If a bitcoin startup loses the bank that issues its card, the card program may be disrupted, paused, or discontinued while the company seeks a replacement. That does not automatically mean its bitcoin wallet or other services shut down: those may depend on different providers and contracts. The outcome for customers depends on the cardholder terms, the program’s design, the jurisdiction, and whether a replacement issuer is available.
Why a startup’s card may depend on another company
A card carrying a fintech or bitcoin company’s brand is not necessarily issued by that company. In many programs, a bank is the issuer, while other firms provide the payment network, processing, program management, and crypto-related services.
Fold Holdings’ 2025 Form 10-K illustrates the distinction: Sutton Bank issues its prepaid card, while Celtic Bank issues its credit card. Fold describes its own role and other operational providers separately. These are Fold-specific arrangements, not evidence about an unnamed startup’s contracts.
- Issuer bank: The financial institution identified as issuing the card. For a credit product, the issuer may also originate accounts and make underwriting decisions.
- Card network: A network such as Visa or Mastercard routes payment transactions. It is not necessarily the card issuer.
- Processor and program manager: Providers that may support authorization, processing, program controls, or servicing. Their exact duties depend on the program’s contracts.
- Wallet, custody, and conversion providers: These may be separate from the issuer and from one another. Their agreements determine how customers hold, convert, or withdraw bitcoin.
Mastercard’s 2021 description of crypto-card programs included banks, crypto wallet providers, issuer-processors, and program-management firms. Visa’s April 2022 explainer described cards issued through licensed partners, potentially using an issuer-processor or BIN sponsor, and noted that arrangements vary by program. Those sources describe possible structures, not a universal setup.

What can happen to the card program
Fold’s filing provides a concrete example of issuer dependency. It says that if its relationship with Sutton Bank ends, Fold would need another bank to continue its prepaid-card product. A transition could disrupt or delay issuance and servicing and increase costs and compliance burdens. This is a company-specific disclosure, not a prediction that every program will have the same outcome.
Depending on the contracts and the company’s notice to customers, possible effects include:

- New cards or replacement cards may not be issued during a transition.
- Existing cards may stop working on a program-specific date, or the program may be wound down in stages.
- Servicing, settlement, refunds, disputes, or rewards may change. The applicable cardholder agreement and customer notice—not issuer loss alone—determine what happens.
- Customers may be asked to accept new terms, verify their identity again, or move to a new account, but none of these steps is inevitable.
- If the startup cannot secure a replacement issuer, it may discontinue the card offering even if it continues operating other products.
For a credit card, the transition can involve more than payment-card access. Fold’s filing describes dependencies involving Celtic Bank, Visa, Stripe, a lender, and other vendors. The issuer’s role in account origination and underwriting makes a credit program different from a simple prepaid-card arrangement.
Does losing the issuer affect bitcoin or wallet balances?
Not necessarily. The card issuer’s departure does not, by itself, establish that a startup’s bitcoin custody, wallet, exchange, or conversion services have ended. Those functions may be supplied under separate agreements. Conversely, a card continuing to work would not prove that a separate wallet or custody service is unaffected.

Customers should look for the company’s notice and terms to identify who holds any assets or cash balances, who handles conversion and withdrawals, and which provider supports each service. The available company examples do not establish how an unnamed startup holds customer funds or handles them during a card-program closure.
What customers should check in a disruption notice
A useful notice should make the transition concrete. Check the company’s announcement, cardholder agreement, and any issuer communications for:

- Issuer and timing: Is a replacement issuer named, and when will it begin issuing cards? Is there a date when existing cards stop working?
- Product type: Is the affected card prepaid, debit, or credit? For credit, what happens to the account and any outstanding balance?
- Funds and bitcoin: Which entity holds each cash or bitcoin balance, and how can customers access or withdraw it?
- Transactions in progress: What does the notice say about refunds, disputes, pending transactions, settlement, and rewards?
- Customer steps: Must customers move funds, reverify identity, or accept new terms? Are there deadlines?
- Scope: Which countries and customer groups are affected, and which regulator and payment network are involved?
Do not assume that a deadline, refund process, or asset-transfer procedure is the same across card programs. The customer’s rights and the company’s obligations depend on its agreements and applicable law.

A replacement is an operational migration, not simply a new logo on the card. The company must find a provider that can support its customers, geography, product, and risk profile, then address the technology, servicing, compliance, and contractual dependencies involved.

Each path must also account for customer communications, funds access, licensing, network rules, and local requirements. U.S. arrangements should not be treated as global rules.
What recent regulatory and market changes do—and do not—mean
On April 24, 2025, the Federal Reserve Board announced that it withdrew specified earlier supervisory guidance: its 2022 letter on advance notification of bank crypto-asset activities, a 2023 supervisory nonobjection process for certain dollar-token activities, and two 2023 statements issued with other federal banking agencies. The Board said it would monitor crypto-asset activities through its normal supervisory process. This update concerns specified guidance and Federal Reserve-supervised banks; it does not require a bank to serve a crypto company or remove other legal, bank, or network requirements.
Visa said on March 3, 2026 that Bridge-enabled stablecoin-linked cards were live in 18 countries and that expansion to more than 100 countries was planned by the end of 2026. Visa also described a settlement pilot evaluating options for issuers and program managers. These are Visa’s dated statements; planned coverage is not a promise of availability to a particular startup or customer.
