Network operators can reroute traffic over other submarine cables, land-based fiber, or other available paths. If those routes have enough spare capacity, many people may notice little change; if not, connections can slow, some services can fail, or a region can lose internet access.
Why one cable cut does not automatically take the internet offline
Subsea telecommunications cables carry internet, phone, and data traffic between countries and continents. Glass fibers inside the cables transmit information as light. At shore landing stations, that light is converted into electronic data and fed into national networks, as the Australian Government’s Cable Connectivity & Resilience Centre explains.
Those networks also connect to land-based fiber, local internet exchange points (IXPs), and other cable systems. A break therefore affects traffic that relies on the damaged route; it does not switch off every network connection worldwide. The International Telecommunication Union (ITU) says submarine cables carry approximately 99% of global internet traffic, but that figure describes their role in moving traffic—not the share lost when one cable is cut. The impact of a particular break depends on how much traffic used that route and what alternatives remain, according to the ITU’s submarine cable resilience backgrounder.
What users might notice
- Little or no visible change: Providers move traffic to other routes with enough capacity. Diverse cable paths, terrestrial links, local exchanges, and cached copies of content can help keep services reachable.
- Slower or less reliable connections: Rerouted traffic may travel farther or compete for limited capacity. During the March 2024 West Africa disruptions, latency surged and availability fell in affected areas, according to the Internet Society’s incident report.
- Some services fail while others work: A service may depend on a particular provider, region, or route. During the West Africa incident, Microsoft services were disrupted in parts of EMEA and restored after traffic was rerouted, even beyond the countries directly affected.
- A severe local or regional outage: If few alternative routes exist—or several cables share a vulnerable point—those alternatives may not carry the displaced traffic. Côte d’Ivoire experienced a near-total internet outage during the March 2024 West Africa event.
What determines how serious the disruption is
Route diversity
Having another cable is not enough if it follows the same vulnerable path or reaches the same constrained landing point. During the 2024 West Africa event, multiple affected cables converged at a physical point, while an unaffected cable helped some networks maintain service. Routes that avoid common failure points offer more useful redundancy.

Land-based alternatives
Cross-border fiber can carry traffic to another landing station and help countries with limited direct cable access. The Internet Society’s East Africa report describes terrestrial links carrying submarine capacity onward to landlocked countries.
Local exchanges and cached content
IXPs allow local networks to exchange traffic without sending it through an affected international route. Content stored in local caches may also remain accessible. During the East Africa disruption, other routes, IXPs, and caches helped prevent total outages across affected countries.

Spare capacity and repair logistics
An alternate route may exist but still lack room for all the traffic displaced by a cut. Restoring the damaged cable is a separate challenge: repair vessels and crews must be available and reach the fault, and permits or access requirements can add delays. The ITU’s discussion of cable resilience identifies vessel availability, regulatory barriers, and longer repair times as concerns.
What the 2024 cable outages illustrate
East Africa: May 2024
On May 12, 2024, the SEACOM and EASSy cables were damaged off KwaZulu-Natal, South Africa. Burundi, Malawi, Mozambique, Kenya, Rwanda, Tanzania, and Uganda were among the most affected because they relied predominantly on those systems to reach cloud services in South Africa. No country experienced a total internet outage: other submarine and cross-border terrestrial routes, IXPs, and local caches remained available. The Internet Society reported the cables repaired by June 3, approximately three weeks after the damage.

West Africa: March 2024
Multiple cable cuts caused substantial disruption, including a near-total outage in Côte d’Ivoire. Other networks retained service through unaffected cables and terrestrial cross-border fiber. Niger maintained connectivity via satellite and terrestrial fiber through Burkina Faso into Benin. Cable restoration estimates in the incident report ranged from late March to mid-May 2024; these were estimates for that event, not a standard repair schedule.

There is no universal repair time. Rerouting may restore some service before the broken cable itself is fixed, while the physical repair depends on vessel and crew availability, travel to the fault, and any required permissions. In one documented example, the SEACOM and EASSy cables damaged on May 12, 2024 were reported repaired by June 3—about three weeks later. That incident-specific interval is not a guarantee for other breaks.

The scale of repair work is ongoing: the ITU reported over 170 cable repairs worldwide in 2025, equivalent to almost four per week on average, in its April 2026 backgrounder, attributing the repair data to the International Cable Protection Committee. This counts reported repairs, not simultaneous internet outages or the odds that a particular user will lose service.

What to do if your connection is affected
- Check your internet provider’s outage notices. Look for confirmation of a wider network disruption before treating the problem as a home equipment fault.
- Check your local Wi-Fi and router. A cable break and a local wireless or router issue can produce similar symptoms, but restarting a router cannot restore an international route that is down.
- Consider backup connectivity only for a real need. Satellite communications or portable satellite communication units may help some remote or critical uses, depending on location and availability. They are not a universal or necessarily cost-effective substitute for ordinary broadband, and they do not repair the damaged cable. The Internet Society’s East Africa report describes how terrestrial connections with India and locally cached content helped maintain service during a 2023 Bangladesh cable outage.
