A restriction on a decentralized exchange (DEX) website or app does not, by itself, transfer or erase crypto held in your self-custody wallet. It may remove one route for accessing a service, while separate restrictions on a wallet, token, protocol, address, or your jurisdiction could affect what you can do. The outcome depends on what was restricted and whether your crypto is a simple wallet balance or part of a protocol-managed position.

What a DEX restriction does—and does not—mean

A DEX website or app is an access point, not necessarily the place where your assets are held. A self-custody wallet manages keys and can sign transactions; those transactions may interact with blockchain protocols. A May 2025 submission to the SEC Crypto Task Force describes wallets and DEX integrations in these terms, but it is a policy submission, not a universal regulator finding about every wallet or DEX. The SEC Division of Trading and Markets’ April 13, 2026 staff statement describes certain interfaces as websites, browser extensions, or software applications that help prepare transactions for signing and transmission through a self-custodial wallet. Its discussion concerns specific broker-dealer registration circumstances involving crypto-asset securities; it does not determine that every DEX interface is lawful or must remain available. The statement says it may be withdrawn five years after publication absent intervening Commission action. Read the SEC staff statement.

The SEC statement defines a self-custodial wallet for its purposes as one where neither the wallet provider nor its associated covered user interface has custody of, or access to, the user’s private key. That definition is not a universal legal conclusion about every wallet. A blocked interface alone does not establish that its operator held or seized assets in a separate self-custody wallet.

What kind of restriction is in effect?

“The DEX is restricted” can describe materially different situations. Read the actual notice, order, or service message and identify what entity, service, or activity it covers.

  • Website or app unavailable: One access route may be blocked or discontinued. That does not establish whether a compatible alternative route exists or whether using one is permitted.
  • Wallet feature or provider restricted: The wallet’s ability to connect, display assets, or submit transactions may be affected separately from the DEX interface.
  • Address, token contract, or protocol restricted: A restriction aimed at a specific address or on-chain component raises different questions from a website-only block.
  • Legal prohibition on an activity or service: A law or order may apply to particular users, providers, or transactions in a defined jurisdiction. Technical ability to transact does not itself establish legal permission.

The cited materials do not establish what a particular restriction means for an unspecified protocol or user. Its exact wording, scope, and jurisdiction matter.

What happens to each type of position?

Tokens in a self-custody wallet

If your tokens are held in a self-custody wallet, control of the keys and access to a particular DEX interface are separate issues. A wallet may still be able to sign and broadcast transactions, but that does not guarantee that a token is transferable, that a transaction will succeed, or that another interface is compatible or lawful to use.

Liquidity-provider positions

Providing liquidity is not necessarily the same as holding two tokens as an ordinary wallet balance. The CFTC describes Uniswap protocol pools as matched pairs of digital assets, illustrating that a liquidity-provider (LP) position is tied to pool contracts. The CFTC release does not describe general withdrawal rules for LP positions. Identify the relevant chain, pool, and position contract, then consult current protocol documentation before acting.

Borrowed, leveraged, staked, or other managed positions

These positions may involve protocol-specific collateral, deadlines, or exit mechanics. The cited enforcement action involving Uniswap concerned certain leveraged or margined retail commodity transactions; it does not establish what happens to every lending, staking, leveraged-token, or other managed position when an interface is restricted. Find the exact position and contract terms rather than applying that case to a different product.

Balances at a custodial exchange

A balance held by a centralized custodian is different from tokens in your self-custody wallet. The cited SEC staff statement excludes custodial wallets from the circumstances it addresses, and the cited self-custody discussion does not determine a custodian’s obligations or a customer’s rights. Check the custodian’s notice and applicable terms.

Regulatory examples are limited to their scope

Uniswap Labs action in the United States

On September 4, 2024, the CFTC announced an order against Uniswap Labs concerning certain leveraged or margined retail commodity transactions offered through a decentralized digital asset trading protocol. The order required a $175,000 civil monetary penalty and a cease-and-desist remedy for the charged Commodity Exchange Act violations. The CFTC’s release describes both Uniswap Labs’ web interface and liquidity pools; it does not say that all users’ spot-token positions were seized or that all DEX activity was prohibited. China’s 2026 notice

A multi-agency notice recorded by the China Securities Regulatory Commission on February 6, 2026 states that specified virtual-currency-related business activities are prohibited in China and that overseas entities and individuals may not illegally provide related services to domestic subjects. This is a jurisdiction-specific example, not a global rule or an answer for users outside its scope. Read the notice.

How to assess your own position before acting

  1. Identify what you hold. Determine whether the asset is a wallet token balance, an LP position, or a borrowed, leveraged, staked, or other managed position.
  2. Identify where and how it is held. Record the blockchain, wallet, pool or position contract, and whether you control the private keys or use a custodian.
  3. Read the restriction itself. Establish whether it concerns an interface, wallet feature, address, token, protocol, provider, or a legally restricted activity—and which users or transactions it covers.
  4. Check the applicable jurisdiction. A service’s technical availability and the legality of using it are separate questions. Do not assume a route that works is legally permitted.
  5. Verify the relevant transaction path and risks. Use current documentation for the specific protocol and position. Do not assume another interface is safe, compatible, available, or an appropriate way around a restriction.
