Ontario’s Starlink plan was intended to bring satellite internet to 15,000 unserved or underserved homes and businesses, but the province says it stopped partnering with Starlink for the program in March 2025. The original 50/10 Mbps service target and June 2025 availability date were plans, not confirmed results. Ontario says it will continue considering fibre, fixed wireless and satellite, but has not named a replacement ONSAT provider on its current connectivity page.
What Ontario originally planned
The Ontario Satellite Internet (ONSAT) Program was a provincial procurement managed by Infrastructure Ontario. In November 2024, the province announced Starlink as the selected provider for a planned service covering 15,000 eligible homes and businesses in rural, remote and northern communities where fibre optic or fixed wireless service was unavailable. The award notice described a target speed of 50 Mbps download and 10 Mbps upload.
Ontario expected eligible service to begin in June 2025 and said registration details would follow in spring 2025. Those were the announced schedule and target; the province’s later status update says the Starlink partnership ended before that planned start. The original announcement did not establish that 15,000 premises were connected or that the target speeds were achieved. Infrastructure Ontario’s contract award notice and the Ontario Newsroom announcement set out the original scope and timing.
Why the title’s $100 million needs qualification
The official pages reviewed for this account do not provide an itemized breakdown that substantiates the $100 million figure or explains how much was spent before the arrangement ended. They also do not establish a cancellation cost or a taxpayer loss. It would therefore be misleading to treat $100 million as confirmed final spending, calculate a cost per connected household, or imply that the full amount was paid to Starlink.

When and why the Starlink partnership ended
Ontario’s current connectivity page says the province was no longer partnering with Starlink for ONSAT as of March 2025. That update supersedes the November 2024 announcement’s expectation of service in June 2025. The province says it remains committed to improving connectivity in rural, remote and northern communities and will explore fibre, fixed wireless and satellite options. The current page does not identify a replacement provider for ONSAT. Ontario’s connectivity program page states the current position; Infrastructure Ontario’s ONSAT project page also records the March 2025 status update.
How the original provider was selected
The procurement began with a request for qualifications in August 2023. Two satellite internet providers were shortlisted; Infrastructure Ontario opened the request-for-proposals process in January 2024 and closed it in May 2024, after which Starlink was selected. The contract also called for direct engagement with impacted Indigenous communities to help eligible households and businesses access the program and, where feasible, create employment, contracting and training opportunities. These details describe the original procurement, not a continuing Starlink arrangement.

What internet options Ontario says it will consider
Ontario names three technology categories for extending service: fibre, fixed wireless and satellite. The province’s statement does not provide provider-by-provider coverage, current prices, latency figures or a location-level comparison, so it does not support ranking these options for every community. In practical terms, the stated approach is to consider which technology can serve a location, whether ground infrastructure is feasible there, and whether service reaches premises that lack adequate coverage.
- Fibre: A ground-based option Ontario says it will continue exploring where it can extend service.
- Fixed wireless: Another ground-based option named by the province for improving access.
- Satellite: The technology used in the original ONSAT award and still among the options Ontario says it will consider; no new ONSAT satellite provider is named on the reviewed current page.
The province’s stated future direction is broader than the cancelled Starlink partnership, but it does not amount to an announced replacement schedule or a confirmed connection plan for the original 15,000 premises.

What this means for residents and businesses
The former ONSAT announcement should not be treated as an active Starlink offer or as proof that an eligible address will receive service under that program. Ontario’s current public statement confirms the partnership ended, but the reviewed official pages do not set out a replacement provider or a new ONSAT registration process. Residents seeking service should check current availability with internet providers serving their address and follow Ontario’s connectivity updates rather than relying on the superseded spring 2025 registration expectation.
