After you drop off an old phone, computer, TV, or appliance, it may be refurbished for reuse or sent through a recycling process that sorts, dismantles, and separates materials for recovery. There is no single route for every item: its condition, the program’s rules, and the recycler’s downstream arrangements determine what happens next.
First, the item may be prepared for reuse
Not every collected device goes straight to a shredder. Programs may send working or repairable equipment for reuse, refurbishment, and resale. The U.S. Environmental Protection Agency (EPA) describes refurbishment as updating and repairing electronics for resale; extending a product’s useful life can reduce demand for new raw materials. Collection does not guarantee that an item will be refurbished or sold.
Whether equipment is treated as reusable equipment or as waste can also depend on national law. The Basel Convention notes that countries may classify equipment intended for direct reuse, repair, or refurbishment differently, so an exported used device is not automatically waste—or automatically exempt from waste rules.
What happens to electronics sent for recycling?
Recycling is a chain of steps, not one machine. The EPA describes it as including “sorting, dismantling, mechanically separating, and recovering valuable materials.” The exact operations and outputs vary by device and facility.

Sorting and dismantling
Facilities sort incoming items and dismantle those going through recycling. This prepares different components and material types for further processing.
Separating and recovering materials
Mechanical processes separate material fractions so facilities can recover useful materials. Possible outputs include gold, copper, glass, and aluminum, which can return to manufacturing supply chains. That does not mean every device contains or yields each material, or that all of its materials are recovered.

Managing hazardous components and residues
Some electronics and processing fractions can contain hazardous substances. The EU describes waste electrical and electronic equipment (WEEE) as a complex mixture that may include hazardous materials, while Basel Convention listings cover certain hazardous equipment, components, and processing fractions. Improper handling can harm human health and the environment, so responsible management includes dealing with hazardous components and any material left over after recovery. Not all e-waste is hazardous.
Can recycled electronics or components cross borders?
Some equipment and material fractions may be shipped between countries. Since January 1, 2025, Basel Convention Parties apply prior informed consent controls to covered international shipments of both hazardous and non-hazardous e-waste and scrap for recovery or disposal. Whether a shipment is covered depends on its classification and the rules that apply in the countries involved; this is not a blanket description of every electronics shipment.

For shipment-specific obligations, check current national requirements and the applicable Basel Convention guidance rather than assuming that a used device or recycled fraction has one universal legal status. If you want to know where a particular device will go, ask the take-back program or recycler. Drop-off alone does not establish whether the item will be reused, processed locally, shipped elsewhere, or handled in another way. A provider’s documentation is the best way to verify its specific practices.

In the United States, the EPA recommends certified electronics recyclers and identifies R2 and e-Stewards as accredited certification standards. These standards address environmental practices, worker health and safety, security, and downstream management; certification includes independent audits and ongoing oversight. Certification is a useful screening criterion, but it does not by itself tell you the destination or outcome of an individual device. Check the provider’s current certification and ask whether it accepts your item and batteries, how it handles reuse and downstream processing, whether data destruction is available, and how it manages residues. The EPA’s certified electronics recyclers page explains its guidance.
Local acceptance, fees, and collection options vary. A community drop-off, retailer take-back program, or recycler may be able to accept your device; confirm acceptance and handling details before you make the trip. For the general process, see the EPA’s electronics recycling overview. The European Commission’s WEEE information describes EU policy and should not be treated as a universal rule for other regions.
