rely on business applications and data services, warehouse management and execution software, networks and radio-frequency (RF) devices, and operational technology such as controls and automation. A fault in any one layer can affect different work: order release, inventory visibility, receiving, picking, packing, shipping, or connected equipment.
There is no universal failure sequence. A WMS or network outage, automation-control fault, power loss, and cyber incident are different events, with different safe responses. A failure in one component does not necessarily disable every warehouse function. Map components and dependencies—including dependencies that are essential versus those that have temporary substitutes—before deciding what can continue. AWS recovery planning guidance recommends identifying workload components and their dependencies.
Decide what must recover first
Recovery priorities should follow business impact, not a generic promise that every system will be restored within a particular number of hours. A business impact analysis (BIA) identifies critical processes, the people and equipment they need, dependencies, and the consequences of interruption. CMS contingency-planning guidance describes using a BIA to prioritize processes and resources and inform recovery plans; it is general government guidance, not a warehouse-specific requirement. Two objectives help make priorities measurable:
- Recovery Time Objective (RTO): the maximum acceptable delay between interruption and restoration of a service.
- Recovery Point Objective (RPO): the maximum acceptable data-loss interval, measured from the last recoverable point.
Business stakeholders set these objectives based on operational, financial, customer, and regulatory impacts; technical teams then choose and test a recovery approach. AWS notes that impact can change nonlinearly over time. Its example of a factory line shut down after four hours illustrates the point; it is not a recommended warehouse RTO. Choose a recovery approach for the failure
No recovery option is best for every site. Compare alternatives against the processes that must resume, dependencies, achievable RTO and RPO, operational safety, and the evidence available from tests.

AWS recommends recovery processes that are tested, observable, and reproducible, with clear roles, initiation conditions, and a fallback for faults automation cannot resolve. The plan should also provide a way to halt an automated recovery that behaves dangerously, and should not depend on components already in a failed or degraded state. AWS recovery guidance

Use manual work only within clear limits
Paper procedures may let a site continue selected receiving, picking, packing, or shipping tasks during a WMS, RF network, or connected-system outage. They are a bounded fallback, not an automatic substitute for the system. Start only after confirming the outage and authorizing the procedure. Narrow or stop manual work if staff cannot reliably verify product identity, quantity, destination, or any required lot, serial, or hold status. The MangoApps warehouse outage playbook describes this approach and recommends an incident owner and a custodian for the transaction log.

Capture transactions as they happen
Use site-designed forms or a log that captures the information the operation needs to restore an accurate record. Depending on the workflow, entries may include item, location, quantity, lot or serial number, timestamp, operator, exception, and required approval. Assign a custodian and a queue or process for reconciling these entries after service returns. A generic logbook may lack fields required for traceability or hold management.
For controlled goods or other traceability-sensitive work, determine the applicable safety and regulatory duties separately and reflect them in site procedures. The MangoApps playbook raises chain-of-custody, lot and serial traceability, hold status, and recall readiness as considerations; it is not a compliance determination.

Make backup and recovery exercises cover the whole path
NIST’s OT Backup Quick Start Guide (SP 1339), published June 17, 2026, says operational-technology backups are vital for recovery from reliability or cyber incidents. It recommends integrating backups with change management, creating them regularly, testing them, and reviewing them during recovery exercises.
A backup alone does not establish that an application, control configuration, interface, and operating process can be restored within the site’s RTO and RPO. Exercises should cover the relevant recovery path, test the restored state, and record the recovery time and data point actually achieved. If the result misses the business target, change the recovery capability or revisit the target with the business stakeholders.
Follow a controlled response through reconciliation
This sequence is a planning framework, not a site-tested procedure. Local safety rules, equipment manuals, vendor-specific recovery instructions, and approved incident procedures govern actual actions.

- Confirm and scope the event. Identify affected components and dependencies, immediate safety concerns, and the incident roles to notify.
- Choose whether to stop, limit, or continue work. Activate only an approved fallback, and do not process work that cannot be verified safely and accurately.
- Protect recoverable records. Preserve relevant backups and maintain a timestamped transaction trail for work performed outside the usual system.
- Repair, fail over, or restore. Follow the documented procedure for the incident, monitor recovery, and halt automation if it creates a dangerous condition.
- Validate the recovered service. Check the restored steady state, including the data integrity and functional checks required by the site plan.
- Reconcile manual work. Enter and compare every manual transaction against physical inventory, orders, and shipment status. Resolve discrepancies before closing the incident or returning to full throughput.
- Update the plan. Record lessons and revise dependencies, procedures, tests, and training as needed.
These practices align with AWS recovery guidance, NIST backup guidance, and the transaction-recording advice in the MangoApps outage playbook.
What a real recovery can look like
A May 11, 2026 update filed by West Pharmaceutical Services with the SEC described a cyber response in which the company proactively isolated affected on-premises infrastructure, temporarily disrupting global operations. It reported that core enterprise systems had been restored and critical shipping, receiving, and manufacturing had restarted at some sites, while restoration at other sites remained in progress and a full-restoration timeline had not been finalized. The example shows how recovery can proceed by site and process; it does not establish typical warehouse downtime or an automated fulfilment failure rate. West Pharmaceutical Services SEC filing
